地球の統治方法

　アメリカのNGO平和基金会の2023年度の脆弱国家調査によれば、警報レベル29カ国、要注意レベル79カ国、安定レベル52カ国、持続可能レベル19カ国となっている。因みに日本は安定レベルの中の最上位にある。
　警報レベルと要注意レベルを足すと108カ国となるが、全調査国数179カ国の60．3％に相当する。
　欧米の主権在民や民主主義を貶す積もりはないが、地球全体を眺めると上記のように決してよく統治されているとは言えないだろう。

　21世紀という人類存亡の時期に、地球が全体として多くの問題を孕んでおり、解決の糸口が掴めていない事は非常に残念である。問題の一つは、統治能力が脆弱な国家や民族を国家として認定している事がある。国家や民族の成熟度に応じて行政代行や政治を支援する制度が国際的な組織として出来れば良いかも知れない。

How to govern the Earth
　According to the 2023 fragile states survey by the American NGO Endowed for Peace, there are 29 countries at the warning level, 79 at the caution level, 52 at the stable level, and 19 at the sustainable level. Incidentally, Japan is at the top of the stable level.
　If we add together the warning and caution level countries, the total number of countries is 108, which accounts for 60.3% of the total 179 countries surveyed.
We have no intention of disparaging the sovereignty and democracy of the West, but when we look at the globe as a whole, as shown above, it cannot be said that the countries are well governed.

　It is a pity that the 21st century is a critical time for the survival of humanity, and the Earth as a whole is plagued with many problems, and we have yet to find a solution. One of the problems is that nations and peoples with weak governance are recognized as nations. It might be a good idea to create an international organization that provides administrative and political support according to the maturity of nations and peoples.

世界政府を創造できるとすれば！ （参加国）

　世界政府が設立される時には、全世界の国が一度に参加する事は現実的ではないだろう。しかしながら、参加国があまりにも少なければ、世界政府らしくない事になる。先の投稿で世界政府は少なくとも世界の軍事力の60％を持つべきだと記したが、これを満たせば参加国数はあまり気にする必要は無いかも知れない。

　６割以上の国々の賛同を得て、設立できれば良いように思われる。

If we could create a world government? (Participating countries)
　When a world government is established, it will not be realistic for all countries in the world to join at once. However, if there are too few participating countries, it will not be like a world government. In my previous post, I wrote that a world government should have at least 60% of the world's military power, but if this is met, we may not need to worry too much about the number of participating countries.

　It would be ideal if it could be established with the support of more than 60% of countries.

　現在の国連は崩壊の一歩手前にあるようだ。核兵器という悪魔のような兵器を捨てて恒久平和を実現する事は、地上の誰もが待ち望んでいる事に違いない。国という独立した主権を担うものがあり、各々が武装するから、戦争のリスクが発生するのであって、この主権の機能の内の軍事を世界政府に移転する事が可能なら、その時点で戦争は無くなるのである。

　これが成り立つ前提条件として、世界の軍事力の全体の最低でも６割を世界政府が持つ事を世界政府成立の前提条件と考える事が出来るだろう。

If we could create a world government! (Preconditions)
　The current United Nations seems to be on the brink of collapse. Surely everyone on earth is hoping to get rid of the devilish weapons of nuclear weapons and realize permanent peace. Countries are independent sovereign entities, and each one is armed, which is why the risk of war arises. If it were possible to transfer the military, which is one of the functions of sovereignty, to a world government, then war would cease to exist.

　As a prerequisite for this to come into existence, we can consider the establishment of a world government to require the government to possess at least 60% of the world's total military power.

　アメリカを偉大にすると選挙で言っていた男が、アメリカを卑小にしている。ロシアとウクライナの戦争を終わらせれば、ウクライナなどどうでも良いと言わんばかりである。火事場泥棒のように、相手の弱みに付け込んでかの国の鉱物資源の利権を確保しようというのは、如何にも下品な人間である。

　民主主義や国際法よりも、自国の利益の方が大事だとする考え方は、最早世界のリーダーたる資格は無い。
　アメリカは、偉大どころか自国の国際的な信用やステータスを台無しにしてしまった。最近のアメリカの凋落は、後戻りは相当難しいだろう。

Trump: The man who degrades his country
　The man who said he would make America great during the election is destroying America. It's as if he's saying that Ukraine doesn't matter anymore if the war between Russia and Ukraine ends. It's a very vulgar person to take advantage of the weakness of the other party and secure the interests of that country's mineral resources, like a thief in a fire.

　A country that believes its own interests are more important than democracy and international law is no longer fit to be a world leader.
　Far from being great, America has ruined its international credibility and status, and America's recent decline will be extremely difficult to reverse.

権威を落とす国連

　国連の安全保障理事会の５つの常任理事国は、拒否権という強権を持っている。しかしながら、ロシアも中国も国際法を破り、アメリカも非道なイスラエルを無意味に支援している。そして、残るイギリスもフランスも国威は低下傾向だ。
　法は大国が自らを律して守ってこそ、遍く万国に普及する。常任理事国が自ら進んで、法を破るようでは、国連の土台を壊すようなものである。
　法という大切な約束事を平気で破るような国や政治家は新時代には邪魔者でしかない。

The UN's declining authority
　The five permanent members of the UN Security Council have the powerful power of veto. However, both Russia and China are breaking international law, and the US is meaninglessly supporting the nefarious Israel. And the remaining two, the UK and France, are also in decline.
　The law can only be widespread among all nations if major powers discipline themselves and abide by it. If the permanent members of the Security Council were to willingly break the law, it would be like destroying the very foundation of the United Nations.
　Countries and politicians who casually break important rules such as the law will only be a nuisance in this new era.
