よい判断を下す
To make a good decision:

簡単な判断をするときは軽くあしらい部下任せで、重要だと思ったときだけ自分で十分に検討するということが一般的だ。しかし、日頃いい加減な判断をしていては、「いざ鎌倉」と力んでみても、よい判断は下せないものである。どんな些細な問題でも集中し、真剣に考える習慣をつけなければならない。
Making a decision on a simple matter is referred to your subordinates, and you only make a decision on the matter which you think is important. This practice is general. But if in usual days you are making a sloppy decision, you could not make a good decision in case of emergency. Therefore, even in usual days and on trifle matters, you should think of things seriously.
That should be your custom.

While you are taking a break, others may be thinking of something different from you. So, you should not be off your guard all the time. (off one's guard)
