２次避難が有効では？（能登半島地震）

　元旦から始まった地震が、未だ終息していない。道路が寸断されている関係で、支援物資が充分に届かず、陸の孤島と化した地元住民は大変な思いをしているだろう。

　全壊の家が多く、避難施設が満員状態でトイレも不足しているとの事である。道路の寸断が支援の進捗を遅らせている大きな原因だと考えるが、地元の１次避難と支援のパワーを超えているように思われる。
　道路事情が悪い事が支援のパフォーマンスの低下に繋がっており、また、地元の避難施設がオーバーフローしている事から、半島の喉もとの方に被災者を移して支援する２次避難を検討する事が有効かも知れない。

　The earthquake that started on New Year's Day has not stopped yet. Because the roads are cut off, relief supplies are not reaching the area in sufficient quantity, and the local residents, who have become isolated on land, must be suffering greatly.

　It is said that many houses are completely destroyed, evacuation facilities are full, and there are not enough toilets. I believe that the roads destroyed are a major cause of slowing down the progress of aid, but it seems that the local primary evacuation and support efforts are beyond the capacity of the locals.
　Poor road conditions are leading to a decline in support performance, and local evacuation facilities are overflowing, so secondary evacuation might be effective by moving victims to the base of the peninsula.

医療の有効性に疑問を投げかける夕張パラドックス

　夕張市では２００６年に財政破綻し、総合病院は無くなり医療体制が大きく後退したという。ところが、その後の調査で夕張市民の健康状態が反って良くなったという。
　これは、どういう事だろうか？医療サービスを受けない方が、健康である確率が高いというのは、医療のあり方が間違っている事を意味している。

　何故、このような現象が起きるかを考えてみた。
原因（１）医療検査が肉体にストレスを与える
原因（２）個体差を検査による数値の異常値と誤認して病気を作り出す
原因（３）不要な薬物投与によりストレスを与える
原因（４）誤診又は医療判断ミス
原因（５）医療事故

　私の推測では上記の１，２，３が主な原因だろうと思う。

　この夕張パラドックスは、今の医療が多くのお金を使って、しかも国民の健康を害している可能性を示唆している。言い換えれば、お金を使ってマイナスに作用しているという事である。年金財政も医療財政も共に逼迫している今、厚生労働省は医療の有効性や問題点について、調査すべきである。

　Yubari City went into financial bankruptcy in 2006, and the general hospital disappeared, causing a major setback in the medical system. However, subsequent surveys revealed that the health conditions of Yubari residents had improved.
　What does this mean? The fact that people are more likely to be healthy if they do not receive medical services means that the way medical care should be carried out is wrong.

I tried to think about why this phenomenon occurs.
Cause (1) Medical tests cause stress to the body
Cause (2) Misinterpreting individual differences as abnormal values from tests and create diseases
Cause (3) Stress caused by unnecessary drug administration
Cause (4) Misdiagnosis or medical judgment error
Cause (5) Medical accident

My guess is that 1, 2, and 3 above are the main causes.

　This Yubari paradox suggests that current medical care costs a lot of money and may be harming the health of the nation. In other words, medical service uses money and has a negative effect. Now that both pension and medical finances are under strain, the Ministry of Health, Labor and Welfare should investigate the effectiveness and problems of medical care.
