急ぐべきコンパクトシティ建設

　日本は災害大国である。その災害大国に温暖化による洪水や豪雪が加わるようになってきている。さらに南海トラフの地震は何時起きても不思議ではないとされている。
　輪島の方では、地震による生活インフラの復興が手付かずの状態に更に線状降水帯による洪水に見舞われた。

　災害から立ち直る前に、新たな災害に見舞われるという事態は、温暖化の進展と共にありふれた現象となっていくだろう。しかも、経済が停滞して生活インフラの維持が難しくなる一方で、高齢化に伴う過疎化で行政サービスを維持する事が難しくなるだろう。
　以上を踏まえると、居住区域を小さくして災害対応や行政コストを抑える手立てとしてコンパクトシティ化を急ぐべきであろう。

　Japan is a disaster-prone country. Floods and heavy snowfall caused by global warming are now becoming a part of this disaster-prone country. Furthermore, it is said that it would not be surprising if an earthquake occurred in the Nankai Trough at any time.
　In Wajima, the restoration of daily life infrastructure caused by the earthquake had yet to be completed and the area was hit by flooding caused by a linear rain band.

　As global warming progresses, it will become commonplace for new disasters to strike before we have a chance to recover from the previous ones. Moreover, while the economy will stagnate and it will become more difficult to maintain the infrastructure for daily life, depopulation due to aging will make it more difficult to maintain government services.
　In light of the above, we should accelerate efforts to create compact cities as a way to reduce residential areas and cut disaster response and administrative costs.

自滅するアメリカ

　アメリカがトランプ大統領の下で国際的地位を放棄しようとしている。アメリカを再び偉大な国にすると標榜しているが、偉大であるどころかエゴの強い品性の乏しい国に向かっているようだ。
　経済はと言うと保護貿易に向かいこれまでアメリカが主張していた自由貿易とは真逆である。

　アメリカは強大な国なので、世界を、人類を善導出来る筈で、それを担ってこそ偉大な国家と言えるだろう。しかるに、そうした使命を投げ出して当然とも言える自国優先を殊更に主張するような国が他国から見て偉大に見える筈がないだろう。アメリカは偉大ではなく自滅の方向に向かうだろう。資本主義の行き詰まりと共に。

　America is abandoning its international standing under President Trump, and while he claims to make America great again, it seems that far from being great, it is heading towards becoming a country with a big ego and unrefined character.
　As for the economy, it is moving toward protectionism, the exact opposite of the free trade that the United States has previously advocated.

　America is a powerful country, so it should be able to lead the world and humanity in the right direction, and it can be called a great nation only if it takes on that role. However, a country that abandons such a mission and insists on prioritizing its own nation, which is only natural, cannot be seen as great by other countries. America will not be great, but will head toward self-destruction, along with the stagnation of capitalism.

世界の脆弱国家

　アメリカのシンクタンクであるファンド・フォー・ピースが脆弱国家ランキングを毎年公表している。これは、世界の国々の国としての健全性を評価指標による採点法で評価したものである。評価項目は12個あり、各項目は最悪10点で点数が低いほど良いとされている。
　この評価指標により評価された国は評価点数合計の位置により、警報、要注意、安定、持続可能に分類されるが、日本は「安定」となっている。

　ところで、2023年度の脆弱国家調査では、最悪がソマリアで111.3ポイント、ベストがノルウェーで12.7ポイントとなっている。そして警報と要注意国の合計が全体179カ国中の108カ国（60.3%)となっている。世界の６割以上が政情不安な状態にあるという驚くべき状態にある。しかも、そうした脆弱な国家の殆どが国連に加盟しており、よく統治されている国と同等の１票を行使している。
　今後、温暖化の進行と共に脆弱国家が増加していき、経済難民が増えていくであろう。温暖化を止めるためには、政治システムを変えなければならない。

Fragile States of the World
　The American think tank Fund for Peace publishes the Fragile States Ranking every year. This is an evaluation of the national healthiness of countries around the world using a scoring method based on evaluation indicators. There are 12 evaluation items, and each item has a worst score of 10, with the lower the score, the better.

　By the way, in the 2023 fragile states survey, the worst was Somalia with 111.3 points, and the best was Norway with 12.7 points. And the total of warning and caution countries is 108 out of 179 countries (60.3%). More than 60% of the world is in a state of political instability, which is an astonishing situation. Moreover, most of these fragile states are members of the United Nations and have the same vote as well-governed countries.
　In the future, as global warming progresses, the number of fragile nations will increase, and the number of economic refugees will also increase. In order to stop global warming, we must change our political system.

 

地球大混乱

地球大混乱

　安全保障理事会で拒否権を持つロシアがウクライナに侵略戦争を仕掛け、中国は国際法を守らず、アメリカの次期大統領はカナダとグリーンランドの領土が欲しいと言っている。拒否権を持つ５カ国のうち、３カ国が国際平和に背く行動を起しているのである。

　ガバナンスの観点から言うと、統率者不在の地球になってしまった状態である。地球ガバナンスの要求事項としては、地球が持続可能な惑星となるように全てのリソースを使い、それを可能な限りリスクを減らし、確実に実現する事である。

　しかしながら、現状はと言うと殆どの真逆の状態で、国際協調どころか分断が進行し、地球は安定ではなく不安定化していると言って良い。温暖化問題はどうかというと、問題解消ではなく問題の拡大サイクルに入ってしまったようだ。
　貧富の差が激しくなっているが、富者が身銭を切って強力な国際協調を主導しないと、資本主社会は自爆するだろう。

　From a governance perspective, the Earth has become a leaderless place. The requirements for Earth governance are to use all resources to ensure that the Earth becomes a sustainable planet, while reducing risks as much as possible.

　However, the current situation is the exact opposite, with international division progressing rather than cooperation, and it can be said that the Earth is becoming unstable rather than stable. As for the global warming issue, it seems that we have entered a cycle of exacerbating the problem rather than resolving it.
　The gap between rich and poor is becoming more and more severe, but unless the wealthy spend their own money to lead strong international cooperation, capitalist society will self-destruct.

 

自民党の献金団体

自民党の献金団体

　自民党の献金団体を調べてみたら、金額の多い順に日本医師連盟、日本自動車工業会、日本電機工業会、日本鉄鋼連盟、石油連盟等となっていた。自民党は政治資金規正改革の論議の中で、透明性を確保すれば企業団体等からの寄付は何ら問題は無いと主張しているが、これは間違いである。

　およそ支援団体が嫌がるような政策を打てる筈が無いし、検討しようとしても直ぐにブレーキがかかってしまうであろう。
　例えば、国の医療財政が逼迫している中で、医療費の低減に繋がるような根本的な政策を検討しようとすれば、医師連盟からクレームが出るに違いない。強力な温暖化対策を打とうとすれば、自動車工業会や石油連盟から待ったが掛かるに違いない。

　また、官僚の方でも上記の団体や企業群は自身が官界を退く時には魅力的な天下り先でもあるため、これらの組織が嫌がる政策は余り強力に推し進める気にはなれないだろう。つまり、これらの３者は連携する構造になっている訳である。
　であるから、これらの団体や企業からの献金や寄付は、政治を歪める元凶なのである。この事実は自民党議員は知っているのに是正すべき問題だと認識出来ないのは、かれが腐敗しておりその腐敗を自覚できないからであろう。

　When we looked into the organizations that donate to the LDP, the largest recipients were the Japan Medical Association, the Japan Automobile Manufacturers Association, the Japan Electrical Manufacturers' Association, the Japan Iron and Steel Federation, the Petroleum Association of Japan, etc. In the discussion of reform of political funding regulations, the LDP claims that there is no problem with donations from companies and organizations as long as transparency is ensured, but this is incorrect.

　There is no way that they could implement policies that support groups dislike, and even if they tried to consider them, they would likely be immediately put on hold.
　For example, with the nation's medical finances already under strain, if they tried to consider fundamental policies that would lead to reduced medical costs, the Japan Medical Association would surely complain. If they tried to implement strong measures to combat global warming, the Japan Automobile Manufacturers Association and the Petroleum Association of Japan would surely call a halt.

　In addition, the above-mentioned organizations and companies are also attractive destinations for bureaucrats when they retire from the government, so they will not be inclined to push forward with policies that these organizations dislike. In other words, these three parties form a cooperative structure.
　Therefore, donations and contributions from these organizations and companies are the root cause of distorting politics. The LDP lawmakers know this fact, but they are unable to recognize that it is a problem that needs to be corrected, probably because they are corrupt and cannot recognize their corruption.
