民主主義の幻想

　日本も含めて西側諸国は自由、平等、私的所有権を前提とした資本主義と民主主義が最上の制度であると考えているようだ。しかしながら、近頃の民主主義はポピュリズムという衆愚制に陥っているケースが増え、政権が変わるたびに政策の方向性が変わる等、民主主義の悪しき側面が顕著になってきている。

　民主主義は決して最上の政治制度ではなく、温暖化問題を代表とする人類の長期的課題の前には全く無力であると私は考えている。
　また、表現の自由という権利は尊重されるべきだが、嘘や偽情報が溢れる状況は最早異常というべきだろう。民主主義を主なテーマとして、社会統治のあり方を根本的に見直す必要がある。

　プラトンの師であったソクラテスは多数決で死刑になった。プラトンも民主主義は衆愚政治に陥ると言っている。

The illusion of democracy
　Western countries, including Japan, seem to think that capitalism and democracy, which are based on the premise of freedom, equality, and private ownership, are the best systems. However, in recent years, there have been more and more cases of democracy falling into the trap of populism, and the negative aspects of democracy, such as policy direction changing every time the government changes, are becoming more apparent.

　Democracy is by no means the best political system, and I believe it is completely powerless in the face of long-term challenges facing humanity, such as global warming.
　Furthermore, while the right to freedom of expression should be respected, the situation in which lies and false information are rampant can no longer be described as abnormal. With democracy as the main theme, we need to fundamentally reconsider the way society is governed.

　Plato's teacher, Socrates, was executed by majority vote. Plato also said that democracy degenerates into mobocracy.

トランプが炙り出した政策の継続性問題

　アメリカが関税を弄んでいる。本来、関税は真面目に取り扱うべきものであるが。トランプの場合は交渉の道具として使っており、非常に不誠実であるように思える。
　それにしても今のアメリカはどうかしている。日本の或る企業の社長がニュースで語っていた。

　「アメリカが関税を上げたからといって、事業のあり方を変える訳にはいかない。４年後、アメリカの政権が変わって関税がまた元に戻るかも知れない。関税が変わるからといって、事業のあり方をコロコロと変えられるものではない。」

　国民の多数決によって政権が変わったからといって、国際的な約束事やルールを反故にして良いものであろうか？国家の対外的な政策や条約等は、軽んじられるべきではない。

Trump brings policy continuity issues to light
　The United States is toying with tariffs. In reality, tariffs should be treated seriously. In Trump's case, he is using them as a negotiating tool, which seems very dishonest.
　But there's something strange about America right now. The president of a Japanese company said this on the news.

　"Just because the U.S. has raised tariffs, we cannot change the way we do business. In four years, the U.S. administration may change and the tariffs may go back to their original levels. Just because tariffs change, it is not something we can just change the way we do business."

　Just because the government has changed by popular vote, is it acceptable to break international agreements and rules? A nation's foreign policies and treaties should not be taken lightly.

　熟睡した夢をみて目覚めた。時計を見たら２時間半しか経っていなかった。腹がたった。

公僕と腐敗耐性

　公僕にも上中下があるが、上に上るに従って賄賂の誘惑に晒される事になる。孔子は今から二千数百年も前に生きた魯国の官僚であったが、この当時から既に賄賂の誘惑のことが書かれている。

　公僕は品行方正で頭脳明晰でなければならないが、同時に腐敗耐性も優れている必要がある。また、組織の組み方及び運用で腐敗耐性を上げる工夫をする必要がある。

　Public servants must be of good character and intelligent, but at the same time they must also be highly resistant to corruption. Furthermore, it is necessary to devise ways to increase the resistance to corruption through the structure and operation of the organization.

持続可能型政治システム

　現在の日本の省庁のあり方は、持続可能な社会を建設する事が出来ない有り様である。環境省が他の省庁と同列で対等な関係となっている。百年、千年の単位で政策を練らねばならない環境省とその他の省庁が同列であって良い筈がない。
　特に経産省との関係は、環境省と経産省のすり合わせの上で環境省が基本方針や枠組みを設定した上で、それを基に経産省は施策を検討・実施すべきである。
　表現を変えて言えば、環境省が政策全般の整合性や実現性を評価しつつ政治を進めていくべきである。

　The current state of Japanese government ministries and agencies is such that they are unable to build a sustainable society. The Ministry of the Environment is on an equal footing with other ministries and agencies. The Ministry of the Environment, which must formulate policies for a century or even a millennium, cannot be on an equal footing with other ministries and agencies.
　In particular, in terms of the relationship with the Ministry of Economy, Trade and Industry, the Ministry of the Environment should work together with the Ministry of Economy, Trade and Industry to set basic policies and frameworks, and then the Ministry of Economy, Trade and Industry should consider and implement policies based on those.
　To put it another way, the Ministry of the Environment should move forward with politics while evaluating the consistency and feasibility of policies as a whole.
