法は３章のみ

　「法は３章のみ」は、漢帝国を創始した劉邦が、秦に攻め入り秦の人民に最初に公約した言葉である。秦の暴政と細かな法律にうんざりしていた秦の人民は、劉邦のこの言葉を聴いて狂喜したという。法は人民の平均的なレベルに合わせて定めるべきで、法を人民と切り離して定めるべきではない。
　また、法はシンプルで少ない方がよい。近年、法は益々複雑になり、かつ厳密になりつつあり、一般的にはこの方向がよいとされている。
　しかしながら、細分化、複雑化、厳密化の方向は、法の悪用を産み、法の維持コストの制約から限界に達する時期が来るだろう。

There are only three chapters of law
　"There are only three chapters of law" was the first promise made by Liu Bang, founder of the Han Empire, to the people of Qin when he invaded the Qin Dynasty. The people of Qin, who were tired of Qin's tyranny and detailed laws, were ecstatic when they heard Liu Bang's words. Laws should be established according to the average level of the people, and should not be established separately from the people.
　Also, it is better to have simpler and fewer laws. In recent years, laws have become increasingly complex and strict, and this is generally considered to be a good direction.
　However, the trend toward segmentation, complexity, and strictness will lead to abuse of the law, and there will come a time when the law will reach its limits due to the constraints of the costs of maintaining it.
