Wow, that’s an eye opener HO. As someone who has since moved to Korea from Japan, and being given the ID check treatment on the way out, this was one of my very first questions. Not only was I told the law doesn’t exist here by a government department, the very system involved in getting a valid foreign registration card actually requires new arrivals to be without any of those listed ID types in their possession (unless they happen to hold a second passport) for up to a month.

I have however yet to hear of any incidents, nor have I met a single soul who has said anything about ever being randomly checked. Perhaps police in Korea are more willing to escort people home to check their ID if the event arises? (I hope so!)

[Editorial] ID checks
While Arizona’s proposed immigration legislation is drawing fire from immigrant communities across the United States, ugly scenes have long been taking place in Seoul streets and elsewhere between law enforcement officers and illegal immigrants. At Garibong-dong and Jongno 3-ga, one can routinely witness heated conversations between uniformed and plainclothed police and people suspected of being non-citizens who have overstayed their visas・・・・・
Not many complaints have been raised. It has been taken for granted for the police to search for, since the war, spy suspects, draft dodgers, fleeing demonstrators and the ambiguous category of “crime-prone people.” But in the globalizing Korean society which has about 1 million foreign residents, about half of whom are migrant workers, either legal or illegal, our police and immigration officers need to take a more sophisticated and decent approach to their duties on the street.

Problems will unavoidably arise when officers primarily rely on their sixth sense and apply their own racial criteria in deciding who to check and who not to from among the crowd. Particular caution should be taken not to employ violence under any circumstances. The law asks officers to be kind and courteous in checking ID.

G20 summit forces Seoul prostitutes to ply trade elsewhere Flying Yangban

While leaders of the G20 nations meet in Seoul to work out ways to improve the world economy, their presence in the city's Gangnam district, along with the accompanying beefed up security, has had an adverse effect on at least one segment of the local economy: prostitution.

It seems that the heightened security in the area has caused local madams and pimps to scale back their business for a few days. One worker at a Gangnam room salon (a karaoke/brothel) says that business is hurting:

[The extra police] are around to beef up security for the G20 meeting, not to clamp down on us. But with a larger police presence, who would dare to come into our place? We will remain open for business on Nov. 11-12. But I do not think there will be many customers.

In addition to a heightened presence on the streets, including random ID checks of pedestrians, the increased security presence has meant that local hotel rooms which normally are rented out to prostitutes or young couples have instead been reserved for the extra police officers.

While some prostitutes are taking time off from work until the G20 blows out of time, others have decided to seek greener pastures north of the Han river. Their clients have also made the move north for the duration of the G20 summit. A prostitute working near Seoul Station in central Seoul noted that such free agency by Seoul's sex workers is not uncommon:

Many hostesses usually move from one place to another to find work. These days, they are crossing the Han River to the north as establishments in Gangnam struggle with fewer customers.

One would imagine that those ladies who find themselves in debt bondage to certain businesses do not have that kind of freedom.

Random Police ID Checks

You may have witnessed someone casually walking in the road and asked by the police to provide identification. You may have been subjected to this yourself. I have been several times.

Legality
In Hong Kong, this is a common practice among police constables and officers on patrol. And if you ask if this is legal or not (or maybe you think of privacy issues), it is perfectly legal and is done in accordance to Registration of Persons Ordinance.

In the Bill Amendment of 2001 (PDF),

Police officers are empowered under Section 17C of the Immigration Ordinance, Cap.115, to demand and inspect proof of identity from every person who has attained 15 years of age and who is the holder of an ID card, or who is required to apply for registration under the Registration of Persons Ordinance, Cap.177.

It is understood that the nature of ID checks (or passport checks) is random and is aimed at cracking down on illegal immigrants. However, among all those I observed, it is often the male Chinese (or minority Asian) teenagers or in their 20s who often get randomly tagged. I haven't seen any gweilo or Caucasian who gets subjected to this spot check.

Many Canadians are subject to identity checks by police, particularly when travelling by subway, train, and bus. Failure to provide proper documentation can result in detention or heavy fines.
