29章 主のことばがなければ
1．指導者の倫理
１節の「うなじを固くする者」は、頑固な者を意味しています。叱られても、頑なに言うことを聞かないような人は、手の施しようがありません。そのような人は、ある日突然破滅してしまうものだ、と言います。
指導者には、正しくあって欲しいと、誰もが願うことでしょう（2節）。正しい指導者は、国をしっかり治めますが、重税を取り立て、人を粗末にするような指導者は、いずれ国を亡ぼします（4節）。ただ実際に正しい人が指導者になるとは限りません。組織は矛盾に満ちており、期待通りの人がトップに立つとは限らないからです。そして12節、類は友を呼ぶ、悪い指導者の周りには、悪い部下が集まるものです。
しかし希望がないわけではありません。正しいことをなさる神がおられるので、正しく生きていれば、悪い支配者と悪い者の終わりを見届けることになります。
そこで、正しさを大事にしましょう。正しい人は、調子のいいお世辞を言ったりはしません。それが躓きのもとであることを心得ているからです（5節）。また、正しい人は、人を陥れようとはしません（6節）。自分のために落とし穴を作るようなものですから。また正しい人は、弱い者への配慮を怠らないものです（7節）。また正しい人は、争い事をかきたてるようなことをせず、むしろ、治めようとします（8節）。正しい人は、敵のためにも祈ることができる人です。頭に来ても、感情をぶちまけて怒鳴ったりせず、むしろぐっと我慢し、事の成り行きを見ていきます（11節）。
さて15節、突然子どもの教育について出てきます。教育は父ばかりではない、母の責任でもあると語っています（15節）。しかし言いたいことは、悪い支配者が興れば、神がこれを正されますが（16節）、そもそも論として、悪い支配者を育てない家庭教育が重要だ、ということでしょう。子どもはしっかり躾けるべきで、心を砕いた努力は報われると言います（17節）。
2．神の言葉に生きる
18節「幻がなければ、民は好き勝手にふるまう。」とあります。ここで「幻」と訳されたことばは、ヘブル語でハゾォン、預言とも訳されることばです。ここはよくビジョンと言い換えられて語られるところですが、実際には単純に「預言」と受け止めるべき程度のものでしょう。つまり、「神のみおしえ」がなければ、人は好き勝手に振る舞うということです。神のみおしえは、人に何が正しく、何が間違っているのかを教えるのです。それは人間社会の絶対的な真理を教えるものです。確かに、国や人が違っても、これは正しい、これは間違っているという考え方というものはあるものです。そのような公の義を示す、神のみおしえを守る者は、幸いである、と言います。それは、悪者が支配する時代にあっても、神のなさることに希望をつなぐことができるからです。
大切なのは、この神のみおしえに沿って、民を治め、訓練する指導者が現れることなのでしょう。神のことばは、ただ語って聞かせるだけではだめで（19節）、自らやって見せて、養育する努力を惜しまないことです（17、19、21節）。次に、20節以降を簡単に言い換えてみます。思慮深く語りなさい（20節）。若い者を甘やかしてはいけません（21節）。怒りやすさ（22節）、高ぶり（23節）、不正を捨てなさい（24節）、ただ神を恐れ（25節）、神の裁きを尊重する（26節）、そこに神の守りがあると心得なさい。闇と光は混じることがないものだから（27節）、闇ではなく、光の人生を歩みなさい。光の人生、つまり神の側に立って歩む者は、神が支えてくださる、と言います。では、今日もよき一日となるように祈ります。

Chapter 29: Without the Word of the Lord
1. ethics of leadership
In verse 1, "he who hardens the nape of his neck" means a stubborn person. A person who stubbornly refuses to listen when rebuked is out of control. Such a person will be ruined one day, he says.
We all want our leaders to be righteous (v. 2). A righteous leader will rule the nation well, but a leader who collects heavy taxes and mistreats people will eventually bring the nation to ruin (v. 4). However, it is not always the case that the right person will actually be the leader. Organizations are full of contradictions, and the expected person may not always be at the top. And verse 12, Birds of a feather flock together, and around a bad leader, bad subordinates will gather.
But this does not mean that there is no hope. There is a God who does what is right, and if we live right, we will see the end of bad rulers and bad men.
So, let us value righteousness. A righteous person does not engage in well-tempered flattery. He knows that it is a stumbling block (v. 5). Also, the righteous person does not try to trip people up (v. 6). For it is like making a pit for yourself. And the righteous person does not neglect concern for the weak (v. 7). The righteous man does not stir up strife, but rather seeks to subdue (v. 8). A righteous person is one who is able to pray even for his enemies. Even when they are angry, they do not lash out and yell, but rather they hold back and see how things turn out (v. 11).
Now, in verse 15, the education of children suddenly comes up. He says that education is not only the father's responsibility, but also the mother's (v.15). However, what he is trying to say is that if a bad ruler rises up, God will correct him (v. 16), but in the first place, it is important to educate the family not to raise bad rulers. Children should be disciplined well, and they will be rewarded for their efforts (v.17).
2. live by God's word
Verse 18: "Without a vision, the people will behave as they please." The word translated "vision" here is the Hebrew word hazon, which is also translated "prophecy. This is often paraphrased as a vision, or a goal for the future, but in reality it should be taken simply as a prophecy. In other words, without "God's word," people will behave as they please. God's will tells people what is right and what is wrong. It teaches the absolute truth of human society. Certainly, different countries and people have their own ideas of what is right and what is wrong. Blessed are those who keep God's commandments, which show such public righteousness. Blessed are those who keep God's commandments, for they will be able to hold on to hope in what God is doing, even in times when the wicked rule.
What is important is to have leaders who govern and train their people according to God's word. God's word cannot be merely spoken and heard (v. 19), but must be demonstrated and nurtured (vv. 17, 19, 21). Next, let me simply paraphrase verses 20 and following. Speak thoughtfully (v. 20). Do not spoil the young (v. 21). Put away wrathfulness (v. 22), pride (v. 23), and injustice (v. 24), but only fear God (v. 25) and respect His judgment (v. 26), knowing that therein lies God's protection. Walk in the life of light, not darkness (v. 27), for darkness and light do not mix (v. 27). He says that those who live a life of light, that is, those who walk on God's side, God will sustain them. I pray that today will be another good day.
