対外的連続性を軽視する国家は二流である

　アメリカの大統領が変わり、基本的な方針が変わり、また、対外的な事業の見直しをするという事で、事業停止の措置が採られている。
　アメリカの内政に干渉する気はないが、政権が変わったからといって前政権の対外的約束を無視して自由気ままに振舞うというのは問題である。アメリカが世界のリーダーの座から降りるのは自由だが、他国の迷惑になることも考えて欲しいものである。

A nation that neglects external continuity is second-rate.
　The US president has changed, basic policies have changed, and the company is reviewing its foreign operations, which has led to the suspension of operations.
　I have no intention of interfering in the domestic affairs of the United States, but it is problematic that the new administration is acting freely and without regard for the foreign commitments of the previous administration. The United States is free to step down from its position as the world's leader, but I hope that it will also consider the inconvenience this may cause to other countries.

 

約束と信用

約束と信用

　人類は分業によって効率よく仕事をし、そのために国家という社会システムを創り上げてきた。その社会システムは約束事を決め、それを守り、相互に信用しあう事で成り立っている。この事は人類が繁栄していくための絶対条件である。
　然るに、この絶対条件がアメリカとロシアの長によって破られようとしている。しかも、この２国とも国連の安全保障理事会の常任理事国である。
　更に言えば、同じ常任理事国である中国も国際法を平気で破る国である。

　約束が正しく整備され、それを遵守する事が人類繁栄の基礎であるのに、その事の徹底が容易でない。しかし、約束と信用を積み上げていく以外、道は残されていない。
　そのように考えると、約束と信用から遠い諜報の世界出身のプーチンがロシアの長になっている事は正されなければならないだろう。

　Humans work efficiently through the division of labor, and for that purpose they have created a social system called the nation. This social system is based on making and keeping promises and mutual trust. This is an absolute requirement for humankind to prosper.
　However, this absolute condition is about to be violated by the leaders of the United States and Russia. Moreover, both of these countries are permanent members of the UN Security Council.
　What's more, China, also a permanent member, is a country that has no qualms about violating international law.

　Properly establishing and adhering to promises is the foundation of human prosperity, but it is not easy to do so thoroughly. However, there is no other way than to build up promises and trust.
　In that sense, it must be corrected that Putin, who comes from the intelligence world, far from promises and trust, is the head of Russia.

能登地方の復興案

　能登地方の復興が進んでいないようだ。公費による建物の解体もままならないようだ。痺れを切らして故郷を捨てる決心をする住民も多く出ている。将来を見通せない状態は、不安で仕方がないだろう。
　このような時に、住民がどのようにしたいかを国や石川県が待つのではなく、公的に出来る将来計画を住民に提示して復興計画を練るのが良いだろう。
　地域住民の自発性や自主性は重要だが、それらを引き出し彼らを活性化するというのも一法であろう。

　次のような案を提案したい。
（１）能登地方の地場産業として、漁業、農業、輪島漆器、観光を取上げ集中的に支援する。
（２）高齢化が進んでいるので、コンパクトシティのモデル地域として復興する。
（３）計画の原案を自治体が作成し、住民に提示し改善を重ねていく。

Reconstruction plan for the Noto region
　The reconstruction of the Noto region seems to be progressing slowly. It seems that the demolition of buildings using public funds is also not going well. Many residents are getting fed up and are deciding to abandon their hometowns. The uncertainty about the future is bound to make people anxious.
　At a time like this, it would be best for the national government and Ishikawa prefecture to present publicly feasible plans for the future to the residents and draw up a reconstruction plan, rather than waiting to see what the residents want to do.
　The initiative and independence of local residents is important, and one way to do this is to bring this out and revitalize them.

　I would like to propose the following:
(1) Focus on fishing, agriculture, Wajima lacquerware, and tourism as local industries in the Noto region and provide intensive support to these.
(2) As the population is aging, the area should be revived as a model compact city.
(3) The local government should prepare a draft plan, present it to residents, and make ongoing improvements.

　政治家や官僚は相手の立場にたって考える能力が必要である。自分の主観を閉じて、諸事情を勘案して完全に客観視する能力である。こうした能力はコンサルタントの世界でも有効だと言われている。
　先だって大地震に見舞われた石川県能登の復興のために、観光客の誘致で応援しようという国の支援策があったが、至って評判が悪かった。道路や水道等のインフラの復旧が手付かずの状態の地域に観光客を呼べる筈もないので支援策になり得ないという事である。

　相手の身になって考えれば分ることである。幽体離脱の能力を磨いておくと、豊富な知恵を獲得出来るだろう。

The reason being that there is no way that tourists can be attracted to an area where infrastructure such as roads and water supply has not been restored, so this measure cannot be a useful support measure.

善導の構築

　政治システムは人類にとって必要な仕組みである事は事実であるが、政治システムは権力と財力を必要とし、権力と財力は必ず悪を呼び込む。これは、政治システムの必然であり、人間の歴史はこの必然との格闘であった。
　民主政治は独裁のリスクから遠ざかるものの、金権政治や衆愚政治に陥り易いという欠点があり、独裁政治は行政コストが低く抑えられるが、暴走すると民衆が悲惨を舐める事に成りかねない。そこで、市民を幸福に導く善導の政治システムを考えてみる。

　独裁を回避し、民主主義の欠点も回避しようとするなら、その中間的制度を実現する外はない。民主主義の欠点とは、維持のコストが大きい事、衆愚制や金権制につながりやすい事、社会の変化のスピードに追いつけない事等である。
　中間的制度では、社会的に参政権は非常に重要な権限であると考えるため、人物評価に基づいて権限の等級を決定し授与する。そして、権限の等級を決める人物評価は、人物の倫理、知能、政治への熱意の３つの評価軸で行うのが妥当であろう。

　そして、如何に有能な人材であっても、長く就任すると腐敗する可能性が出てくる。そして、高い地位ほど腐敗し易くまた、腐敗による弊害が大きいので、定期的なモニタリングか選挙を行うべきであろう。
　但し、現在のような全国民が平等な投票権を持つ選挙ではなくて、先にDX直接民主制　（投票権）で記したような選挙である。
　これらに関連して義務教育の中にこの制度を維持・発展させていくためのプログラムを入れるのも良いだろう。

It would be appropriate to evaluate the person based on three criteria: ethics, intelligence, and enthusiasm for politics.

　And no matter how competent a person is, if they hold office for a long time, there is a possibility that they will become corrupt. And the higher the position, the more likely it is that corruption will occur, and the greater the harm caused by corruption, so regular monitoring or elections should be conducted.
　However, these elections will not be like the current ones in which all citizens have equal voting rights, but rather the type of election described above in DX Direct Democracy (Voting Rights).
　In relation to this, it would be a good idea to include programs in compulsory education to maintain and develop this system.
