行政改革を成功させるには？
コロナ禍において、日本の行政効率の悪さが際立つニュースが幾つかあった。例えば、給付金支給の遅さ、未だにファックスを使った事務処理、マイナンバーカードの普及率の低迷、新型コロナウイルス接触確認アプリの失敗等である。
このような不手際や生産性の低さは、日本政府だ.けではなくて、地方自治体においても共通的に観察できる現象である。これは、個人個人の性格や能力に由来する問題ではなく、組織の体質の問題なので、行政改革は具体的に組織を弄る事よりも組織風土の変更を行う事が妥当である。
私が政府等の官僚組織を観察して思うことは、成果、コスト、生産性、効率等に関する拘りが非常に希薄な事である。官僚組織に於いては、加点法で評価される事はなく、減点法で評価されるので、野心的に何かに取り組もうという志操の高い人材は低く評価されるのだと、しばしば聞いている。
このような状態では、優秀な人材は官僚である事に嫌気がさし、辞職していくことになる。こうした有り様を変えないで、政治家が無理やり組織を弄ろうとしても、官僚の強い抵抗に会うだけであろう。そのような方法ではなく、官僚の人事評価を減点法から加点法に大きくシフトし、その評価の中に成果、コスト、生産性等を忍ばせるのが良いだろう。日本の官僚は優秀な人達なので、そのような方針さえ打ち立ててしまえば、後は彼らが自分達で発展させていくであろう。
How to make administrative reform successful?
During the corona crisis, there were several pieces of news that highlighted Japan's administrative inefficiency. For example, the slowness in payment of benefits, paperwork still using faxes, the slow penetration rate of My Number cards, the failure of the new coronavirus contact confirmation application, etc.
Such clumsiness and low productivity are common phenomena observed not only in the Japanese government but also in local governments. This is not a matter of personal character and ability, but rather of the constitution of the organization, so it is more appropriate to change the organizational culture than to specifically tamper with the organization for administrative reform.
When I observe bureaucratic organizations such as the government, I find that they have very little interest to results, costs, productivity, efficiency, and so on. I often hear that in bureaucratic organizations, evaluation is not based on adding points, but based on demerit points, so people with high aspirations who are ambitious about doing something are rated low.
In such a situation, excellent human resources become disgusted with being bureaucrats and resign. If politicians tried to forcefully tamper with the organization without changing this state of affairs, they would only meet with strong resistance from bureaucrats. Rather than adopting such a method, it would be better to make a major shift from the demerit point system to the additive point system in evaluating bureaucrats, and to include factors such as results, costs, and productivity in the evaluation. Japanese bureaucrats are excellent people, so once such a policy is established, they will develop it themselves.
