公的事業の公的ガバナンス

　１企業のある事業が、社会に受け入れられ事業規模が大きくなると、社会インフラに近い存在になる事がある。
　例えば、鉄道、銀行、運送、通信、電力等がある。これらの企業は、企業規模が大きく、事業の成否による社会的影響も大きいのが普通である。
　また、これらの企業は安定しているので、組織腐敗を起こしやすく、規模が大きいので官僚の天下り先になる事も多い。

　これらの事から、公的事業を行う企業においては、市民や地方自治体、関係取引先等のステークホルダーを巻き込んだ公的ガバナンスが望まれる。
　ライフラインや社会インフラに近い事業を行う企業は、これを公器とみなし、公的なガバナンスに切り替えていくべきである。

Public Governance of Public Business
　When a business of a single company becomes accepted by society and expands its business scale, it may become something close to social infrastructure.
　For example, there are railways, banks, transportation, communications, electric power, and the like. These companies are generally large in scale and have a large social impact depending on the success or failure of their business.
　Also, because these companies are stable, they are prone to organizational corruption, and because of their large scale, they are often the destinations of bureaucrats.

　For these reasons, public governance that involves stakeholders such as citizens, local governments, and related business partners is desirable for companies that carry out public projects.
　Companies that engage in businesses related to lifelines and social infrastructure should regard them as public institutions and switch to public governance.
