報道の役割

　報道の三原則というものがある。
（1）事実性原則：報道事実を曲げずに描写すること
（2）没論評原則：報道する者の意見を含まないこと
（3）不偏不党原則：意見が分かれる事柄は一方の意見に偏らず報道すること
　報道は公器である以上、誤った情報は社会に混乱を招くので、これらは極めて当然の事である。

　しかしながら、これらの原則に縛られてしまうと、本当に伝えなければならない事を伝える事が出来なくなるのではないか？というのは、これらの事に拘ると表面的な事実だけの報道になるように思えるからである。

　とりわけ、私が問題視するのは、没論評原則である。特に、温暖化問題のような大問題の場合には、積極的に世論誘導の意図を持つべきではないか？というのは、政治家は温暖化問題は支持票の獲得に繋がらないといって取り組もうとせず、かといって市民は温暖化問題にあまり関心を持っていないという構図があるからである。
　この構図から脱却するためには、報道機関が世論形成に踏み込んで機運を盛り上げる必要があると思うが如何であろうか。

The role of the press
There are three principles for the press.
(1) Principle of factuality: Reporting facts without distortion.
(2) Principle of no commentary: Reporters' opinions should not be included.
(3) Principle of impartiality: Reporting on matters of differing opinions without favoring one side.
Since the press is a public institution, these are only natural, as incorrect information can cause chaos in society.

　However, if we are bound by these principles, won't we be unable to convey what really needs to be conveyed? This is because if we stick to these things, it seems that we will end up reporting only superficial facts.

　I am particularly concerned about the principle of no comment. Especially when it comes to a major issue like global warming, shouldn't there be an intention to actively guide public opinion? This is because politicians are reluctant to tackle the issue of global warming because they believe it will not help them gain votes, yet citizens are not very interested in the issue.
　In order to break away from this situation, I believe that the media needs to step in and create momentum by helping to shape public opinion.
