中国が南シナ海での戦略を転換したことは、東シナ海における対日姿勢も変えた。習国家主席と安倍晋三首相との日中首脳会談に先立ち、日中両国は14年夏、緊張緩和に向けた４つの合意事項をまとめた。

　中国政府側も、日本との緊張が高まることで安倍首相の支持率が高まると懸念した。日中間の緊張は、13年11月に中国が尖閣諸島上空に同国の防空識別圏を設けたことでピークに達した。安倍氏は日本の平和憲法を見直したいと考えている。

アメリカでは、フェイスブックやツイッターへの投稿内容から、ある人物がテロ組織に関与している疑いが持たれた場合、ＦＢＩの覆面捜査官がその人物に接触するなどして、犯罪を計画していることを示す証拠をつかみ、逮捕に至る。連邦議会議事堂へのテロ攻撃未遂で、先月逮捕されたオハイオ州のクリストファー・リー・コーネルの事例がこれに当たる。

　一方、イギリスではインターネット上でテロ組織への支持を表明するだけで犯罪になる。特にここ数日、ネット上での発言を理由に逮捕される容疑者が続出している。

　17日朝には、マンチェスターとバーミンガムの間の町ストークオントレントに住む29歳の男がネット上にテロをあおる書き込みをした容疑で逮捕された。この男はテロ組織のメンバーとみられている。「ＩＳＩＳ（自称イスラム国、別名ＩＳＩＬ）に言及したオンライン上の疑わしい投稿」に気づいた市民の通報で逮捕に踏み切ったと、地元の警察は発表している。この男はただちに公共の安全を脅かす危険性はないと判断され、釈放されたが、引き続き警察の監視下に置かれる。

In the United States, social media activity showing an interest in or sympathy to a group on America’s foreign terrorist list, like the Islamic State (IS), can lead police to evidence of a crime plot. That was the case last month, when police arrested an Ohio man named Christopher Lee Cornell accused of planning an attack on the US Capitol.

But in the United Kingdom, the act of posting itself is the crime, as several Brits have recently learned.

On Tuesday morning, police arrested a 29-year-old man at his home in Stoke-on-Trent, a city between Manchester and Birmingham, England, for allegedly encouraging terrorism and being a member of a banned organization.


Officers were tipped off by “suspected online postings which reference the Islamic State,” West Midlands Police said, adding that there was no immediate threat to public safety.

The driving force behind the revival of Japanese militarism is the deepening breakdown of global capitalism, which is fuelling geo-political rivalries and tensions around the globe—from the provocative intervention of the US and its allies in Ukraine, to the new US-led war in the Middle East and Washington’s “pivot” against China. Like Germany, Japan continues to pursue its objectives within the framework of the US alliance, but, at the same time, is rearming in order to pursue its own imperialist interests, which may come into conflict with those of the United States.

Having suffered what it regarded as a humiliating defeat in World War II, the Japanese ruling elites only reluctantly accepted the constitution foisted on them by the American occupation. Abe often speaks of “escaping the post-war regime,” by which he means not only removing the constitutional shackles on the Japanese military but ending the country’s post-war subordination to American interests

In his 2006 book, Towards a Beautif ul Country: My Vision for Japan, Abe declared that Article 9 of the constitution “failed to provide a necessary condition for an independent nation.” That reflected the US stance toward Japan, he wrote. “In order to protect national interests of its own and other Allied powers, the US ... drafted the constitution not to let Japan challenge the Western-centred world order again.”

Abe is determined to remove the restraints on Japanese imperialism’s ability to aggressively prosecute its interests internationally. In just over two years since he came to power in December 2012, Abe has mounted a far-ranging diplomatic offensive to strengthen Tokyo’s ties around the world, visiting more than 50 countries on five continents.



The re-emergence of Japanese militarism holds great dangers for the working class in Japan and internationally. Amid a mounting economic crisis and growing inter-imperialist rivalry, all the major powers are preparing for war. The US and Japan fought a bloody war between 1941 and 1945 that cost millions of lives in order to determine which power would dominate China and the Asia Pacific. While the US and Japan are currently allies, the unresolved questions of the last war continue to fester, threatening new tensions and conflict.

The Detroit Free Press reported that Consumers Energy shut off the gas at the home where John Skelley was living on Jan. 19. He was found frozen to death on Feb. 1.

Although the Michigan Public Service Commission prohibits companies from shutting off heat from Nov. 1 to March 31 if there is a person older than 65 living in the home, Consumers Energy insisted that it could not have known that Skelley lived in the apartment because the bill was in someone else’s name.

The NPT has successfully discouraged several nations that had considered developing nuclear weapons and has even led a few of them to cancel programs that were already underway. This success was achieved in part through a twofold promise: that those nations that possess nuclear weapons will gradually give them up, and that these same nations will refuse to share nuclear technology and fuel with countries that refuse to sign the NPT. Two nations, India and Pakistan (and, by implication, Israel), openly defied the NPT. Hence the Bush administration’s deal with India was and is viewed as a major blow to the NPT regime.

Even more serious has been the deal’s impact on the nuclear arms race between India and Pakistan. At first glance it may seem that the deal should have had no such impact, because the technology and fuel covered by the deal were meant to be used strictly for civilian purposes, specifically for producing electricity. However, as Charles D. Ferguson, president of the Federation of American Scientists, wrote in Arms Control Today, India was short on uranium. “If the nuclear deal were to fall through, India would be forced to stop running about half of its indigenously fueled reactors or only operate its [nuclear submarine] fleet at approximately 50 percent capacity.” It would also have to choose between shortchanging its civilian energy program and limiting its production of nuclear weapons. By granting India access to uranium, the deal allows India to divert its indigenously-mined uranium to military applications without detracting fuel from the civilian program. To get uranium to India, the U.S. pressured members of the Nuclear Suppliers Group to “[ease] long-standing restrictions on nuclear trade with India.”
