福島第1原発の汚染水問題をめぐり、安倍晋三首相が五輪招致のプレゼンテーションで「完全にブロックされている」「コントロール下にある」と発言したことについて、東京電力は9日の記者会見で、「一日も早く安定させたい」と述べ、首相発言を事実上否定した。
政府に真意を照会しているといい、政府と東電の認識の違いが出たと言えそうだ。
防波堤に囲まれた港湾内(0.3平方キロ)には、汚染水が海側に流出するのを防ぐための海側遮水壁が建設されているほか、湾内に広がるのを防ぐために「シルトフェンス」という水中カーテンが設置されている。
東電によると、フェンス内の海水からは、これまでに最大でストロンチウムなどベータ線を出す放射性物質が1リットル当たり1100ベクレル、トリチウム(三重水素)が同4700ベクレル検出されている。東電は「フェンス外の放射性物質濃度は内部に比べ最大5分の1までに抑えられている」と説明したが、フェンスは水の出入りまで遮断できない。また、フェンス内と港湾内、外海の海水が1日に50%ずつ入れ替わっていることが知られており、トリチウムは水と似た性質を持つため通過する。
現在、外海とつながる港湾口や沖合3キロの海水の放射性物質濃度は検出できないほど低いが、専門家は「海水で薄まって拡散しているため」とみる。
また、汚染水は1日400トンの地下水が壊れた原子炉建屋に流れ込み、溶けた核燃料に接触して増え続けている。水あめ状の薬剤「水ガラス」で壁のように土壌を固める改良工事を実施したが、壁の上を越えて海洋流出している事態も収束していない。地上タンクから漏れた汚染水約300トンの一部は、海に直接つながる排水溝に到達したとみられ、東電は港湾外に流出した可能性を否定していない。「何をコントロールというかは難しいが、技術的に『完全にブロック』とは言えないのは確かだ」(経済産業省幹部)との声も出ている。
一方、安倍首相は「食品や水からの被ばく量は、どの地域も基準(年間1ミリシーベルト)の100分の1」と述べ、健康には問題がないと語った。この発言は、全国12地域で流通する食品などに含まれる放射性セシウムによる年間被ばく線量は最大0.009ミリシーベルトに基づくが、木村真三・独協医大准教授(放射線衛生学)は「福島県二本松市でも、家庭菜園の野菜などを食べて、セシウムによる内部被ばくをしている市民は3%を超える。医学的に影響が出ているか否か、現状では判断できない」と指摘する。

小学生は「宿題は明日やる」と言うが、安倍首相は「そもそも宿題はありません」と言ったのだ。
猪瀬直樹東京都知事は、東京五輪開催が決定した後のインタビューで「これで希望を作ることができる」と紅潮した顔で答えた。招致におけるメインスローガンは、「今、ニッポンにはこの夢の力が必要だ」だった。
必要とされていた夢がこうして手に入り、これで希望が作れるのだと言う。あまりにも浮ついてはいないか。投票直前の安倍首相のスピーチも含めた上で皮肉めいた言い方をすれば、欲しかった希望は、「国民の希望」ではなく「原発に対する希望的観測」だったのではないか。
投票が始まる直前に新聞受けに差し込まれた朝刊を引っこ抜いて、日本に五輪を行なう資格などないのではと根から疑った。進む投票を横目で見つつ、IOC総会での最後のプレゼン&質疑応答で放たれた安倍首相の発言要旨にうなだれた。
福島第一原発での汚染水漏れに対して、「状況はコントロールされている。決して東京にダメージを与えるようなことを許したりはしない」(9月8日・朝日新聞朝刊)とした。4日の会見で招致委員会の竹田恒和理事長が「東京は水、食物、空気についても非常に安全なレベル」「福島とは250キロ離れている」(9月7日・東京新聞朝刊)と、「中央が良ければ」という信じ難い考えを漏らしたが、7年後の大きなパーティの準備に明け暮れるあまり、目の前に山積した課題を放ってしまった。宿題をサボって遊びに行く小学生でもあってもそれなりに宿題のことをプレッシャーにしながら遊んでいるはずだが、この方々には、そういった後ろめたさがない。小学生は「宿題は明日やる」と言うが、この人たちは「そもそも宿題はありません」と言ったのだ。子どもじみている、と書いたら、子どもに失礼だ。
失われた希望を元に戻さずに、新しく希望を作ろうという。非道ではないか。
国際原子力事象評価尺度(INES)の暫定評価を、「レベル1(逸脱)」から「レベル3(重大な異常事象)」に引き上げられた経緯のなかで、今現在の汚染水漏れを「状況はコントロールされている」と断言してしまう異様さをIOCの委員たちが最終的に察知できなかったのは残念だが、そもそもIOCは国際機関ではないし収入源の安定を最優先する組織だから、この汚染漏れの実態がどこまで最終的な判断基準として問われたかは分からない。
それにしても、目の前にある重大な事実を、「夢」「希望」という(現時点では)空疎なメッセージで覆い被せようとする働きかけに飲み込まれてはいけない。たったの2年半前に、経済優先のために進めてきた国策によって、個人がすさまじく軽視されたことを実感したばかりではないか。東京五輪が開催されれば数十万人が海外から日本にやってくる。それによる経済効果も期待される、財界の期待も膨らむ。その数十万人の一方で、福島県民は今でも約15万人が避難をしている。失われた希望を元に戻さずに、新しく希望を作ろうという。これって本当に、非道ではないか。物事には、順番がある。その順番を完全に誤っている。
「直ちに人体や健康に影響はない」と「健康問題は今までも現在も将来も、まったく問題ない」
「汚染水による影響は福島第一原発の港湾内の0.3平方キロメートル範囲内で完全にブロックされている」「健康問題は今までも現在も将来も、まったく問題ない」、この安倍首相の発言は極めて重い。安倍首相がこの場で「完全に」「まったく」と断定したことを絶対に覚えておくべきだし、とりわけ健康問題について「将来も」まったく問題ない、としたことについて、その論拠の明示を求めなければならない。
原発事故発生直後、当時の官房長官であった枝野幸男は「直ちに人体や健康に影響はない」と繰り返した。「じゃあ将来は?」という問いには答えが用意できなかったのだ。今回、安倍首相は「健康問題は将来も、まったく問題ない」と言い切った。そう言い切れる理由はどこにあるのか。直ちに明示をすべきだ。
「健康問題は今までも現在も将来も、まったく問題ない」とした後に、安倍首相はこう続けている。「完全に問題のないものにするために、抜本解決に向けたプログラムを私が責任をもって決定し、すでに着手している」。現在着手しているプログラムは、「完全に問題のないものにするため」のもの。となれば、その前に発言した、「まったく問題ない」は早々に崩れる。ヘッドラインだけではなく事実を見てほしいと安倍首相は言うが、そちらのお粗末なヘッドラインを正すのが先ではないのか。
経済と夢と希望が巨大なスピーカーで連呼されたとき、悲痛で切実な声は届かなくなる。
いざ開催が決定すると、五輪と福島を絡めて冷静に発言することに、「こうして皆が喜んでいる時になんで水をさすのか」という雰囲気が立ちこめるのだろう。そして、(だからこそ)「今、ニッポンにはこの夢の力が必要だ」というスロガーンが巧妙に声高に動き出す。これで経済が活性化される、という言葉は、かつて地方に原発を量産したときに放たれた、これで地域が潤うんだからいいじゃないですかと、同義だ。あの時は起きるかもしれない事故に目を向けさせないようにしたわけだが、今回は起きてしまった事故に目を向けさせないようにしてみせたわけだ。こうして、経済と夢と希望が巨大なスピーカーで連呼されたとき、悲痛で切実な声は届かなくなる。
もう一度繰り返す。小学生は「宿題は明日やる」と言うが、この人たちは「宿題はありません」と言ったのだ。7年後の五輪開催は確かにめでたいが、まずは、その希望のために大きな宿題を揉み消そうとする非道に厳しい目を向けなければいけない。

記事毎日:東日本大震災と東京電力福島第1原発事故の被災者の死亡例のうち、福島県内自治体が「震災関連死」と認定した死者数が8月末現在で1539人に上り、地震や津波による直接死者数1599人(県災害対策本部調べ)に迫っていることが、毎日新聞の調査で分かった。少なくとも109人について申請中であることも判明。近く直接死を上回るのは確実だ。
長引く避難生活で体調が悪化したり、自殺に追い込まれたりするケースがあり、原発事故被害の深刻さが裏付けられた。
関連死の審査会を設置しているか、今年3月末までに関連死を認定したケースがある福島県内25市町村を調べた。復興庁が公表した3月末の関連死者1383人から5カ月で156人が新たに増えたことになる。
南相馬市が431人で最も多く、浪江町291人、富岡町190人−−の順だった。年代別では回答が得られた355人のうち、80歳代以上233人(65.6%)▽70歳代79人(22.3%)▽60歳代32人(9.0%)などで高齢者が多かった。
死因については多くの市町村が「今後の審査に影響する」と回答を避けた。復興庁による昨年3月末のデータを基にした県内734人の原因調査では「避難所などの生活疲労」33.7%▽「避難所などへの移動中の疲労」29.5%▽「病院の機能停止による既往症の悪化」14.5%など。自殺は9人だった。
宮城県では今年8月末現在で869人、岩手県は413人だった。関連死申請の相談を受けた経験がある馬奈木厳太郎弁護士は「原発事故による避難者数が多い上、将来の見通しも立たずにストレスがたまっている。今後も増える可能性がある」と指摘している。
[言葉]震災関連死とは、建物倒壊による圧死や津波による水死など震災を直接の原因とする死亡ではなく、災害により長引く避難所生活の疲労や震災の精神的ショックなどで体調を崩して死亡したケースを指す。
記事:食卓の魚、福島第1原発の汚染水漏れ 大丈夫か
記事毎日:東京電力福島第1原発から放射性汚染水はやはり海に漏れていた−−。専門家は「当然の事態」と口をそろえるが、消費者の不安は増すばかりだ。次々に新しい事実が公表され危機の深刻度が高まる中、食卓に上る魚たちは大丈夫なのだろうか。
福島県漁業協同組合連合会(県漁連)は8月28日、9月初旬から同県沖で再開予定だった相馬双葉漁協といわき市漁協の試験操業を延期することを正式決定した。いわきの試験操業は原発事故後、初めてとなるはずだった。「東電が『汚染水が海に流出したかもしれない』と言っている今、見送りはやむを得ない」と県漁連の復興担当者は嘆く。
福島県沖では、昨年6月から比較的汚染が少ないとされる県北部の相馬双葉漁協が試験操業を開始。対象を16魚種に拡大し、海域も双葉町沖から広野町沖にまで広げた。取れた魚介類は放射性物質検査で検出限界値未満であることを確認したうえで、13府県の市場に出荷していた。
福島県では週1回、水産物のモニタリング結果を公表している。セシウム134と同137の合計、ヨウ素131についてコウナゴなど全部を食べる魚はそのまま、ヒラメなどは筋肉部分をゲルマニウム半導体分析器で測定。8月28日に公表された分では海産物55種158検体、川や湖の魚5種9検体、内水面の養殖魚5種7検体を調べ、国の基準値1キロ当たり100ベクレルを超えたのはコモンカスベ(エイ)のセシウムだけだった。
今年6月以降、汚染水問題は深刻化の一途をたどってきた。「後出しじゃんけん」のように相次ぐ東電の発表に不信感を強めるのは、魚を食べる消費者も同じだ。
福島沿岸で2011年夏から調査を継続中の東京海洋大の神田穣太(じょうた)教授は「汚染水漏れのニュースが出始めてから特に魚の汚染が悪化したわけではないと捉えています」と語る。しかし、だから安心という話ではない。「今、急に漏れたのではなく、海中の放射性物質のデータを見れば、原発事故当初から流出は続いていた。どの研究者も同じ見解を持っていました」
11年4月には、2号機取水口付近から大部分を防波堤に囲まれた発電所専用港湾内へ高濃度汚染水が流れ出た。神田教授は同港湾内の海水中のセシウム137の減り方から海水の動きを分析。1日に湾内の海水の44%が湾外と交換されていることが分かった。試算した11年6月から12年9月の間だけで17・1兆ベクレルのセシウム137が湾外に出たことになる。公には「海への流出はない」とされていた時期に、である。
神田教授の試算では、現在も少なく見積もって1日30億ベクレルのセシウム137が湾外に流出している。これだけの量が出て行けば、港湾内のセシウム濃度は急激なペースで下がり続けるはずなのに、東電のモニタリングによると下がり方が緩やかになっているというのだ。「既に東電が可能性を認めているように、護岸近くのトレンチ(配管用の地下トンネル)にたまった高濃度汚染水が漏れ続けていると考えれば説明がつきます」。さらに原発から離れた県沿岸海域でも、海水の放射能を濃縮しなければ検出できないレベルながら同様の下げ止まり傾向が続いているそうだ。
魚自体はどうか。「県のモニタリング結果を見れば、全体として検出される放射性物質の数値は徐々に減少しています。今後、新たに高濃度の汚染水が海に流出し始めたり汚染水の量が増えたりしない限り、この傾向は続くとみていいでしょう」と神田教授。
だが、ここにも不安要素はある。今も福島県沖のカレイやアイナメといった底魚(そこうお)からは時折、国の基準値の1キロ当たり100ベクレルを超えるセシウムが検出される。漁をしていないため、同県産のカレイやアイナメが市場に出回ることはない。神田教授によると問題は、現状の海水汚染レベルだけでは説明できない高さであることだ。何が原因なのか。「まだ解明されていませんが、例えば海底の泥が疑われています。泥の成分は細かい鉱物と死骸やふんなどの有機物。鉱物に吸着されたセシウムは生物に移行しにくいのですが、セシウムを含む有機物が何らかの形でプランクトンなどに取り込まれ、食物連鎖を経て魚に蓄積したのではないかと研究を進めています」
警戒すべきはセシウムだけではない。骨への蓄積が懸念されるストロンチウム90が港湾内で検出されている。神田教授によると、減少ペースはセシウムよりストロンチウムの方が遅い。「港湾内に流れ込むセシウムの量が1日30億ベクレルとすれば、最低でもその3倍のストロンチウムが流れ込んでいる。セシウムより土に吸着されにくいので、湾内に流出しやすいからかもしれません」。原発敷地内の地上タンクに保管中の汚染水には特に高濃度のストロンチウム90が含まれる。地上タンクについては8月20日、300トンもの汚染水漏れが発覚した。「まだ魚への影響が出ていないとしても、ストロンチウムのモニタリングを強化すべきだ」と神田教授は強調する。
消費者は魚をどう食べればいいのか。1970年代から原発建設反対を訴え、魚と環境の研究を続ける水口憲哉・東京海洋大名誉教授は「現在のモニタリング調査は『食べて大丈夫か』を判断するのに十分なレベル」としながらも、神田教授と同じく「気になるのは魚の放射性物質の数値が下がりきらないこと。事故後の予想に反し、だらだらとセシウムの検出が続いている。地下水や原発敷地内の地表からの汚染水流入が心配されている理由も、そこにあります」と指摘する。
「小さな子どもには国の基準値の10分の1、1キロ当たり10ベクレル以下の魚を食べさせた方がいい」と言い、現在は流通していない福島県を除いて、主に隣県の宮城、茨城の底魚の数値に注意すべきだと説く。
一方、回遊魚のサンマは北海道東部の海域で餌を食べることもあり、南下して捕獲されるこの秋のサンマを心配することはないという。カツオは食物連鎖の上位にいるため汚染の恐れが強まるものの、現在は計測されても1ベクレル以下で原発事故前に戻っている。
水口名誉教授が勧めるのはちりめんじゃこや海藻を食べることだ。「ちりめんじゃこやシラスとして流通しているカタクチイワシやマイワシの稚魚などは体が小さい分、海水の影響を受けやすい。コウナゴがそうだったように、海が汚染された当初は一時的に放射線値が高くなりますが、海水がきれいになれば、その後はむしろ安全になります。海藻も野菜とは違って根からではなく、海水中から養分を吸収するのでほとんど影響はありません」
水口名誉教授は、後手後手の東電や国の対応を厳しく批判する。「数値だけを見れば、魚は安全になってきていると言えます。しかし『実はその時に汚染水を流していました』『もっと高い数値が計測されました』と後で発表されるのが怖い。数値そのものより信頼関係の問題なんです」
消費者の信頼を取り戻すには、検査の強化と迅速な公表が求められている。
海外記事:US West Coast to be hard-hit by Fukushima radiation 米国西海岸に襲来する福島放射能汚染水
米国では、福島の汚染水漏れ事態を米国民の健康被害に及ぼす深刻な問題として報道されており、アメリカ海洋大気庁(National Oceanic and Atmospheric Administration海洋と大気に関する調査および研究の米国政府機関)は、放射線汚染水が西海岸に到達するのは時間の問題と警告。そして放射能濃度は海水で薄まることはないとして、日本の安易な見解を正している。

Scientists from the National Oceanic and Atmospheric Administration’s (NOAA) Pacific Marine Environmental Laboratory and 3 scientists from the GEOMAR Research Center for Marine Geosciences show that radiation on US West Coast could end up being 10 times higher than in Japan.
According to the study, after 10 years the concentrations become nearly homogeneous over the whole Pacific, with higher values in the east, extending along the North American coast with a maximum (~1 × 10−4) off Baja California.
With caution given to the various idealizations (unknown actual oceanic state during release, unknown release area, no biological effects included), the following conclusions may be drawn.
Dilution due to swift horizontal and vertical dispersion in the vicinity of the energetic Kuroshio regime leads to a rapid decrease of radioactivity levels during the first 2 years, with a decline of near-surface peak concentrations.
The magnitude of additional peak radioactivity should drop to values comparable to the pre-Fukushima levels after 6–9 years (i.e. total peak concentrations would then have declined below twice pre-Fukushima levels).
By then the tracer cloud will span almost the entire North Pacific, with peak concentrations off the North American coast an order-of-magnitude higher than in the western Pacific.
Indeed, another team of top Chinese scientists have just published a study in the Science China Earth Sciences journal showing that Fukushima nuclear pollution is becoming more concentrated as it approaches the West Coast of the United States, that the plume crosses the ocean in a nearly straight line toward North America, and that it appears to stay together with little dispersion.
The time scale of the nuclear pollutants reaching the west coast of America is 3.2 years if it is estimated using the surface drifting buoys and 3.9 years if it is estimated using the nuclear pollutant particulate tracers.
