聖徳太子の１７条の憲法
飛鳥時代に聖徳太子が制定した道徳的規範を中心とする法令である。604年に発布された。内容は「和を以って貴しとなす」から始まり、官吏の服務などの訓戒を示し、国家理念と人間の在り方を説いたものである。広く国民を対象にしたものではない事に注意する必要がある。
天皇中心の中央集権国家の形成を意図したものなので、その事を踏まえて読んで頂きたい。

１ 和がもっとも大切である。
２ 釈迦と仏教の法と僧侶を敬うべきである。
３ 君主の命令は謹んで聞くべきである。
４ 群臣は、礼を基本として行動すべきである。
５ 饗応を絶ち、財物への欲望を棄てて、公明に訴訟を処理すべきである。
６ 悪を懲らしめ善を勧めるべきである。
７ 適材を適所に配置し、権限を乱用してはならない。
８ 公事は重要なので、群臣は朝早く出勤し、夜遅く退勤すべきである。
９ 信頼は義の基本である事を忘れてはならない。
１０ 人と考えが異なっても、怒りの感情を持ってはならない。
１１ 群臣の功績と過失を明確に調べて、必ず賞と罰を与えなければならない。
１２ 地方官吏は、独自に庶民に徴税してはならない。
１３ 群臣は必ず己の任務と役割を把握していなければならない。
１４ 群臣は嫉妬心を持ってはいけない。
１５ 私心を棄てて公益に努めるのが、臣下の道である。
１６ 民を動員する時は、時節を考慮すべきである。
１７ 重大な案件は独断で行ってはならない。必ず皆で適切に議論しなくてはならない。
Prince Shotoku's 17-Article Constitution
It is a law centered on moral norms enacted by Prince Shotoku during the Asuka period. The content begins with ``Harmony is valued,'' and shows admonitions such as the service of government officials, and preaches the national philosophy and the way people should be. It should be noted that it is not intended for the general public.
It is intended to form a centralized state centered on the emperor, so please read it with that in mind.

1. Harmony is the most important thing.
2. We should respect the Buddha, Buddhist law, and monks.
3. The orders of the monarch should be listened to with respect.
4. Ministers should behave based on courtesy.
5. We should refrain from entertainment, give up our desire for wealth, and handle lawsuits fairly.
6. We should punish evil and encourage good.
7. Place the right people in the right places and must not abuse authority.
8. Public affairs are important, so ministers should go to work early in the morning and leave work late at night.
9. Don't forget that trust is the basis of righteousness.
10. Even if others have different ideas from you, do not feel angry.
11. The achievements and faults of the retainers must be clearly investigated, and rewards and punishments must be given.
12. Local government officials must not independently collect taxes from the common people.
13. All retainers must be aware of their duties and roles.
14. The retainers should not be jealous.
15. It is the path of a subject to abandon self-interest and strive for the common good.
16. When mobilizing the people, the season should be considered.
17. Must not handle important matters on your own. We must all have a proper discussion.
