東京都、基準値超セシウム検出で江戸川のウナギ出荷自粛要請

 東京都は7日、千葉県が同県市川市の江戸川下流域で採取したウナギの放射性物質を検査したところ、食品の基準値(1キログラム当たり100ベクレル)を超える140ベクレルの放射性セシウムが検出されたことから、関係する2つの漁業協同組合に出荷自粛を要請したと発表した。釣り客らにも注意を促す。

 都がこれまでに行った検査では、30ベクレル以下で、基準値を超える放射性セシウムは検出されていなかった。

 都によると、江戸川や荒川など周辺の計5河川では年間約11トンの水揚げがあるという。



 一応注視しておく必要はあろう。

 「第三の矢」の成長戦略にも注文をつける。安倍首相が「一丁目一番地」と位置付ける規制改革については「小泉内閣で経済財政担当相を務めた竹中平蔵さん(現・産業競争力会議議員)の考えと同じだが、当時は競争に負けた人を救うという発想がなかった。『第四の矢』としてセーフティーネットを設けるという方法がある」。


 アベノミクスの評価はまだわからないが、第一第二の矢のときのような速度感が欠ける。
 ぱっぱっぱっとやってもらいたい。そして、この第4の矢も重要。

 経済で失敗したら、たんなる米奴隷安倍政権として歴史に残るかもしれないので、頑張ってもらいたいものだ。

Chicago's students were the subject of much hand-wringing last fall when their teachers went on strike, demanding textbooks, air-conditioning, and smaller classes. Nicholas Kristof spent one of his New York Times columns giving his "expert" opinion on school reform; on Twitter, he declared: "About 85% of children in Chicago public schools are from poor families; they're the big losers in the strike."

As the Chicago school board voted to send kids walking through gang territory to unfamiliar schools, Kristof was busily touting the value of "girls' education" and combating poverty and complaining about American Airlines, but not a tweet was to be found about those children he supposedly cared so much about. Nearly 90 percent of the children who will be forced to attend new schools are black, but nary a pundit clutched their pearls about that.


白人読者を対象とするNYTのクリストフらしいね。




We take for granted that certain people "care" and that if they are simply shown the error of their ways they'll fix them - but the people who make the decisions about Chicago's schools have heard the message, loud and clear. They've chosen to ignore it.

It's time to stop pretending that politicians and pundits, whose lives are far from the people they lecture, do so because they care.

 「ソーシャルハラスメント」と呼ばれる嫌がらせなど会員制交流サイト(SNS)をめぐる相談が増えている。

 「承認してね」。東京都内の20代の男性会社員は課長から突然、声を掛けられた。フェイスブックで友達申請があったのを保留にしていたが、念押しされ渋々承認したところ、「週末は飲み会だったんだね」。課長は男性の書き込みに「いいね」を連発した。

 インターネットを利用したカウンセリングの専門家を養成する日本オンラインカウンセリング協会(東京)によると、ソーハラに関する相談が寄せられるようになったのは2年前ごろ。

 悩んでいるのは部下だけではない。都内のコンピューター関連会社に勤める40代男性は、部下5人に友達申請をしたが、承認はゼロ。職場ではぎくしゃくした雰囲気になり、自信をなくし、うまく指示できなくなり相談に訪れた。

(WASHINGTON) ― The government says 1 in 10 youths at juvenile detention facilities around the country reported having been sexually victimized by staff or by other youths.

The study by the Bureau of Justice Statistics found that among the more than 1,300 youths who reported victimization by adult staff, 9 out of 10 were male juvenile detainees reporting sexual activity with female staff members.

According to the bureau, about 2.5 percent of juveniles, or 450, reported a sexual incident involving another youth last year, and 7.7 percent, or 1,390, reported an incident involving facility staff.

The survey mandated by the Prison Rape Elimination Act defines sexual victimization as any unwanted sexual activity between youth and all sexual activity between youth and adult staff.

Young males made up more than 90 percent of the juvenile population at the facilities surveyed, and women accounted for nearly 45 percent of the staff.

The survey was conducted between February and September 2012 in 273 state-owned or operated juvenile facilities and 53 local or privately operated facilities that held youths under state contract. The survey covered incidents in the previous 12 months.

One in five victims of staff sexual misconduct reported experiencing physical force or threats. One in five said they were given drugs or alcohol to engage in sexual contact.

“It’s deeply troubling that staff ― the very people charged with helping these young people turn their lives around ― are the primary perpetrators of sexual abuse,” said Lovisa Stannow, executive director of Just Detention International, an advocacy group. “Today’s report illustrates the fundamental failure of many juvenile detention facilities to keep their youth safe, and to demand that staff uphold the most basic standards of professional behavior.”

More than 40 ‘predatory’ foreign rapists were able to enter Britain in a single year undetected, police have revealed.
Scotland Yard said the dangerous criminals were only uncovered thanks to a drive to discover the backgrounds of overseas suspects.
Officers said improved checks revealed a previously undiscovered stream of foreigners with a history of serious crime.


As a result police have pledged to throw hundreds of foreign suspects out of the country every week, even when they have not been convicted of a crime.

右翼も左翼も、いわゆる慰安婦問題が現代的価値観から判断された(1)グローバルな(2)女性の人権問題である、ということを見逃している。

 一部の右翼は(2)の部分がまだ飲み込めない。
 一部の左翼は(1)の部分を見てみないふりをしている。

 左翼がしっかりしていれば、少なくともガラパゴス化しなかった。


 アメリカの場合は、実際には激しい差別していていも、しらじらしく議会で、奴隷制度を反省する声明とか、日系人に謝罪する、とか、発表して、実際はどうであれ、自分たちの理想とか原則、常に確認明示しているし、機能していなくても、反差別法があるが、そいういったジェスチャー、そいうったPC、そういった建前の使い方が、日本の政治家は未熟なのではないか? それは、日本のジャーナリズムがそのとき、そのときの時代の人物たたきに終始して、現実にはその裏の社会問題をおろそかにしてきたことと密接に関係もしよう。

Today, women constitute up to 14.5 percent of the US Armed Services, with black women representing about one-third of the women enlisted. Those who enlist are more likely to be black, Latina, immigrants and white women from economically poor backgrounds.

Increasing economic inequality in the US, combined with the defunding of public education, has made the military a place of refuge for people from working-class and impoverished families. It is an institution that offers the promise of upward mobility for men and women, native-born as well as new immigrants, whose families lack the resources to pay for college education.


As a result, if they are se xually assaulted as recruits, enlistees are less likely to feel that they can afford to abandon their careers given limited job options in the current economy.


'Don't ask, don't tell'

The current face of "se xual assault survivors" in the US military is female. The experiences, voices and faces of male survivors of military s exual assault are missing. Men comprise 85.5 percent of active-duty personnel, and among the estimated 26,000 military personnel who were assaulted last year, male soldiers made up slightly over half.



Almost 90 percent of military sexual abuse victims do not report their assault - meaning that the majority of men remain silent after their abuse.



US military leaders have proven they are incapable of properly and justly handling s exual assault cases, and that they need oversight. Until more male victims join their female peers in demanding changes, though, it is unlikely that major changes to the Uniform Code of Military Justice will be made.

Military prostitution has long been seen around U.S. bases in the Philippines, South Korea, Thailand, and other countries. But since the U.S. has begun to deploy forces to many Muslim countries, it cannot be as open about enabling prostitution for its personnel. U.S. military deployments in the Gulf War, the Afghan War, and the Iraq War have reinvigorated prostitution and the trafficking of women in the Middle East.




During the brief Gulf War, the U.S. military prevented prostitution for its troops in Saudi Arabia, to avoid a backlash from its hosts. But on their return home, the troop ships stopped in Thailand for “R & R.” After the Gulf War, harsh economic sanctions forced many desperate Iraqi women into prostitution. The s ex trade grew to such an extent that in 1999 Saddam ordered his paramilitary forces to crack down on it in Baghdad, resulting in the executions of many women.
The U.S. invasion of March 2003 brought prostitution back to Iraq within a matter of weeks. The Iraq War has now lasted eight times longer than the Gulf War deployments, and is marked by a huge reliance on private security contractors. A U.S. ban on human trafficking, signed by President Bush in January 2006, has not been applied to these contractors.
The rebirth of prostitution has generated fear that permeates all of Iraqi society. Families keep their girls inside, not only to keep them from being assaulted or killed, but to prevent them from being kidnapped by organized prostitution rings. Gangs are also forcing some families to sell their children into sex slavery.

How the US military and contractors fostered prostitution in Iraq


While the article is a little out of date (November 2007) it does point out that military occupations almost always lead to increases in prostitution. This of course isn't unique to the US and I've read before that Nigerian and Sri Lankan UN peace keepers often perpetuate prostitution as well. Prostitution is often seen near military bases (Angeles City outside of Manila, Philippines, is a notorious example). After discussing this article with several friends, they had these good points to say:

"[The author] seems to disproportionately bash the US (which she seems to have retained as a home country), even though this is a general pattern of war since time began and not specific to American wars in the 20th century. Her next target seems to be the private contractors, who really only differ from some previous wars by their nationality (the "engineer" in Miss Saigon was a local trafficker, but she doesn't seem as bothered by that) or that they are private contractors (een though mercenaries have also been the norm in warfare for most of history).
