A Prescription for 'De-China'　
How should Japan, following the example of Europe, proceed to 'break free of China'?
1. First of all, we should use the democratic method of 'voluntary behavioral change of the people' to control the infection as soon as possible and aim to 'declare the end of the disease.'
As a one-party dictatorship, China has contained the infection by limiting privacy (as they say).　
If the West fails to do so, there are concerns that the value system's freedom must be suppressed for the sake of security' will spread.
To stop this, Japan and other free nations must show that they can contain the corona without restricting freedom.　
Japan believes that freedom, democracy, and the rule of law, can take a look at Taiwan and Germany, which have succeeded in preventing the disease.
2. The next step is to join an international team to investigate the source of infection.
The U.S. and other Western countries call for information to be made public and for an on-site investigation to be carried out because China is responsible for the pandemic, which it continues to cover up.　
If Japan does not take a more explicit stance toward China, as in the case of President Xi's postponement of his visit to Japan as a state guest, there is a possibility that Japan will be labeled a "barbaric country" by the West as well as China.
The rift between the West and China will only deepen.
As a member of the G7, we should align ourselves with the West and participate in international investigative missions to defend our liberalism.　
3. Japan, the U.S., and Europe should shift their supply chains to focus on China.
The government will spend a total of 243.5 billion Yen to encourage companies to return from China or relocate to a third country.
The yen was included in the emergency economic measures.
Countries in Asia, such as Vietnam and Indonesia, are friendly and can be destinations for investment from China.
Strategic industries with high value-added industries want to return their production bases to the country and work with the "Five Eyes" to diversify.　
Measures to induce tax cuts and deregulation, modeled on the example of the Trump administration, are also necessary.
We need to expand our suppliers of rare earth, which were once dependent on China, it is to France, Vietnam, and other countries. It makes use of our experience of working with the United States and the European Union to cut down on China's unfair resource diplomacy.
The government should protect domestic companies from Chinese investment and takeover from a security perspective.

「脱中国」の処方箋　
では、欧州を参考に日本はいかに「脱中国」を進めるべきか。
①まず「国民の自主的な行動変容」という民主的な方式で一刻も早く感染を抑え、「終息宣言」を目指したい。
一党独裁の中国は、プライバシーを制限して感染を封じ込めた（と言っている）。　
西側が手こずれば、「安全のため、自由は抑圧されてもやむを得ない」との価値観が蔓延する懸念もある。
それを阻止するには、日本はじめ自由主義国が、自由を制限せずともコロナを封じ込められることを示さねばならない。　
自由と民主主義、法の支配を信奉する日本は、防疫を成功させた台湾やドイツが参考になる。
②次に感染源の国際調査団に参加すべきだ。
米国を中心に欧米では、パンデミックの責任が隠蔽を続ける中国にあるとして、情報公開や現地調査の実現を求めている。　
習国家主席の国賓来日延期のように中国に配慮して日本が態度を鮮明にしなければ、中国と同様に欧米から「野蛮国」のレッテルを貼られる可能性がある。　
欧米と中国の亀裂は深まるばかりだ。
Ｇ７の一員として欧米に足並みを揃え、国際調査団に参加して自由主義を守るべきだろう。
③日米欧で中国に重点を置いたサプライチェーンを転換することだ。政府は企業が中国拠点を国内回帰か、第三国への移転を後押しする費用として総額2,435憶円を緊急経済対策に盛り込んだ。
アジアではベトナムやインドネシアなど、友好的で、かつ対中投資の移転先となる国がある。
付加価値の高い戦略産業は生産拠点を国内回帰させ、「ファイブ・アイズ」と連携して多元化したい。　
トランプ米政権を手本に、減税や規制緩和の誘導策も必要だ。
かつて中国に依存したレアアースをフランス、ベトナムなどに調達先を広げ、米国、ＥＵと連携して不当な中国の資源外交を切り崩した経験を生かしたい。
④安全保障の観点で中国の投資と買収から国内企業を守るべきだ。　政府は、改正外為法施行に合わせ5月8日、原子力や武器製造、医薬品など安保上、重要性が高い12分野、518社を「コア企業」と位置づけ、海外投資家が株式取得する際の事前届け出の基準を10％以上」から1％以上」に引き下げ、規制を強化した。　
しかし、インテリジェンス部門も参加する米国の「対米外国投資委員会」（ＣＦＩＵＳ）では、あらゆる業種で安保上の懸念が見つかれば、過去に遡り処罰できるが、日本では形式的な事前規制でしか網をかけられず、″死角”が生じかねない。
欧米と情報共有して中国への技術流出を防ぎたい。
⑤最後に、中国依存のインバウンドからの脱却を目指せないだろうか。　
コロナで百貨店や観光関連産業が大打撃を受けたが、そもそも中国人観光客の「爆買い」に依存する構造が問題だった。　
世界ではアニメ、マンガ、ゲームという日本のコンテンツが「ネオ・ジャパニズム」としてブームを呼んでいる。
ロンドンでは、大英博物館で開催した「葛飾北斎」や「マンガ」展に多くの英国人が訪れ、ジャパンハウスで開いた「安野光雅」展も大盛
況だった。
日本式カツカレーも大人気だ。
日本文化はソフトパワーになりつつある。　
昨年のラグビー・ワールドカップ観戦で訪日した英国人の知人らは、おしなべて美しく礼儀正しい”おもてなし”に魅了され、再訪したいと目を輝かせた。　
英国はじめワールドカップラグビーに出場したニュージーランドなど英連邦諸国からの観光客も視野に入れてみてはいかがだろうか。

The Expanding 'Siege Against China'　
France, where President Xi visited France in March 2019 and signed a €40 billion order contract, also clearly pointed to the Chinese government's responsibility, with President Macron telling the Financial Times in mid-April, 'You can't be stupidly honest and say that China is handling this (viral outbreak) well.'

And a 'siege' on China is spreading in Europe and the United States, including Australia, which is calling for an 'independent investigation.'
In April, the Henry Jackson Society, a British government-affiliated think tank, announced a policy proposal that the Chinese government's failure to disclose sufficient information to the World Health Organization (WHO) is in violation of international health regulations and that the international community should demand compensation from China.　
The UK's losses were estimated to be £350 billion, with the seven industrialized nations (G7) calculating a minimum of £3.2 trillion.　
In May, the report also recommended that the UK relies on imports from China for 71 high value-added and strategically important products such as pharmaceuticals and high technology and that the five Anglo-Saxon "Five Eyes" countries, including the US and Canada, which share confidential information, should work together to end their dependence on China through decoupling trade with China.
The five countries should bring back 319 products from China to their countries, it said.　
However, as they struggled to contain the pandemic, they noticed that Chinese companies launched an offensive to acquire the most advanced companies.

2019年3月に習国家主席が訪仏、400億ユーロ（約4兆6千億円）の受注契約を締結したフランスもマクロン大統領が4月中旬、フィナンシヤル・タイムズ紙に、「中国がこれ（ウイルス流行）にうまく対処していると、バカ正直に言ってはいけない」と中国政府の責任を明確に指摘した。　
フォルクスワーゲンの世界販売台数中、中国が約4割を占めるため慎重姿勢だったドイツのメルケル首相も透明性に苦言を呈した。
4月20日の会見で、「中国がウイルス発生源に関する情報をもっと開示していたら、世界のすべての人々が学ぶ上でより良い結果になっていた」と述べたのだ。　
ドイツ最大手紙「ビルト」が4月中旬、中国に賠償総額1650億ドルを請求すべきとの社説を掲載すると、中国政府関係者が反論を投稿、同紙が再反論する異例の言論戦が繰り広げられた。
中国とロシアは、ブレグジットなどで欧米を離間させる工作をしてきたが、コロナでは中国の責任を問う米国の強硬姿勢に英仏独など欧州主要国が同調、「独立調査」を求めるオーストラリアを加え欧米で”対中包囲網”が広がる。　
英国の政府系シンクタンク「ヘンリー・ジャクソン協会」は4月、中国政府が世界保健機構（ＷＨＯ）に十分な情報を開示しなかったことは「国際保健規則」に反しており、国際社会は中国に補償金の請求を求めるべきという政策提案を発表。
英国の損害額は3500億ポンド（約47兆4400億円）、先進7ヵ国（Ｇ７）は最低3.2兆ポンド（約430兆円）と試算した。　
さらに5月、英国は医薬品やハイテクなど付加価値が高く戦略的に重要な71製品を中国からの輸入に依存しており、機密情報を共有する米国、カナダなどアングロサクソン5ヵ国「ファイブ・アイズ」で連携して、中国とデカップリング（分離）貿易で中国依存を解消すべきと提言。
5ヵ国で319製品を中国から自国に取り戻すべきだとしている。　
ところがパンデミック封じ込めに四苦八苦するうち、気づけば中国企業が先端企業の買収攻勢を仕掛けて来た。
コロナ危機で、欧州企業の株価が下落したためだ。
欧州各国は防衛に乗り出した。　
英デイリー・エクスプレス紙によると、Ｍ１６とＭ１５は、英国のインテリジェンスと先端産業を保護する安全保障の観点で、戦略的産業が中国資本に飲み込まれないように国家が管理を厳格にすべきと訴えた。
ドイツ政府は4月上旬、ＥＵ域外企業が買収しようとした場合、「ドイツの利益を阻害する恐れがある」と見なせば、阻止できる規制を承認した。
医薬品やエネルギー、デジタル産業も安保上、重要とした。　
イタリア政府も銀行や保険、エネルギーなどで海外企業が10％以上の株式を取得しようとすると、政府承認を求める。　
スペインも新規則を導入。
戦略的業種に指定する企業の経営権や10％を超える株式をＥＵ域外投資家が取得する場合、新たな承認獲得を義務づけた。

The monthly magazine I am referring to is a must-read not only for the Japanese but also for people all over the world.
After all, it is only 950 yen, even though it is full of real articles like this one.
The following is from the EU/UK fly into a rage against China, The Japanese way, Five Prescriptions for De-China, and It is from an article by Shin Okabe, an editorial writer for the Sankei Shimbun, which appears in this month's issue of WiLL.
The article clearly shows that the media, such as Asahi Shimbun and T.V. broadcasters, such as NHK, are not news organizations entirely under Chinese influence/control.
The emphasis in the text, except for the headline, is mine.

Let's return to the beginning of England.
'How do I express my gratitude to you for saving my life?'
On April 12, after being released from the hospital in a critical condition, Prime Minister Johnson thanked medical personnel for their help. And it showed his willingness to unite a society divided by the withdrawal from the E.U. with Corona.　
Four days later, on April 16, Foreign Minister Raab, acting on behalf of Prime Minister Johnson, declared his intention to investigate the facts and clarify China's responsibility thoroughly.
He said: "We have no choice but to ask tough questions of China. It is clear that we will not be able to return to normal relations with China after the crisis. We must completely rethink our relations with China.　
The U.K. has accepted significant investment from China because of the austerity measures taken during Cameron's administration to improve the budget deficit after the Lehman Brothers collapse.　
In 2015, Chinese President Xi Jinping, who visited the U.K., and former British Prime Minister David Cameron signed a £40 billion (£7.4 trillion) investment deal, including a stake by Chinese state-controlled companies in a nuclear power plant project in the U.K.
And they hailed it as a 'golden age of Britain and China.'
U.K. was the first European to ignore U.S. warnings and join the China-led Asian Infrastructure Investment Bank (AIIB). It began working with Chinese telecoms equipment giant Huawei, which the U.S. is wary of, and in January of this year decided to allow the company's 5G partially.　
After recovering from the infection, Prime Minister Johnson is now facing a backlash.　
The British government, shocked by the intelligence services' findings that the number of people infected and killed in China was dozens of times higher than officially announced, is suspicious of the peculiarities of a one-party Communist Party dictatorship that silences the doctors who sounded the alarm bells in the early stages of the outbreak while generating the virus, uses the WHO to spread false information that there is no human-to-human transmission, and continues to cover up 'inconvenient truths' to promote regime-dominated 'foreign propaganda.'
At the heart of the Chinese denunciations are the ruling Conservative Party's strongest hardliners who pushed for Brexit (Britain's exit from the European Union), the prime minister's backbone.
MP Jacob Rees-Mogg, who led the hardliners to leave the E.U., and MPs Davis and Fox, the former international trade minister, who served as the minister in charge of leaving the E.U., introduced a bill in the House of Commons in March calling for a blanket withdrawal of Huawei's introduction of 5G.
Although it was rejected, 38 M.P.s supported it, calling on Chancellor Johnson to rebuild all ties with China, including withdrawing Chinese investment in the energy industry and a complete review of the Chinese dependent supply chain.
The Johnson administration partly tolerated Huawei because U.K. mobile phone companies have been using its products for 15 years, and getting rid of the company on 5G would be hugely expensive.　
But the winds have changed with Corona.
Now is the time to break their dependence on China.
Mr. Tugendhat, chairman of the House of Representatives Foreign Affairs Committee, who founded the China Research Group, said, 'China's attempt to hijack the technology of Britain's leading-edge companies is forcing us to reconsider the introduction of Huawei from a security perspective.'　
Baron Patten of Barnes, the last Governor of Hong Kong, also said, 'The Chinese government's response to Corona is dangerous for the whole world. The British government must redefine the relationship between Britain and China. It is no longer a golden age.' He added that even if the economic costs are high, the British government must change its policy toward China, such as Huawei's introduction, to make it more effective.
Huawei sent an open letter to the British government on April 1, claiming that the interruption of the introduction of 5G would cause harm, but received intense "de-China" pressure from the conservative leader who supported the administration. Also, Prime Minister Johnson will inevitably be forced to change his policy toward China due to the fact that he wandered around the deadline.
The European Union countries, which had inclined to follow the U.K.'s lead in approving China's introduction, have begun to rethink their policies toward China.　
'The time has come to treat China as an enemy.'
The editor-in-chief of the Daily Telegraph, in which Johnson was enrolled, also wrote in the column, "See China as an enemy," and pressed the Prime Minister to make a decision.

私が言及している月刊誌は日本人のみならず世界中の人たちが必読である。
何しろ本稿の様な本物の記事が満載されているにもかかわらず、たったの950円なのだから。
以下は、EU・英国は中国にカンカン、日本流　脱・中国五つの処方箋、と題して月刊誌WiLL今月号に掲載されている、産経新聞論説委員岡部伸の論文の続きである。
この論文は朝日新聞等やNHK等のテレビ放送局が全く報道機関の体を成していない事と、彼らが完全に中国の影響下＝支配下にあることを明瞭に示している。
見出し以外の文中強調は私。
英国の覚悟　
話を冒頭の英国に戻すー。　
「命を救ってくれたことへの恩義をどう表現すればいいのか」。　
4月12日、集中治療を受ける重篤な状態から退院したジョンソン英首相は、医療関係者に謝意を表明、ＥＵ離脱で分断した社会をコロナで団結させる意欲を見せた。　
その4日後の16日、ジョンソン首相の代行を務めたラーブ外相は、事実関係を徹底調査して中国の責任を解明する方針を明言。
「中国に厳しい質問をせざるを得ない。危機後に中国とは通常通りに戻れないことは明らかだ。対中関係を全面的に見直すべきだ」と語った。　
英国が中国から多額の投資を受け入れたのは、リーマン・ショック後の財政赤字改善策としてキャメロン政権時代に緊縮財政を取ったためだ。　
2015年、訪英した習近平国家主席とキャメロン元英首相が英国の原発プロジェクトに中国国政企業が出資するなど400億ポンド（7兆4千億円）の投資契約を結び、「英中黄金時代」と自賛した。
米国の警告を無視して中国主導のアジアインフラ投資銀行（ＡＩＩＢ）へ欧州で最初に参加し、米国が警戒する中国通信機器大手、華為技術（ファーウェイ）と協力を始め、今年1月、同社５Ｇの一部容認を決めた。　
感染から回復したジョンソン首相はいま、その反動に直面している。　
情報機関の調査で中国の感染者、死者数が公式発表の数十倍になることに衝撃を受けた英国政府が疑念を抱くのは、ウイルスを発生させながら感染初期に警鐘を鳴らした医師の声を封印し、ＷＨＯを使って「人から人への感染はない」と虚偽情報を流布させ、「不都合な真実」を隠蔽し続けて体制優位の「対外宣伝」をする共産党一党独裁国家の特殊性にある。　
中国糾弾の中心は、首相の屋台骨を支えるブレグジット（英国のＥＵ離脱）を推進した与党保守党の最強硬派だ。
ＥＵ離脱強硬派を主導したリースモッグ議員やＥＵ離脱担当相を務めたデービス議員、フォックス前国際貿易相らは3月、ファーウェイによる５Ｇ導入の白紙撤回を求める法案を下院に提出した。
否決されたが、38人の議員が支持し、エネルギー産業への中国投資撤回、中国依存サプライチェーン（供給網）の全面見直しなど、あらゆる中国との関係再構築をジョンソン首相に訴えている。　
ジョンソン政権がファーウェイを一部容認したのは、英国の携帯電話各社が15年前から同社製品を導入しており、５Ｇで同社を排除することは膨大なコストがかかるからだ。　
しかしコロナで風向きが変わった。
いまこそ、中国依存を断ち切るチャンスである。
中国リサーチーグループを発足させたトゥーゲンドハット下院外交委員会委員長は、「中国が英国の先端企業の技術をかすめ取ろうとしており、安保の観点からファーウェイ導入は再考せざるをえない」と主張する。　
最後の香港総督を務めたパッテン喞も、「中国政府のコロナ対応は全世界にとって危険。英政府は英中関係を仕切り直さねばならない。もはや黄金時代ではない」と、経済コストがかかってもファーウェイ導入などの対中政策の見直しを訴えた。　
そのファーウェイは4月1日に英政府へ公開書簡を送り、「５Ｇ導入中断は、害を及ぼす」と参入存続を訴えたが、政権を支える保守党重鎮から強い「脱中国」圧力を受けたジョンソン首相は、死線を彷徨った経緯からも必然的に対中政策の転換を余儀なくされるだろう。
英国に続いて導入容認に傾いていたＥＵ各国も見直しに動き始めた。　
「今こそ中国を敵国として扱わねばならない」。
ジョンソン首相が在籍したデイリー・テレグラフ紙の論説主幹も、コラムで「中国を敵国とみなせ」と書き、首相に決断を迫った。　　
情報機関も対中関係の一掃を求める。
英秘密情報部（SIS、通称M16）のサワーズ前長官氏は、「12月と1月、中国は問題を西側に隠した」と隠蔽工作を指摘し、国内治安維持に努める英情報局保安部（Ｍ１５）のマッカラム長官は、「今や最大の脅威は中国」と述べ、監視対象をロシアから中国の産業スパイやサイバー犯罪に移すと宣言した。
