世界大戦の予感

　世界はどんどん複雑化し変化は速くなり、地球のガバナンスが難しくなっている。多極化の世界の将来予測は難しく、コントロールは不可能に近い。ガバナンスの観点からは、リスクは安全サイドの方針を採るべきだが、予測が難しくて、コントロールが不可能に近ければ、世界は漂流状態にならざるを得ないだろう。

　このような時代背景の上に、戦争へと誘う強烈なドライバーがある。温暖化に起因する気候変動、旱魃、洪水等である。ロシア・ウクライナの戦争は、世界大戦の契機にならないよう注意しなければならない。

Premonition of World War
　The world is becoming more and more complex, and change is becoming faster, making global governance more difficult. It is difficult to predict the future of a multipolar world, and control is nearly impossible. From the perspective of governance, we should take a policy on the safe side of risk, but if predictions are difficult and control is nearly impossible, the world will have no choice but to drift.

　In this historical context, there are strong drivers of war: climate change, droughts, floods, etc., caused by global warming. We must be careful that the Russia-Ukraine war does not become the catalyst for a world war.

　トランプ大統領がこれまでアメリカがウクライナに支援した見返りにウクライナの鉱物資源の権益に目が眩んだようだ。民主主義を守るための戦いであり、支援であった事が急に経済問題に転換しようとしている。
　トランプ大統領にとって、国際法や正義はどうでも良いのだろうか？偉大なアメリカなど聞いて呆れてしまう。

　It seems that President Trump has been dazzled by the prospect of Ukraine's mineral interests in return for the US's support for Ukraine. What was originally a fight to protect democracy, and support is suddenly shifting to an economic issue.
　Does President Trump have any interest in international law or justice? I am astonished to hear about America being great. Trump makes America vulgar again.

G0　－　漂流する人類

　G7やG20というキーワードに変わってG0というキーワードがマスメディアで流れている。先進７カ国や先進20カ国を表す言葉だったが、G0はリーダーたる国家はほぼ無くなり、多極化の時代に突入したことを表している。
　G0にどのような意味を持たせるかは人によって異なるだろうが、リーダーもなく長期の構想も海図もない混迷の時代に入ったと言えるだろう。

　統率者もリーダーもいない状態を歴史的視点から観ると、日本や中国の戦国時代を想起する。この時代は、政治を取り仕切る機関が不在若しくは極端に弱くなったので、道理が通用せず、戦闘に終始するようになったのである。
　平和基金会の脆弱国家の考え方を一国家ではなく地球レベルで考えれば、地球自体が脆弱国家であり国家として悪化していきつつあるということである。

G0 - Humanity Adrift
　Instead of the keywords G7 and G20, the keyword G0 is now circulating in the mass media. Previously, these terms represented the Group of Seven and Group of Twenty advanced nations, but the new G0 represents the fact that there are now almost no leading nations and we have entered an era of multipolarity.
　The meaning that G0 represents will vary from person to person, but it can be said that we have entered a chaotic era without a leader, a long-term vision, or a navigational chart.

　Looking at this state of affairs without a leader or commander from a historical perspective, it brings to mind the Warring States period in Japan and China. During this time, the institutions that controlled politics were absent or extremely weak, so reason did not prevail and the country was dominated by fighting.
　If we consider the Peace Foundation's concept of fragile states not from a national perspective but from a global perspective, the Earth itself is a fragile state and is deteriorating as a nation state.

世界の破綻国家の現状

　平和基金会が世界の破綻国家として報告しているなかで最も悪いレベルの国家の現状は概ね次のような状態であろう。

（１）賄賂行為が蔓延していて、公的機能が至る所で麻痺している。
（２）反政府の武装勢力が存在している。
（３）政府の権能が国家の一部にしか及ばない。
（４）全国的な選挙を実施できない。
（５）国民の大多数が政府を信用していない。
（６）テロ集団があり政府のように徴税している。

The current state of failed states around the world
　The current state of the worst-case scenario countries listed in the world's failed states report by the Peace Foundation can be roughly described as follows:

(1) Corruption is widespread, and public functions are paralyzed everywhere.
(2) There are armed anti-government groups.
(3) The government's authority extends to only part of the country.
(4) Nationwide elections cannot be held.
(5) The majority of the people do not trust the government.
(6) There are terrorist groups that collect taxes like a government.

国家の成長ステージ

　国家には政治や社会システムや民度が主な構成要素となる成長の段階というものがある。成長の段階を表現するツールとして、アメリカの平和基金会の脆弱国家指数を利用しても良い。
　欧米では国際法を国々の外交関係の基礎にする事を考えているが、成熟した国に対して国際法を適用するのであれば問題は無いが、未成熟な国に対して国際法を持ち出す事は、あまり意味のある事とは言えないだろう。

　法の世界では、法の下には万民平等という考えがあるが、これは公平という観点からの主張であって、法の適用を受ける国民一人一人の民度がほぼ同じ水準にある場合において初めて言える事である。
　同様に世界の国々の成熟度が天と地程の差がある現代において、一つの国際法を全ての国に対して適用しようと考える事は無意味な事であろう。国際法を対象国の成長ステージに応じて柔軟に調整できるようにする事が望まれる。

National Growth Stage
　There are stages of growth in which the main components of a nation's politics, social system, and maturity are important factors. As a tool to express the stages of growth, the Fragile States Index of the United States Foundation for Peace can be used.
　In Europe and the United States, there is a view that international law should be the basis for diplomatic relations between countries, and while there is no problem when applying international law to mature countries, it would not be said to make much sense to invoke international law when dealing with immature countries.

　In the world of law, there is a notion that all people are equal under the law, but this is an argument made from the perspective of fairness, and can only be said when the level of maturity of each individual citizen to whom the law applies is roughly the same.
　Similarly, in today's world, where the maturity of countries varies greatly, it would be meaningless to try to apply a single set of international laws to all countries. It would be desirable to make international laws flexible enough to be able to be adjusted according to the development stage of the target country.
