The British government has ruled that migrants wishing to marry a Briton or other UK resident will have to pass a basic English test before they are allowed a marriage visa.

From Monday, they will have to prove they can speak the language as well as a native-born six year old before the visa will be granted.

東京都港区の飲食店で歌舞伎俳優市川海老蔵（３２）が殴られ大けがを負った事件で、警視庁は２９日、傷害容疑で東京都杉並区在住の男（２６）の逮捕状を取った。海老蔵は警視庁の事情聴取に「知人の元暴走族リーダーの仲間から暴行を受けた。外国人風の色の黒い男に殴られた」と説明していた。警視庁は男の身柄を確保した上で、容疑が固まり次第、逮捕する方針。また、海老蔵はこの日午後５時から顔面整復手術を受け無事成功したが、全治６週間の見込みで術後１０日間の入院が必要だという

　今月２５日早朝に、東京・西麻布で酒を飲んだ後、何者かに顔などを殴られ重傷を負った歌舞伎俳優、市川海老蔵（３２）。警視庁目黒署には重要事件を担当する捜査１課も加わり、本格捜査に入った。海老蔵は事件４日目にようやく被害届を提出、「（殴ったのは）黒人のハーフのように見えた」と犯人像を語り始めた。トラブルの発端が海老蔵の“挑発”によるものだったなど、事件の真相も徐々に明らかになってきた。

　海老蔵ニュースは、どうでもいいのだが、この”黒人”という表記、あるいは、”色黒”という表記に注目したい。個人的には、肌の色や骨格で直感的に人種を区別してしまうのはまずいのではないか、と思っている。
なにか、非”黒人”とは実体的には異なる”黒人”という明確な種が存在するかのような錯覚に陥るからである。


むしろ、（かなりーーちょっと）色黒・色白で彫りが深い、とか、その程度であと、国籍を記す必要があれば、それは形式で決まるのだから、それを言えばよい。外国人というのも、中国人・ブラジル人・欧米人などなど、さまざまだから、あまり特定に役立たない。

”黒人””白人”というと、黄色人の私なんかと距離ができるような気もするが、色黒・色白なら同じ共通の基盤にのっている、という感じもする。


　外国人の親をもつ人々など関係者はどう思うだろうか？意見があれば教えてほしい。

（因みに、英語を翻訳するときは”白人””黒人”とするしかないだろう。）



パキスタンのクリケット女子、脅迫にめげず快挙

イスラム教を国教とする同国では、保守層を中心に、肌や髪の露出につながる女子のプレーはタブー視されてきた。脅迫などの妨害を乗り越え、国際試合を戦えるようになったのは、わずか十数年前。大会前、ある選手は「今でも中傷は日常茶飯事」と語っていた。

これはグッドニュースですね。イスラム地域の慣習も変わりつつある。

　警視庁から国際テロ捜査に関する内部資料が流出したとみられる問題で、個人情報も含む資料をそのまま書籍にした第三書館（東京都新宿区）に対し、東京地裁（田代雅彦裁判長）は29日、「プライバシーを侵害している」として、同書の出版差し止めを命じる仮処分を決定した。名前や顔写真を掲載された国内のイスラム教徒数人が28日に差し止めを求め申し立てていた。

Does anyone know where this information is available online (link)? I tried searching for it, but could not find it. I am curious to see if my name or any of my friends’ names are included as a surveillance target. Quite frankly, I would not be surprised if Debito’s name was listed as I am sure the authorities view him as a subversive and a threat to the Japanese way of life despite him being a Japanese and working hard to improve Japan for all people.

It would be appropriate for those listed in this book to sue both the publisher of the book and the Metropolitan Police Department. This is a high profile case, I am sure some lawyers would take the case for free.

It could have been leaked by the Japanese police as a last ditch effort to force those nonjapanese people out of Japan. Since no evidence to deport them could be
found or fabricated well enough. We know good and well
that once the damaging info was out the Japanese people

life hard so the NJ would “voluntarily” leave the country.
Those police names are probably not even real. The
police here do not even put their name on their uniforms.

I would have thought most forward thinking, educated Japanese (including many in the government) would be fairly comfortable with Debito’s activities and campaign issues, and even where they may disagree I would expect they don’t particularly mind someone being able to put the opposing point of view in a debate.

　民主党の横峯良郎参院議員が週刊新潮の記事で名誉を毀損（きそん）されたとして新潮社側に損害賠償などを求めた訴訟で、東京地裁（尾島明裁判長）は３０日、横峯氏の請求を棄却する判決を言い渡した。暴力団組長との賭けゴルフなどを報じた記事について「真実の証明があった」と判断した。

　記事は、２００７年８～９月に４週連続で掲載された。判決は、暴力団組長と賭けゴルフをした▽女性に酒を強要し、服を脱がしてペンで落書きし写真を撮った▽愛人とけんかし、包丁を壁に突き立てたり首を絞めたりした――などの内容について「十分立証されている」と判断。「参院議員としての適格性を問題にした公共の利害に関する記事で、有権者に判断情報を提供する公益目的もあった」と結論づけた。

すくなくとも民主党離脱ーーーそれは民主党のためにもなるーーー道義的には、議員辞職すべきであろう。
また、事案の内容からすれば被害者は告訴、あるいは、だれか告発すべきであろう。

Wikileaks cables reveal China 'ready to abandon North Korea'

China has signalled its readiness to accept Korean reunification and is privately distancing itself from the North Korean regime, according to leaked US embassy cables that reveal senior Beijing figures regard their official ally as a "spoiled child".

News of the Chinese shift comes at a crucial juncture after the North's artillery bombardment of a South Korean island last week that killed four people and led both sides to threaten war. China has refused to condemn the North Korean action. But today Beijing appeared to bow to US pressure to help bring about a diplomatic solution, calling for "emergency consultations" and inviting a senior North Korean official to Beijing.

China is sharply critical of US pressure tactics towards North Korea and wants a resumption of the six-party nuclear disarmament talks. But the Guardian can reveal Beijing's frustration with Pyongyang has grown since its missile and nuclear tests last year, worries about the economic impact of regional instability, and fears that the death of the dictator, Kim Jong-il, could spark a succession struggle.

China's moves to distance itself from Kim are revealed in the latest tranche of leaked US embassy cables published by the Guardian and four international newspapers. Tonight, the US secretary of state, Hillary Clinton, said the US "deeply regrets" the release of the material by WikiLeaks. They were an "attack on the international community", she said. "It puts people's lives in danger, threatens our national security and undermines efforts to work with other countries to solve shared problems," she told reporters at the state department.

The leaked North Korea dispatches detail how:

• South Korea's vice-foreign minister said he was told by two named senior Chinese officials that they believed Korea should be reunified under Seoul's control, and that this view was gaining ground with the leadership in Beijing.

• China's vice-foreign minister told US officials that Pyongyang was behaving like a "spoiled child" to get Washington's attention in April 2009 by carrying out missile tests.

• A Chinese ambassador warned that North Korean nuclear activity was "a threat to the whole world's security".

• Chinese officials assessed that it could cope with an influx of 300,000 North Koreans in the event of serious instability, according to a representative of an international agency, but might need to use the military to seal the border.

In highly sensitive discussions in February this year, the-then South Korean vice-foreign minister, Chun Yung-woo, told a US ambassador, Kathleen Stephens, that younger generation Chinese Communist party leaders no longer regarded North Korea as a useful or reliable ally and would not risk renewed armed conflict on the peninsula, according to a secret cable to Washington.

Chun, who has since been appointed national security adviser to South Korea's president, said North Korea had already collapsed economically.

Political collapse would ensue once Kim Jong-il died, despite the dictator's efforts to obtain Chinese help and to secure the succession for his son, Kim Jong-un.

"Citing private conversations during previous sessions of the six-party talks , Chun claimed [the two high-level officials] believed Korea should be unified under ROK [South Korea] control," Stephens reported.

"The two officials, Chun said, were ready to 'face the new reality' that the DPRK [North Korea] now had little value to China as a buffer state – a view that, since North Korea's first nuclear test in 2006, had reportedly gained traction among senior PRC [People's Republic of China] leaders. Chun argued that in the event of a North Korean collapse, China would clearly 'not welcome' any US military presence north of the DMZ[demilitarised zone]. Again citing his conversations with [the officials], Chun said the PRC would be comfortable with a reunified Korea controlled by Seoul and anchored to the US in a 'benign alliance' – as long as Korea was not hostile towards China. Tremendous trade and labour-export opportunities for Chinese companies, Chun said, would also help 'salve' PRC concerns about … a reunified Korea.

"Chun dismissed the prospect of a possible PRC military intervention in the event of a DPRK collapse, noting that China's strategic economic interests now lie with the United States, Japan and South Korea – not North Korea."

Chun told Stephens China was unable to persuade Pyongyang to change its self-defeating policies – Beijing had "much less influence than most people believe" – and lacked the will to enforce its views.

A senior Chinese official, speaking off the record, also said China's influence with the North was frequently overestimated. But Chinese public opinion was increasingly critical of the North's behaviour, the official said, and that was reflected in changed government thinking.

Previously hidden tensions between Pyongyang and its only ally were also exposed by China's then vice-foreign minister in a meeting in April 2009 with a US embassy official after North Korea blasted a three-stage rocket over Japan into the Pacific. Pyongyang said its purpose was to send a satellite into orbit but the US, South Korea and Japan saw the launch as a test of long-range missile technology.

Discussing how to tackle the issue with the charge d'affaires at the Beijing embassy, He Yafei observed that "North Korea wanted to engage directly with the United States and was therefore acting like a 'spoiled child' in order to get the attention of the 'adult'. China encouraged the United States, 'after some time', to start to re-engage the DPRK," according to the diplomatic cable sent to Washington.

A second dispatch from September last year described He downplaying the Chinese premier's trip to Pyongyang, telling the US deputy secretary of state, James Steinberg: "We may not like them ... [but] they [the DPRK] are a neighbour."

He said the premier, Wen Jiabao, would push for denuclearisation and a return to the six-party talks. The official also complained that North Korea "often tried to play China off [against] the United States, refusing to convey information about US-DPRK bilateral conversations".

Further evidence of China's increasing dismay with Pyongyang comes in a cable in June 2009 from the US ambassador to Kazakhstan, Richard Hoagland. He reported that his Chinese counterpart, Cheng Guoping. was "genuinely concerned by North Korea's recent nuclear missile tests. 'We need to solve this problem. It is very troublesome,' he said, calling Korea's nuclear activity a 'threat to the whole world's security'."

Cheng said Beijing "hopes for peaceful reunification in the long term, but he expects the two countries to remain separate in the short term", Hoagland reported. China's objectives were "to ensure they [North Korean leaders] honour their commitments on non-proliferation, maintain stability, and 'don't drive [Kim Jong-il] mad'."

While some Chinese officials are reported to have dismissed suggestions that North Korea would implode after Kim's death, another cable offers evidence that Beijing has considered the risk of instability.

It quoted a representative from an international agency saying Chinese officials believed they could absorb 300,000 North Koreans without outside help. If they arrived "all at once" it might use the military to seal the border, create a holding area and meet humanitarian needs. It might also ask other countries for help.

The context of the discussions was not made explicit, although an influx of that scale would only be likely in the event of regime failure. The representative said he was not aware of any contingency planning to deal with large numbers of refugees.

A Seoul embassy cable from January 2009 said China's leader, Hu Jintao, deliberately ducked the issue when the South Korean president, Lee Myung-bak, raised it at a summit.

"We understand Lee asked Hu what China thought about the North Korean domestic political situation and whether Beijing had any contingency plans. This time, Hu apparently pretended not to hear Lee," it said. The cable does not indicate the source of the reports, although elsewhere it talks about contacts at the presidential "blue house" in South Korea.

いわゆるハーフの人達についてのドキュメンタリー映画の予告

以前に、 www.hafujapanese.orgは紹介したことがある。

　幼稚園でいじめられたりした経験のある人もいるようである。

　やはり、なんと言っても外見が今までの圧倒的多数の日本人と異なることが大きい。それで目立つ。
　それにからんでどんな悩みがあるのか、知りたいところである。

　個人的には、多文化とか、多民族とか、他人種とか、面倒くさいことをいわないほうがいいのではないか、と思う。例えば、日本で生まれ、納豆食って（関東地方）、アニメみて、うっかり、頭を下げる癖があって、なにが多文化じゃ、とも思う。

　民族にしても人種にしてもそうやって、区切ってしまえば、かえって、民族・人種に対応する実体・本質でもあるかと錯覚してしまう。差異はあるのだろうが、、差異を強調しすぎるのもいかがなものかと思う。
　それじゃあ、同じ日本人ですよ、とばかりに、「日本人」というマークがついたワッペンでもつけてればいいかというと、そうでもない。

　要するに、従来型の日本人とともに日本語で仲良く、けんかしたり、協力しあっているいるところをより多くの人が見て、それが何もめずらしい風景でなくれなればそれでいいのではないか、と思う。

　昔からハーフのタレントというのはいたわけであるが、めずらしかったからタレントになれた、という側面もある。そうしたタレント出すのもいいが、ときに、悩み事なども特集してあげてほしい。

　目立つのが嫌いな人もいるだろうから、なんだが、最近はネットなども利用できるから、目立つの厭わない人はどんどん、従来型日本人と普通にだべったり、けんかしたり、いっしょの仕事をしたりするところを積極的に公開するといいんではないか、と思う。

　その意味で、日本で国際結婚された家族の進行中の生活の写真ブログなどは高く評価している。

While Maclean’s “‘Too Asian’?” is another manifestation of Canadian society’s stereotypes about and discomfort with Asians, it reveals a larger pattern in which most white people are simply uncomfortable with racialized people gaining power. The underlying issue is white people’s beliefs that the world is just, that the world is just because white people are running it, and that if racialized people take power, the world would fall into disarray. That is, most white people unconsciously internalize the idea of white supremacy. If black people were the largest racialized group in Canadian universities, white people would still complain.

　この間取り上げたToo　Asian の記事の反響が大きかったようで、記事の著者は以前にもイスラム教徒に対する不安を煽る記事を書いていたようである。その記事について書いたこの記事の論者によれば、それは、カナダ社会のアジア人に対する不快感と固定観念をあらわしており、有色人が権力をもつと世界は混乱してしまう、といった、ある種の不安、ある種の優越意識を反映している、という。

ーーーそこまでいえるかどうかわからないが、しかし、ここでもやはり、過去の見慣れた風景から変化することに対する不安がある人々がいる、ということはいえよう。



Vic police face racism court action

A group of young African and Afghan men are taking Federal Court action against Victorian police officers, accusing them of racism.

The police are alleged to have racially taunted, abused and assaulted people at Flemington, Kensington and North Melbourne.

The group has laucnhed the action against seven police officers and the Chief Commissioner, Simon Overland.

Lawyer Peter Seidel says the claims are serious.

"We allege that the police named in the statement of claim have carried out various assaults in public places," he said.

"[It's alleged the officers] used excessive force, engaged in unjustifiable searches, unlawfully seized and retained persons' property, misused their power, and routinely engaged in racial taunts and abuse."

The news was first reported by the Waikato Times, which says there's video footage of the auditions showing a film company representative telling the crowd: "We are looking for light-skinned people. I'm not trying to be – whatever. It's just the brief. You've got to look like a hobbit."

The wages of uncertainty
きのうも取り上げたハリスの記事で昨日は言わなかったが、

To be a hawk in Japanese politics is not just to support a certain set of policies: it is more a cultural identity than a policy stance. It is a worldview that, in addition to wanting to dismantle political and legal constraints on Japan’s security policy, questions the value of Japan’s postwar regime (that which former Prime Minister Abe Shinzō wanted to "leave behind"), supports revising the constitution (not just Article 9), opposes “masochistic” interpretations of history, and promotes traditionalist values. While they cite the threats posed by North Korea and China to justify their policies, the idea of Japan as a great power is valued in its own right ― it is not driven by material considerations.

　日本の政治のタカ派についてだが、この方の他の論文からすると、自民党にダブらせたいのではないか、とも思う。がしかし、こうした思想を持った議員というのはどれだけいるのだろうか？　元小説家の石原氏あたりを念頭においているのか？政党で言えば、今では、立ち上がれ日本が近いものがあるのかもしれないが、この方のーーあるいは、他の英語圏のジャーナリストも多分にそのきらいがあるがーーー自民党のとらえ方は、KKKかTea Partyが共和党の主流派と錯覚するの同様に、少数派や、民間の団体を主流の政党の傾向と錯覚する傾向があるのではないか、とも懸念する。仮にあるとすれば、これも日本の政治を見誤る一因になるのではないか、と思う。

なぜ、日本の自殺率は高いのか？

英語圏のお好みのテーマ。パラバラみたがあまりおもしそうでもない。

なぜ、米国では他殺率がたかいのか？
なぜなら・・・・・といって米国の社会の異常性を取り上げる、というのもメディアの一つの役割なのかもしれないが、しかし、飽きた。

独裁国が暴発する条件（リアリズムと防衛を学ぶ

北朝鮮に限らず、独裁国家が軍事行動にでるときは、十中八九、外交ではなく内政の問題です。国内で何らかの抗争があり、それに勝利するため、あるいは棚上げするために、外国を攻撃する、というパターンに相場が決まっています。

　外国を攻撃して臨戦状態を演出することでナショナリズムを高揚させ、また「敵はあいつらだ」として国内を統一します。さらには外国を攻撃して成果をあげ、現体制の「手柄」にします。いまの政府は、党は、独裁者は、こんなにも偉大なのだと国内へ見せ付けるわけです。こういうとき、外国からみた合理的期待はあまり通じません。

　余談ながら中国が台湾を攻撃すると警戒されているのも多分にこれです。人民が共産党への不満を危険なほど高めたり、あるいは政治抗争によって現指導層が追い込まれたとき、台湾侵攻に逃げ道を見出す、という可能性です。そういうケースでは「戦争をしても損をするのは中国だから、合理的に考えてそんな暴挙には出ないだろう」という期待は通用しない恐れがあります。国際協調ではなく、国内抗争の論理で動くからです。

という分析である。外交を全く無視できるか、というとそうもいかないだろうが、説得力のある議論ではある。

　中国もあまり、民主化民主化とうるさくやると、外に攻撃対象を求めるかもしれない・・・・やっかいだな・・・そこらへんのバランス感覚が重要かな？

ということで、その通りだと思う。


朝鮮半島―米中が対話の環境作りを　朝日社説

「対話と協力を通じて努力し、人道支援も惜しまなかったのに、返ってきたのは、核開発と哨戒艦爆沈に続いて島への砲撃だった」

　韓国の李明博大統領が昨日、国民向け演説でそう憤ったのも無理ない。

　竹島を暴力的に奪われた日本の気持も少しはわかってね。

米国は日韓との外相会談を開く意向だ。中国は近く高官を訪朝させると観測されている。北朝鮮を説得し、各国を調整する。米中のそんな取り組みがあってこそ、６者が会える素地ができる。この戦略にそって日本も、朝鮮半島の緊張緩和に貢献すべきである。

　てか、米国の意に反しない、支持するというということで、特に緊張緩和に貢献といえるか、どうか？・・・なにか空しい。


武器の国際共同開発、民主が参加容認　防衛大綱へ提言案（1/2ページ）

提言案は武器輸出三原則の適用対象について、１９６７年に佐藤内閣が決めた（１）共産圏の国（２）国連決議で禁止された国（３）国際紛争当事国またはその恐れのある国――との「三原則の原点に立ち返る」ことを求めた。７６年に三木内閣が「原則輸出禁止」と対象を拡大した解釈を元に戻すよう促した。

　ということで、いいんじゃないでしょうか？
　この件に関しては世間様なみでいい。

ウィキリークス、オランダとベルギーの核兵器を公表

匿名による政府や、企業、宗教に関わる機密情報を告発するウェブサイト「ウィキリークス（Wikileaks）」は、新たに機密文書約２５万点の詳細な内容を公開した。
そのなかで、オランダとベルギーに米国の核兵器が配置されていることが報告されている。

在独米国大使館がワシントンの国防省に送った文書によれば、ドイツ、オランダ、ベルギーそしてトルコに米国の核兵器が配置されているという。
この文書の中で、ドイツは「ロシアが核兵器を所有するなら」ドイツにある20の核兵器を廃棄するのには反対だと述べており、米国もドイツの意見を尊重すると言及している。
米国側は「ドイツ、オランダ、ベルギーから核兵器を引き上げることになると、トルコだけに負担をかけるのは難しくなる」とも表明している。

オランダにある米軍基地での米軍の核兵器について長い間疑惑があったが、オランダ政府はこれを公表していなかった。12年前、当時の外務大臣ファン・アーツェン氏は間接的に存在を示唆していた。

WikiLeaks: US nuclear arms in The Netherlands and Belgium

Amsterdam/Brussels - Leaked secret messages on the Wikileaks website between the US State Department and its diplomatic missions abroad have confirmed the presence of US-owned tactical nuclear arms in the Netherlands and Belgium, it was reported Monday.
A secret message sent by the US embassy in Germany to the State Department in Washington mentions the presence of US tactical weapons in Germany, the Netherlands, Belgium and Turkey, the daily Algemeen Dagblad and Radio Nederland reported.
Wikileaks also revealed the presence of US nuclear weapons in Belgium, the Belgian daily De Standaard reports.
