法は3章のみ
「法は3章のみ」は、漢帝国を創始した劉邦が、秦に攻め入り秦の人民に最初に公約した言葉である。秦の暴政と細かな法律にうんざりしていた秦の人民は、劉邦のこの言葉を聴いて狂喜したという。法は人民の平均的なレベルに合わせて定めるべきで、法を人民と切り離して定めるべきではない。
また、法はシンプルで少ない方がよい。近年、法は益々複雑になり、かつ厳密になりつつあり、一般的にはこの方向がよいとされている。
しかしながら、細分化、複雑化、厳密化の方向は、法の悪用を産み、法の維持コストの制約から限界に達する時期が来るだろう。
