理想の統治
国家を含むあらゆる組織の統治には、理想的な形態がある。それは、組織を階層的に捉えた場合に、その各階層を担う人財のあるべき資質に或る規則性があることである。
その規則性の中に、「長は知性より品性が優先されるべきであり、勇気や行動力は、基本的に知性の下に置かれるべきである。」という事がある。
これらの事が確実に保障されるのであれば、共産主義や社会主義、資本主義といった社会システムの何れを採用しても大きな誤りではないだろう。
現代の世界においては、例えば国家の首長の品性の高さが決して維持されていないので、残念ながら殆どの国において拙い統治となっているのが現状であろう。
ロシアのプーチン氏の下品さは言うに及ばず、中国の習近平も下品な人物である。両名とも単なる自身の野心を、国家の野心にすり替えて、国民を戦争に巻き込もうという輩である。
本来、国家の長は国民の安寧に心を砕くべきであり、死や不安に国民を誘うべきではない。
国家の長には品性が最も重要であることは、かの中華の賢人が伝えていることであるのに、領土の拡大等という下品な施策しか発想できないとは、「中華」など呆れてしまう。
Ideal governance
There is an ideal form of governance for any organization, including a state. That is, when an organization is viewed hierarchically, there is a certain regularity in the suitable qualities of the human resources responsible for each hierarchy.
In that regularity, there is a matter that "the chief should prioritize character over intellect, and courage and action should basically be placed under intellect."
If these things are guaranteed, it would not be a big mistake to adopt any of the social systems such as communism, socialism, and capitalism.
In the modern world, for example, the high quality of the heads of nations is never maintained, so unfortunately most of the countries have poor governance.
Not to mention the vulgarity of Mr Putin of Russia, Xi Jinping of China is also a vulgar person. Both of them are persons who try to get the people involved in the war by replacing their mere ambitions with the ambitions of the nation.
Originally, the head of the nation should make efforts for the people's well-being, and should not invite the people to death or anxiety.
The fact that character is most important to the head of the nation is what the Chinese ancient sage tells us, but the fact that he can only think of vulgar measures such as the expansion of territory is amazed by "中華＝Great country".
