ホワイトハウスはファイトハウス？

　就任以来、トランプ大統領とその周辺は、他国やその首相への攻撃を続けている。先日テレビを入れた大統領執務室で、ウクライナのゼレンスキー大統領に対して失礼な対応をとった。
　これを中国政府は観たのだろう。これは、ファイトハウスだと揶揄したという報道があった。

　最近のアメリカ政府の活動が、何かしら子供じみているようで、大国でありながら愚兄に自ら落ちていくアメリカが哀れに思えてしまう。

Is the White House a fight house?
　Since taking office, President Trump and those around him have continued to attack other countries and their prime ministers. The other day, while inviting TV crews into the Oval Office, he behaved rudely toward Ukrainian President Zelensky.
　The Chinese government must have seen this. There were reports that they mocked him, calling it a fight house.

　The recent actions of the American government seem somewhat childish, and it makes me feel sorry for America, a great power that is slowly descending into foolishness.

　石場総理が墓穴を掘ってしまった。１年生議員に会食の後、お土産として商品券10万円を渡したとの事であるが、弁明のための記者会見が無残だった。記者の質問に対して、政治資金規正法の何条についての質問かと逆に問いただし、あたかも法律に関係する事なら負けないぞという態度が見えて、異常な印象を受けた。

　法さえ守っていれば良いという態度であったとも言えるが、法の前に道や徳だろうという思いがした。また、自民党の不支持が増えるだろう。

　「法は３章のみ」は、漢帝国を創始した劉邦が、秦に攻め入り秦の人民に最初に公約した言葉である。秦の暴政と細かな法律にうんざりしていた秦の人民は、劉邦のこの言葉を聴いて狂喜したという。法は人民の平均的なレベルに合わせて定めるべきで、法を人民と切り離して定めるべきではない。
　また、法はシンプルで少ない方がよい。近年、法は益々複雑になり、かつ厳密になりつつあり、一般的にはこの方向がよいとされている。
　しかしながら、細分化、複雑化、厳密化の方向は、法の悪用を産み、法の維持コストの制約から限界に達する時期が来るだろう。

　マーケットが激変している時には、産業のシフトやリスキリングによる産業転換は非常に重要な事である。したがって、人材の流動化のための施策が必要となってくるが、政府はリスキリングを叫びながら、一方で退職金の課税方法において一社での長期就労が有利となるようにしている。
　このような施策の不整合は、政策効果を減少せしめるので有ってはならない事であろう。

　政府は新しい施策を検討するに際して、政権政党は施策のための財源も検討するものだと言うが、政策不整合という税金の無駄遣いを無くしてから、その事を言うべきだろう。

　したがって、人としては相手が賢人であろうと、愚人であろうと、先入観をもって接してはならないという意味でもある。これは人にとって最も難しい事だろう。
　しかしながら、名君と呼ばれるような人達は、この事を良く知っており、身辺に参謀や諫言の士を置いて自身から過ちを遠ざけていた。

　古来より、独裁者には必ずこのような配慮が必要であるが、現代の大国の指導者達は如何であろうか？
