日本の産業が低迷している一つの原因
日本のＧＤＰは、未だに世界第３位であるが、２位の中国に大きく引き離され、その他大勢の位置に有ると言っても良い。低迷の原因は幾つか有るが、一つの原因として権限委譲の問題がある。よく外国の投資家が言うのは、パワー改革が必要だと言うのだが、これは権限委譲の問題だと私は理解している。
この権限委譲の問題は、日本の国民性とも関連して次の様な幾つかの問題を派生させている。
（１）意思決定の遅れ
組織的に分化していても権限委譲が伴っていないことは、日本企業の本社の意向を重視する姿勢に表れている。また、稟議決済に多くの印鑑が必要だということも権限委譲が充分でない証左と言えよう。
（２）若年層の士気の低下
権限委譲が充分でない事は、仕事を充分任せていないとも言える。仕事が低次元のワーカーとしての内容であれば、若年層は中々育たず、モラールの低下に繋がるであろう。
（３）新規事業の取り込みの不調
権限委譲が充分でないという事は、中堅或いは上層の経営幹部の負担が減らないという事である。これは間接的に将来に向けての新規事業開拓に経営層が向ける努力を減少させる事に繋がっている。
権限委譲の問題は、経営参画の不足、幹部育成力の不足、経営アジリティの不足、感覚や常識の世代間ギャップ等、幾多の問題と絡み合う非常に重大な問題である。先にも書いたが、これは国民性から来ている事であるので、経産省の課題というよりも文科省の課題と言った方が良いであろう。

Foreign investors often say that power reform is necessary, but I understand that this is a matter of delegation of authority.
This issue of delegation of authority is related to the national character of Japan, and the following problems are derived.
(1) Delay in decision making
The lack of delegation of authority despite organizational differentiation is reflected in the attitude of Japanese companies that emphasizes the intentions of their headquarters. In addition, the fact that a large number of signs are required for approval settlement can be said to be proof that the delegation of authority is not sufficient.
(2) Low morale among young people
Insufficient delegation of authority can be said to be insufficient delegation of work. If the job is as a low-level worker, the young generation will not grow well, and it will lead to a decline in morale.
(3) Sluggish efforts to capture new businesses
Insufficient delegation of authority means that the burden on mid-level and upper-level executives cannot be reduced. This indirectly leads to a reduction in the efforts of management to develop new businesses for the future.
The issue of delegation of authority is a very serious problem that is intertwined with many other problems, such as lack of management participation, lack of ability to train executives, lack of management agility, and generational gaps in sense and common sense. As I wrote earlier, this is a matter of national character, so it would be better to consider as an issue of the Ministry of Education, Culture, Sports, Science and Technology rather than the Ministry of Economy, Trade and Industry.
