参政権の細分化について（試案）
統治のシステム及び政治は、国家の盛衰に関わる重大事である。時代の推移に敏感かつ適切に対応していく事が強く求められる。
政治システムに求められる要件は、次のようなものがある。
（１）国家という組織の腐敗耐性
（２）流動化する社会情勢に対する俊敏性
（３）国民の政治への参画意識
（４）政治的課題の選択判断の適格性
一方で、現代の日本の政治はどうかというと、若年層の政治への関心は薄く、重要な政治課題は多くのものが先送り状態であると言える。また、賢も愚も政治参画において同列に扱われ、また、善も悪も同様である。
これでは、重要な社会システムの品質が毀損する事は疑いようがない。
したがって、国家、自治体等のエリア、教育、産業、司法、防衛等の政策分野を細分化し、各国民の資質に応じて細分化された参政権を割り振るような制度設計が望ましいと考える。
Regarding the subdivision of suffrage rights (draft)
The system of governance and politics are important matters related to the rise and fall of a nation. There is a strong need to respond sensitively and appropriately to changes in the times.
The requirements for a political system include the following:
(1) Corruption resistance of the national organization
(2) Agility in response to the changing social situation
(3) People's sense of participation in politics
(4) Right ability for selecting political issues
On the other hand, regarding contemporary Japanese politics, it can be said that young people have little interest in politics, and many important political issues are being postponed. In addition, both the wise and the foolish are treated equally in political participation, and the same is true for good and evil.
There is no doubt that these will damage the quality of important social systems.
Therefore, we believe that it is desirable to design a system that subdivides national and local government areas and policy fields such as education, industry, justice, and defense, and allocates subdivided voting rights according to the qualifications of each citizen.
