地球大混乱

　安全保障理事会で拒否権を持つロシアがウクライナに侵略戦争を仕掛け、中国は国際法を守らず、アメリカの次期大統領はカナダとグリーンランドの領土が欲しいと言っている。拒否権を持つ５カ国のうち、３カ国が国際平和に背く行動を起しているのである。

　ガバナンスの観点から言うと、統率者不在の地球になってしまった状態である。地球ガバナンスの要求事項としては、地球が持続可能な惑星となるように全てのリソースを使い、それを可能な限りリスクを減らし、確実に実現する事である。

　しかしながら、現状はと言うと殆どの真逆の状態で、国際協調どころか分断が進行し、地球は安定ではなく不安定化していると言って良い。温暖化問題はどうかというと、問題解消ではなく問題の拡大サイクルに入ってしまったようだ。
　貧富の差が激しくなっているが、富者が身銭を切って強力な国際協調を主導しないと、資本主社会は自爆するだろう。

　Russia, which holds veto power in the Security Council, has launched a war of aggression against Ukraine, China is not following international law, and the next president of the United States wants the territories of Canada and Greenland. Three of the five veto powers in the Security Council are acting against international peace.

　From a governance perspective, the Earth has become a leaderless place. The requirements for Earth governance are to use all resources to ensure that the Earth becomes a sustainable planet, while reducing risks as much as possible.

　However, the current situation is the exact opposite, with international division progressing rather than cooperation, and it can be said that the Earth is becoming unstable rather than stable. As for the global warming issue, it seems that we have entered a cycle of exacerbating the problem rather than resolving it.
　The gap between rich and poor is becoming more and more severe, but unless the wealthy spend their own money to lead strong international cooperation, capitalist society will self-destruct.

 

自民党の献金団体

自民党の献金団体

　自民党の献金団体を調べてみたら、金額の多い順に日本医師連盟、日本自動車工業会、日本電機工業会、日本鉄鋼連盟、石油連盟等となっていた。自民党は政治資金規正改革の論議の中で、透明性を確保すれば企業団体等からの寄付は何ら問題は無いと主張しているが、これは間違いである。

　およそ支援団体が嫌がるような政策を打てる筈が無いし、検討しようとしても直ぐにブレーキがかかってしまうであろう。
　例えば、国の医療財政が逼迫している中で、医療費の低減に繋がるような根本的な政策を検討しようとすれば、医師連盟からクレームが出るに違いない。強力な温暖化対策を打とうとすれば、自動車工業会や石油連盟から待ったが掛かるに違いない。

　また、官僚の方でも上記の団体や企業群は自身が官界を退く時には魅力的な天下り先でもあるため、これらの組織が嫌がる政策は余り強力に推し進める気にはなれないだろう。つまり、これらの３者は連携する構造になっている訳である。
　であるから、これらの団体や企業からの献金や寄付は、政治を歪める元凶なのである。この事実は自民党議員は知っているのに是正すべき問題だと認識出来ないのは、かれが腐敗しておりその腐敗を自覚できないからであろう。

　When we looked into the organizations that donate to the LDP, the largest recipients were the Japan Medical Association, the Japan Automobile Manufacturers Association, the Japan Electrical Manufacturers' Association, the Japan Iron and Steel Federation, the Petroleum Association of Japan, etc. In the discussion of reform of political funding regulations, the LDP claims that there is no problem with donations from companies and organizations as long as transparency is ensured, but this is incorrect.

　There is no way that they could implement policies that support groups dislike, and even if they tried to consider them, they would likely be immediately put on hold.
　For example, with the nation's medical finances already under strain, if they tried to consider fundamental policies that would lead to reduced medical costs, the Japan Medical Association would surely complain. If they tried to implement strong measures to combat global warming, the Japan Automobile Manufacturers Association and the Petroleum Association of Japan would surely call a halt.

　In addition, the above-mentioned organizations and companies are also attractive destinations for bureaucrats when they retire from the government, so they will not be inclined to push forward with policies that these organizations dislike. In other words, these three parties form a cooperative structure.
　Therefore, donations and contributions from these organizations and companies are the root cause of distorting politics. The LDP lawmakers know this fact, but they are unable to recognize that it is a problem that needs to be corrected, probably because they are corrupt and cannot recognize their corruption.

DX直接民主制　（道州制）

　政治のパフォーマンスを向上させるには、道州制とDX直接民主制を併用するとよいだろう。政治への参画が進み、地方が活性化し、行政コストを低く抑える事も可能だろう。内政の重点が中央政府から地方の道政府に移行するので、全体としての行政コストは現在の半分程度に抑える事が出来るのではないかと思われる。

　To improve political performance, it would be a good idea to combine the prefectural system with digital direct democracy. It would increase participation in politics, revitalize local areas, and reduce administrative costs. As the focus of domestic affairs would shift from the central government to local prefectural governments, it is likely that overall administrative costs could be reduced to about half of the current level.

令和の大政奉還

　代議員制民主主義は日本に適していないので、DX直接民主制に移行すると良いと思う。国会の有り方も激変する事になるだろう。DX直接民主制が動き出すまでは政治的な空白期間が発生すると思うが、可能な限りこの期間を短くする必要がある。
　幕末の大政奉還のように一旦政権を天皇にお返しするのも良いかも知れない。

　Representative democracy is not suited to Japan, so I think it would be a good idea to move to digital direct democracy. The structure of the National Diet would also change dramatically. I think there will be a political vacuum until digital direct democracy gets up and running, but we need to shorten this period as much as possible.
It might also be a good idea to temporarily return power to the Emperor, like the Meiji Restoration at the end of the Edo period.

 

中庸外交

中庸外交

　現在の日本は遠いアメリカに組し、中国とは対立的な立場を採っている。アメリカと外交においては追随状態で、日本独自の方針に基づく行動を採る事は殆ど無いと言って良いだろう。
　日本政府は経済的には中国と良い関係を持ちつつも、政治的にはアメリカが中国を敵視しているので、日本もこれに倣うように期待している。

　しかしながら、文化的にも歴史的にも永く強い関係を持ってきた中国とは、本来仲良く付き合うのが最良である。もちろん、中国の領海侵犯という国際法を無視した行動は許されるものではないが、基本的に仲良く付き合っていく事が望ましいあり方である。そこで、日本の外交は欧米と中国を含むアジア及びその他の諸外国とを繋ぐという立場を積極的に採っていくべきである。これを中庸外交として日本の国策として提案したい。

Moderate Diplomacy
　Japan today is allied with the distant United States and takes a confrontational stance with China. It is fair to say that Japan follows the United States in diplomatic relations and rarely takes action based on its own unique policy.
　Although the Japanese government has good economic relations with China, the United States views China as an enemy politically, and so U.S. Government hopes that Japan will follow suit.

　However, it is best to maintain friendly relations with China, with whom we have had a long and strong cultural and historical relationship. Of course, China's violation of territorial waters, an act that ignores international law, is unacceptable, but it is generally desirable to maintain friendly relations. Therefore, Japan's diplomacy should proactively adopt a stance that connects Europe and the United States with Asia, including China, and other countries. I would like to propose this as moderate diplomacy and as Japan's national policy.
