under A というとき、Aは含まれないから、34歳以下と厳密に言えば、
under 35 ということになるが、under 35 で35以下とする場合もあるからややこしい。

追記：次の手はあると思われます。つまり of 35 years old and younger とする。上の例では、The number of unemployed people of 34 years old and younger has decreased ...とする。
Unemployment rate of young people of 24 years old and younger has become the lowest level in 7 years.

aged 24 and younger もいいのでは。
