・・・ingの形を見たら、どう構えるか？

・・・ingの形がきたら、それは大半動詞にingがついたものなのです。まず名詞の意味があります（動名詞）。これはこれ。見分け方があるというより自然にわかるので、ここではそれには触れない。ここで触れたいのは、動名詞でない場合のことです。文法的には分詞というのですが。
まず、考えるべきことは、「その動詞の主語は何か？」です。そこがポイントになります。主語が、その文章のメインの文章の主語（主節の主語）と同じなら、分詞構文になっているははずです。言い換えれば、主語が同じだから、そこの主語を省略してさらに動詞を分詞の形にしていると考えてもいいでしょう。
次に動詞の主語がその前のどこかにあるらしいとすれば、それはその名詞をあとから修飾しているのです。名詞があってwhich ＋動詞とすべきところを、whichをはずして分詞にしているのです。
分詞の前にwithがあれば、そのすぐあとに動詞の主語がくっついているはずです。with＋S というかたちになっているはずです。そこのSはメインの文章の主語（主節の主語）とは違っているはずです。もし同じなら、withをくっつける必要などありません。逆に言えば、withがついているということは、主節の主語でないものをそこに配置し、その状況を説明したいからなのです。

私の英語の事後分析ー文法的なポイントは？

私が今週書いた英語を事後分析してみましょう。傾向が出てくるはずです。
ポイントは、関係代名詞の活用、That節の活用、決まり文句の活用、分詞の活用です。
まず８月２３日の東電の電力問題：
in these circumsatnces「そういうことなので、そういう状況ですから」は決まり文句です。最近はよくこれをつかいます。本当はまいつかっもいいのです。そのくらいこの言葉は文脈上使えます。
for a while「当面のあいだは」これもなくてもいいのですが、あるほうが調子がいいでしょう。for the time being もありますが、これは少しか堅いみたいで、for a while がかるくてよさそうです。
,asking large companies to cut electricity consumption の動詞askの主語はTEPCO(東電）です。これは現在分詞で、分詞構文といいます。
resulting from the continued heat wave の動詞resultの主語はa surge in electricity usage です。which results from the continued heat wave でもいいわけですが、そこを短くカットして、現在分詞で前の名詞を修飾しています。

８月２２日の自民税調会長の意見表明：
expresse his opinion ...thatのとうりthat節を使っています。
for a while は決まり文句。on Tuesday も決まり文句といえます。日本の新聞では「２１日に」と表現されますが、英語では曜日で表現するのが多いので、２１日を火曜日と直します。onを入れるのが正式ですがよく省略されます。さて配置の場所ですが、これは自由度があります。本来は、SVOのOのあとでしょうが、ごらんのとおり実際はOが長いのです。だからOのさいごまで待てないから、his opinion とthatのあいだにはいりこんでそこに置いたわけです。
with DPJ, which claimsthe consumption tax....は関係代名詞節の活用です。

８月２１日の日本政府のASEAN各国とのEPA対応：
According to it,は決まり文句です。
the draft plan that the Japanese government...は関係代名詞節の活用です。

８月２０日の太陽電池素材への参入：

は関係代名詞説の活用です。この場合関係代名詞節が二つあります。

agreement,situationのあとにthat節を持ってくることで、agreement,situationの中身を詳しく説明できます。だから、いったんこのような言葉（situation等）で受けて、あとでゆっくり説明すればいいのです。that節を持ってくれば何とかなると思っておけばいいのではないでしょうか。実際そのとおりになんとかなる、かっこうがつくものです。ということで、これに慣れると便利です。that節と関係代名詞節の違いは、that節は文章の構成要素が全てその中にそろいます。関係代名詞節では何かが抜けます（それは先行詞にあたる部分です）。関係副詞では全ての構成要素がそろいます。
