Norway Terror Attacks Toll Upped to 87: Norwegian Man Arrested

Norwegian authorities early Saturday dramatically increased the death toll in a gun attack at a youth camp on the Norwegian island of Utoya to at least 80, bringing the total number dead in a pair of apparently related attacks Friday to 87.

Police have arrested a Norwegian man for the deadly attack at the summer youth camp run by Norway's ruling party, and they believed the same man was responsible for a bombing at a government building in central Oslo several hours earlier that claimed at least seven lives.

強制捜査の方針、決定当日に漏らす　元警部、隠蔽工作も

　品川美容外科（東京都港区）を巡る捜査資料流出事件で、同外科側への強制捜査の方針が決まった当日にこの情報が、同外科に再就職した警視庁元警部の中道宜昭（のりあき）容疑者（５３）を通じて同外科に伝わっていたことが捜査関係者への取材でわかった。警視庁は、捜査指揮官だった同庁捜査１課警部の白鳥（しろとり）陽一容疑者（５８）が漏らした疑いがあるとみて調べている

Montreal Cop Suspended For Racial Profiling, Falsifying Charges

The case stems from the night of Nov. 9, 2008, when Philippe Gauthier and his partner were on patrol, trying to identify members of motorcycle and street gangs.

The officers spotted Vens-Cols Edmond sitting in the passenger seat of a car outside Le Garage Motel St-Pierre strip bar in St. Jérôme at around 3 a.m. Edmond was waiting to pick up his wife, a dancer.

Gauthier rapped on the passenger window with his flashlight, then screamed and swore at Edmond to lower his window.

When he didn’t, Gauthier whipped open the door and dragged Edmond out, tearing his shirt, then pushed Edmond.

Edmond pushed back and demanded to be brought to the police station so he could give his version of events.

Police searched him and his car, handcuffed him and put him in the patrol car, then discovered he had no criminal record. They let him go, issuing a ticket for insulting a police officer.

The next day, Gauthier wrote a police report saying there was alcohol at the scene, intimating Edmond was drunk, and that Edmond assaulted him. Charges were brought against Edmond.

In their investigation of the incident prompted by Edmond’s complaint, the ethics commission found Gauthier falsified the charges to cover the fact his only reason for approaching him was that he was black.

Edmond, who spends most of his time in Florida where he owns a large store, had his visa revoked because he had to travel over the border so many times to appear in criminal court and before the ethics commission.

He also feared being prosecuted for assaulting a police officer. The charges have been dropped.

“When it is used with malicious intent, the pen of a police officer can be a tool as fearsome to the fundamental rights of a citizen as a gun is to his physical well-being,” the commissioners wrote.

In total, Gauthier was sentenced to a suspension of 132 working days without pay, mainly for falsifying charges. He was suspended 10 days for racial profiling.

Study: Brazilians Feel Race & Skin Color Plays Key Role In Labor & Justice System

Most Brazilians feel that race and skin colour have great influence in labour relations and in the way they are treated by police and the judiciary, according to a report from the Brazilian Geography and Statistics Institute, IBGE.

According to the paper, 63.7% of Brazilians interviewed said that skin colour and race directly influences the lives of people in the country. Another 71% said race was influential at the work place and getting a job.

Race is also influential when it comes to the police and magistrates according to 68.3% of interviews.

The IBGE paper on ethnic-racial characteristics was based on several public opinion polls taken in six of the country’s most dynamic states.

The paper also showed that Afro-Brazilians are paid on average 40% less than ethnic whites.

In multiracial Brazil over half the population is brown and black.

Security guards accused of racism during Ceduna deaths inquest

PRIVATE security officers are removing Aboriginal people from the scenic foreshore at Ceduna because of their race, an inquest has heard.

The forced removals, by a private security firm, were instilling resentment and distrust in vulnerable alcoholics, deputy state coroner Anthony Schapel was told today.

Police sergeant forced out over racist comments

A Wilton Manors police sergeant on the force for 32 years has agreed to resign after being accused of making “hateful” comments about blacks and Hispanics.


Under a separation agreement approved Tuesday night by city commissioners, Sgt. Peter Bigelsen will be paid almost $45,000 in accrued sick time and personal hours in exchange for his resignation. Bigelsen, 65, could not be reached for comment Thursday.

Police Chief Paul O’Connell, who called Bigelsen “a bigot with a badge,” had recommended the sergeant be fired.

Late last year, Bigelsen was placed on administrative leave for sending hundreds of racist e-mails from his work computer. The chief said three incidents then occurred in February and March that made him want Bigelsen out: two remarks to or about Hispanics and a comment to a black officer to “go to the back of the bus.”

“Mr. Bigelsen had just returned from a lengthy and well-publicized internal affairs investigation regarding his use of the department’s e-mail system during which he spewed his racist venom,” O’Connell wrote to City Manager Joseph Gallegos in a memo on May 31. “One would think that after such an ordeal he would have learned his lesson. . . . Rather than the non-personal communication of e-mail, he raised the stakes and the impact of his racist words to a new level: in your face.”

Bigelsen had been in trouble before. In 2007 he was cited for making an inappropriate comment to a female employee.
