組織の運営と組織の創造
人類は分業によって生産性を高めて繁栄してきた。人類が生存する限り、このあり方が変わる事は無いだろう。そして、分業は組織化と表裏一体である。
ところで、企業においても国家においても、組織の長は組織の運営と組織の創造という二つの側面から対応する必要がある。
組織の長といっても中間組織の長もあれば、組織全体の長を指す場合もある。企業経営者や行政等の長には、当然の事ながら当面の組織運営の監督責任があるが、もう一つ組織創造という重大な任務もある。
現代は社会や経済が激変しており、的確で素早い対応が求められているが、この対応の中で組織創造という難度の高い業務が、長にとっての重大な課題となる。
しかしながら、組織が大きくなればなるほど、組織創造は困難になるという問題がある。というのは、大組織では組織創造は組織の改廃を伴うので反対意見や反対勢力が出る事と、大組織ほど官僚主義という保守的な風土をもっているので、この点からもブレーキがかかるのである。
大組織になればなるほど、組織創造が困難になるという事は、組織化によって栄えてきた人類にとっては極めて重要な問題である。この問題は温暖化対応をめぐる各国政治家の対応を観察していれば明瞭になる。
選挙対策や経済施策等の事で頭が一杯で、人類存亡の時が来ているのに、国際的な組織的対応と組織創造ができないのである。
つまり、各国の首相や大統領等に温暖化問題を委ねてはいけないという事である。

Moreover, larger organizations tend to have a more conservative climate of bureaucracy, so this is also a brake.
The fact that the larger the organization becomes, the more difficult it becomes to create an organization is an extremely important problem for humankind, which has prospered through organization. This issue becomes clearer if we observe the responses of politicians in various countries to their response to global warming.
Statesmen are preoccupied with electoral measures and economic policies, and the time has come for the survival of humankind, but we are unable to create an international organizational response and organization.
In other words, we should not entrust the issue of global warming to the prime ministers and presidents of each country.
