スーパーシーズの発掘と育成

　一国の一大産業に成長する技術をスーパーシーズと呼ぶ事にした。例えば、パソコンの基になったマイクロプロセッサーのような物を想定すると良いだろう。
　このようなシーズの事業化はどのように進展させていく事が望ましいのか考えてみよう。
　マイクロプロセッサーのアイデアが世の中に生まれた当初は、誰も見たことも聞いた事もないので、夢のような話であった事だろう。
　理屈の上では実現出来そうでも、遥か遠い将来の事のように思えたに違いない。

　したがって、技術者や投資家が集まって論議しても話は全く進まないだろう。このような時に、半導体の製造に関わる技術者の意見だけを聞いて終わりにする事は極めて危険である。
　そして初期の段階においては、取組むべきテーマであるかどうかの判断を民間企業にのみ任せて置くことは極めて危険である。
　というのは、民間企業は自社が取組むべきかどうか、取組みが出来るかどうかという観点で評価する事しか出来ず、国家的事業となり得るかどうかという観点で評価する事が出来ないからである。

　したがって、スーパーシーズの発掘は、国家こそが為すべき業務であり、広く高くアンテナを張るべきであろう。そして、ある案件がスーパーシーズになり得るかどうか、及びどの程度の経済規模を齎すかどうか、実現の難易度はどうかといった様々な調査項目の中で、重点的に調査すべき事項は対象市場へのインパクトである。
　国家として取組むべきスーパーシーズであると判断したら、シーズを保有する企業と調整の上、特許や技術の移転及びライセンスについての合意をとる必要がある。

　国家の関与により、民間の活動にブレーキが掛かることはならず、飽くまでインキュベーターとして活動すべきであるが、民間企業に任せきってしまうことも問題である。
　また、スーパーシーズの場合、事業の進展と共に業容が急拡大し、業容の急拡大にマネジメント能力が付いていけない事が考えられる。このため、事業支援に付随して、代表権への関与の余地を残すべきである。
　最後にスーパーシーズによる産業を立ち上げる初期の段階で産業展開のためのロードマップを作成及び公開に国の補助金に関わる情報を公表して民間企業の参加を募ると良いだろう。

　And at this early stage, it would be extremely dangerous to leave it solely to private companies to decide whether or not it is a topic worth addressing.
　This is because private companies can only evaluate projects from the perspective of whether or not they should and can take on the challenge themselves, and are unable to evaluate them from the perspective of whether or not they could become a national project.

　Therefore, discovering super seeds is the task of the nation, and it should keep its antennae up far and wide. Among various items to investigate whether a certain project has the potential to become a super seed, such as how much economic scale it will bring, and how difficult it will be to realize, the most important thing to investigate is the impact it will have on the target market.
　If it is determined that a technology is a super seed that the nation should address, it is necessary to coordinate with the company that owns the technology and reach an agreement on the transfer and licensing of patents and technology.

　The government's involvement should not put a brake on private sector activity and should act solely as an incubator, but leaving it entirely to private companies is also a problem.
　In addition, in the case of Super Seeds, the business scale will expand rapidly as the business progresses, and it is possible that the management ability will not be able to keep up with the rapid expansion of the business scale. For this reason, there should be room for involvement in the representative rights along with business support.
　Finally, in the early stages of launching industries based on super seeds, it would be a good idea to create and make public a roadmap for industrial development, publish information on government subsidies, and invite private companies to participate.

　天皇の継承を巡って国際機関から女性でも継承可能とすべきであるという意見が出されている。政府は日本国内の問題なので、意見を無視する姿勢を示しているが、そもそも天皇家の問題に政府が口を出す事は天皇家に失礼なのではないか。
　天皇家は日本の象徴であり、極めて公的な立場にあるので政府が関与する事は正当化されるという理屈だろうが、私的な意志を全く認めないというのは行き過ぎである。

　政治を正しく行う事は当然の事である。しかも、正しい政治を速く安く性格に行う事が必要である。然るに、日本の政治はどうか？議論は延々と続き、議論のための議論を行い、国会で決めた事を国会議員が守らない。
　行政や国会運営の合理化の余地が多分にあるのに、増税を安易に口走る。
　頭脳明晰な官僚や国会議員であっても、頭の使い方を知らないのではないか？

　アメリカの様に政府効率化省でも設けて、思い切った変革をするべきだろう。

Even the most intelligent bureaucrats and Diet members don't seem to know how to use their brains properly, do they?

　We should set up a Ministry of Government Efficiency, like in the United States, and make drastic changes.

　MAGAは、Make Ameriｃa Great Again の略である。レーガン大統領が使った言葉であるが、トランプが選挙で多用した言葉である。
　ところで、トランプは偉大という言葉のいみが分っていないらしい。というのは、地球のリーダーの立場を放棄するどころか、アメリカがこれまで気付いてきた国際的な信用や威信を傷つけ、自国を二流国に自ら貶めているからである。援助が必要な国々を脅し、自国のためと称して難癖をつける。そんな国が偉大だといって賞賛される筈が無いし、アメリカ国民も胸をはって喜ぶ事は出来ないだろう。
　MAGAを唱えるトランプは、偉大の意味が分っていない。

　MAGA stands for Make America Great Again. It was a phrase used by President Reagan and was used frequently by Trump during the election.
　By the way, Trump doesn't seem to understand the meaning of the word greatness. That's because, far from abandoning its position as the world's leader, he is damaging the international credibility and prestige that America has realized so far, and degrading his own country to a second-rate country. He threatens countries that need aid and finds fault with them for the sake of his own country. There is no way that such a country can be praised as great, and the American people cannot be proud and happy.
　Trump, who speaks the MAGA, doesn't know what greatness means.

トランプの賢愚

　人の能力には様々なものがある。頭の回転、記憶力、発想の豊かさ、説明の上手さ、視野の広さ、考察範囲の広さ、傾聴力等、数え上げればきりがない。ところで政治家に必要な能力はどうだろうか？上に挙げた能力は必要だろうが、申し訳ないがトランプ大統領は視野の広さ、考察範囲の広さと傾聴力に大きな問題があるようだ。

　相手の立場に立って考える事ができないトランプ氏は賢か愚かと問われれば愚と評価せざるを得ないだろう。

Trump is wise or foolish?
　There are many different types of human abilities. The list goes on and on: quick thinking, good memory, creative thinking, good explanation skills, broad perspective, broad range of consideration, listening skills, and so on. But what about the abilities required for a politician? The above abilities are necessary, but I'm sorry to say that President Trump seems to have serious problems with broad perspective, broad range of consideration, and listening skills.

　If asked whether Trump, who is unable to put himself in the other person's shoes, is wise or foolish, one would have to say he is foolish.
