待望の超大作「南京!南京!」がついに日本初上陸

上映実施要綱

【場所】 中野ゼロ 小ホール(550席)


 再び上映ということで結構な話です。The Cove にせよ、この南京、南京にせよ、反対する人は上映させた上で、事実と違うところ、あるいは、描写が不適切なところを批判すればいい。

 関連企業のボイコットを呼びかける、というならまだしも、しかし、従来の一部の右翼のように表現そのものを禁止・抑圧せんとする活動はかえって、当該作品の宣伝活動になるだけ。野蛮でしかない。

 表現の自由を守りながら、その一環として批判をするのが正攻法であろう。

 さて、その南京南京の映画監督の陸川氏。

陸川がパームスプリングス国際映画祭をボイコットしたというニュースを見ました。

この映画祭で『The Sun Behind the Clouds』が上映されることに対する抗議だそうです。

昨年のメルボルンではウイグル問題でしたが、今後もこのように政治的な理由による映画祭ボイコットが続きそうな気がします。

中国の劇場公開作品は政府の管轄下にあるため、常に政府の意向に従わなければいけないという事情があります。
だから、監督やプロデューサーの個人的な意思だけでは、映画祭への参加や不参加を決められないのは理解できます。
ただ、この記事で陸川が「一切は国の利益に重きを置くべきだ」と語ったというのを読むと、実に情けなくなります。
ただお国の為に映画を撮ってると公言することに、何の恥じらいも感じないのでしょうか。

超円高に鈍い反応…政権末期、首相の危機感薄く

 円相場が戦後最高値を更新し、日本経済が緊急事態に陥る中、退陣を控えた菅首相と首相官邸の対応の鈍さが際立っている。


 首相は、東日本大震災発生以降続く円高への対策を事実上財務省任せにしてきた。19日深夜、ニューヨーク外国為替市場で円が75円台の最高値を記録した後も、首相交代をめぐる“政治空白”が続く首相官邸は、ひっそりとしたままだ。


 内閣も無責任だが、いままで人事報道に集中して報道の政策論議・政治空白をつくり、先のことを論じないで辞めろ辞めろだけさわいでいたメディアもおかしいと思うぞ。

 内閣・議会に対してだけでなく、大手メディアに対する国民の不信感も増大するのではないか。

 メディアも、今後は、国家の優先順位を考えて、政策面、あるいはその運用およびその失敗・不都合、庶民の声 などを重視した紙面・時間割をお願いしたい。

34-year-old E, from Nigeria, went into an Italian restaurant in Itaewon in May of 2007 and ordered some food, only to be told by an employee to “please show me your ID card.”

“I just came here to have something to eat, why should I show you my identification?” she asked, and was told that “I need to confirm you are a black person.”

There are others who have suffered racial discrimination at this restaurant. Another Nigerian named O was asked to show identification. Even after showing it, the employee said that “blacks and Nigerians may not use this restaurant.” O’s American spouse U tried to speak but because of the Nigerian citizenship they were turned away. The restaurant said that “recently there have been problems caused by Nigerians so we are not letting them in.”

Finally, E sent a petition to the National Human Rights Commission (국가인권위원회). The Commission told the restaurant that “banning entrance by Nigerians simply because other Nigerians have caused problems constitutes discrimination on the basis of race and nationality… you must cease this action.”

29-year-old Bonojit Hussein, an Indian research professor at Sungkonghoe University, was on a bus in July of 2009 when 32-year-old Mr. Park told him that he was “dirty” and “smelled bad”. Prof. Hussein’s female Korean friend received insults such as “you Chosun (expletive), how do you feel dating a foreign darkie?”

Prof. Hussein reported Mr. Park to the police, but the police officer wanted him to “reach a settlement if you can” and did not investigate. Furthermore, the police officer even said that “you were only born in 1982, how can you be professor? What do you actually do?” Prof. Hussein sent a petition to the Commission, which advised the police to institute human rights training.

At the end of last year there were 1.26 million resident foreigners, 2% of the total population. However, there is widespread discrimination against foreigners on the basis of race or skin color. It has been less than one year since the expression “skin color” in crayons was judged to be racially discriminatory. On the internet there are comments such as “three reasons to stop southeast Asian (expletives) coming to Korea to work or get married” and “no Muslim should be allowed within two kilometers of the G-20 meeting.” The Commission recently sent a report on racially discriminatory internet comments to the heads of the Ministry of Justice (법무부) and the (한국인터넷자율정책기구이사회).

Petitions to the Commission alleging discrimination on the basis of race or nationality are increasing yearly. Experts say that “discriminatory acts occur because of the strongly-held beliefs in ethnic superiority and that our race is purer than other nations… On the other hand, resident foreigners are increasingly aware of their rights and that increases the number of petitions.”

The Commission announced on July 26 that over the 10-year period from November of 2001 through May of this year it had received 230 petitions alleging discrimination on the basis of nationality, ethnicity, or skin color. There were 213 cases involving nationality, 10 cases involving ethnicity, and 7 cases involving skin color.

There were 50 cases involving discrimination on the basis of race. Through 2008 there were very few, but there were 22 in 2009 and 12 in 2010. Since 2007 there have been 103 cases involving religious discrimination.

Jeong Jin-seong, professor of sociology at Seoul National University, said that “the continuing prevalence of discrimination against foreigners is due to the lack of experience our country has had with ethnicities from outside the Korean peninsula… Globally, there are few countries that are as racially homogeneous is our country… It is also due to the belief that no country can compete with our schools.” Foreign workers began entering the country in the 1990s, and international marriage came up in the 2000s, and because of the long-standing racial homogeneity foreigners are unfamiliar and experience hostility and ostracism.

日本でも他人事ではない。

国際紙面をみれば、あるいは、庶民の声に耳を傾けていればこれから起きるだろう日本の社会問題は明かであろうに、議員も行政もあるいはメディアも無関心であるのはいかがなものか。


Law can't stop EDL

The responsible call by the mayor of Tower Hamlets to ban a proposed demonstration by the English Defence League is undoubtedly justified (Petition advertisement, 13 August; Letters, 30 August). Sadly, however, even if the home secretary accedes to his legitimate request it will not stop the EDL. Under existing public order legislation the home secretary has no power to ban a static demonstration or assembly.

This week it was revealed that the cost of a 40-minute static demonstration in my former constituency of Dewsbury by a 100 or so EDL members cost the police and taxpayers £172,000, not to mention the community anguish and fear.

I believe current legislation is outdated and no longer fit for purpose. In the wake of the riots, the proposed police cuts, the alleged links between the EDL and the heinous massacre of 77 innocent Norwegian citizens, and the chance of more violence in our communities, the time has come to amend public order legislation to allow the fullest protection possible for our communities up and down the land. Abstract notions of freedom of expression must now be subordinate to very real notions of freedom from oppression.

自殺をするのは、気がおかしいのだという人もいるが、

躁鬱病や分裂病で自殺する人はかなり少ない。自殺はむしろ絶望と相関している。

2)他の利益のために犠牲にできないし、どんな利益も凌駕する価値がある。従って、
3)自殺・安楽死は間違っている。


といわれるが、しかし、

反論

あ)太郎はある時から死ぬまで意識不明にする薬を与える
い)太郎を殺す。

というケースを考え見れば、あ)とい)は同じように不正だが、しかし、生命不可侵説だと、あ)はい)に比べて格段ましなことになる。

また、

え)花子が望む夢のような生活を与えるが、死期を一日早める魔法をかける
お)花子が死期を早めないで、惨めな生活をおくる魔法をかける。


お)よりえ)の方がましであるが、しかし、不可侵説だと、生命を奪うことはいかなる利益もくつがえすからそうとは言えなくなる。

・・・・というように思考実験してみれば、生命不可侵説は説得的とはいえない、また、


B)無責任

1)社会に貢献する義務に反している(トマスアキナス)

ともいわれるが、しかし、社会に対して貢献はしないが、害も与えていない。

さらに、

2)子供など養育責任がある場合がある。

ともいわれるが、しかし、里子にだせばいいし、生きる意志を失った場合、養育を継続するのは困難。


C) 判別能力のある人が、正しい情報を与えられ、ある方法での死を選択する判断をしたがその判断が間違っている場合、介入して止めるべきか。


ということが問題になる。

説得を試みるべきであるが、しかし、最終的には自己決定権を尊重すべきである。
仮にその判断が間違っていても、その人の自由の方がより尊重すべきこともある。
自己決定に基づくものであれば、最終的には、例えば、体に悪くても煙草を吸う自由を奪ってはいけないし、他人に思いやりが欠ける態度をしていると、人に嫌われることがわかっていても、その態度を無理して改めさせることはできない。子供を養えないのに子供を産むこと、老いた親の面倒を見ないことなど間違ってはいるが、だからといって、国家が個人的生活にまで侵入して強制することはできない。

以上より、

判別能力あるひとが、適切な情報をえて、責任のある方法で、自分の死を選ぶ場合、それは許される行為であるし、気が変わらない限り、それを手伝うことも許される、

・・・・という結論。

なお、死ぬ権利生きる意味でも扱ったことがある。

言っておくが、これは倫理的な議論であって、自殺幇助すれば日本でも違法である。また、自殺を考えている人は、もよりの相談所に相談してみてください。上記の議論はかなり極端なケースであり、自分の生命でも他人の生命でもたいていの場合、それが、他の利益を凌駕することにはかわりはない。

今の日本に大切なのは、出生率を上げるために子育てをいかに支援していくかという総合的な計画だ。子ども手当をやめることで、もっと重要な子育て支援策に財源を回せますというのが大切なはずなのに、自民党もそこの議論はできていない。

今、自民党が示すべきは、こうすれば何年までに出生率2.0まで引き上げることができるというトータルなパッケージではないか。

4Kをやめさせましたというのは政策ではないし、高校の無償化はきちんと続けていくべきだ。

もっともだ。
ただ、高校の無償化はどうなのだろうか?公立学校というものがあるのだから、そちらを教科書代・修学旅行代などを含めて無償にして、いけばいいのではないか。余裕のある家族にまで補助金を提供する余裕があるのか?

子育て支援 財源の裏付けある総合施策を(8月20日付・読売社説)




 来年度からの新児童手当も、所得制限で支給対象からはずれた世帯の救済策など、財源とともに詰めるべき点が残されている。

 次期政権がどのような形になるにせよ、与野党でただちに、建設的な制度設計に取りかからねばならない。

Reports of violence in international marriages, some of them Internet matches, have increased in recent years. In 1998, fewer than 2,500 foreign women applied to become permanent residents under the Violence Against Women Act, which allows abused wives to apply for residence without the support of their husbands. In the fiscal year that ended in September, 9,500 applied.

The government does not keep tabs on international matchmaking, so there are no reliable data on the prevalence of domestic abuse involving mail-order brides. One such case, however, involved Katerina Brunot, a Russian who was 22 when Frank Sheridan, then a 38- year-old plumber, spotted her on a European Connections Web site seven years ago.

After Brunot married Sheridan, it went downhill fast. Her husband kept her a virtual prisoner, beat her, had her put in jail and harassed her. He died in a shootout with a police officer who was trying to arrest him for stalking.

"I think the percentage of men looking for someone from another country who are violent is very high," said Brunot. "Probably most of them want to control because when you are a foreigner you sort of belong to that person."

Foreign Students in Work Visa Program Stage Walkout at Plant

PALMYRA, Pa. ― Hundreds of foreign students, waving their fists and shouting defiantly in many languages, walked off their jobs on Wednesday at a plant here that packs Hershey’s chocolates, saying a summer program that was supposed to be a cultural exchange had instead turned them into underpaid labor.


The students, from countries including China, Nigeria, Romania and Ukraine, came to the United States through a long-established State Department summer visa program that allows them to work for two months and then travel. They said they were expecting to practice their English, make some money and learn what life is like in the United States.

In a way, they did. About 400 foreign students were put to work lifting heavy boxes and packing Reese’s candies, Kit-Kats and Almond Joys on a fast-moving production line, many of them on a night shift. After paycheck deductions for fees associated with the program and for their rent, students said at a rally in front of the huge packing plant that many of them were not earning nearly enough to recover what they had spent in their home countries to obtain their visas.

Their experience of American society has been very different from what they expected.

“There is no cultural exchange, none, none,” said Zhao Huijiao, a 20-year-old undergraduate in international relations from Dalian, China. “It is just work, work faster, work.”

Each summer, the State Department brings many thousands of foreign students to the United States on the international work-travel program, with visas that are known as J-1. Over the years, the program has successfully given university students from distant countries a chance to be immersed in everyday America and to make lasting friends.

But in recent years, the program has drawn complaints from students about low wages and unexpectedly difficult work conditions. It appears, however, that the walkout at the Palmyra plant is the first time that foreign students have engaged in a strike to protest their employment.

NASHVILLE ― A federal jury on Thursday awarded $200,000 in damages to a Nashville woman who was shackled by Davidson County Sheriff's deputies during labor.

The jury deliberated for about an hour before deciding the amount to give to Juana Villegas, who was arrested in July 2008 on a minor traffic violation for which charges were later dropped.
Villegas testified that her wrists and ankles were bound while she was in labor during an ambulance ride from the jail to the hospital. She said she did not know that a deputy who could unlock the shackles was riding in the front of the vehicle.

Two Plead Guilty To Hate Crime Charges For Swasitka Branding Of Disabled Navajo Man

Two men have pleaded guilty to federal hate crimes for a racially motivated assault in New Mexico that included branding a developmentally disabled man of Navajo descent with a swastika, the Justice Department has announced.

“The young victim in this case was assaulted, branded and scarred because he happens to be a Native American –- that simply is inexcusable and criminal. Today’s guilty pleas demonstrate the law enforcement community’s resolve to bring to justice anyone who victimizes a person because of the color of their skin or ethnic heritage.”

During Thursday’s hearing, according to a statement released by the Justice Department, Beebe, 27, and Sanford, 25, said that the victim was taken to Beebe’s apartment, which had racist paraphernalia, including a Nazi flag.

After the victim fell asleep, the defendants “began defacing the victim’s body by drawing on him with blue, red and black markers.

Once the victim awoke, Beebe branded the victim, who sat with a towel in his mouth, by heating a wire hanger on a stove and burning the victim’s flesh, causing a permanent deep impression of a swastika in his skin,” according to the Justice Department.

Arizona Tribe Demand Apology For Racist Remark Targeting Its Leadership

FLAGSTAFF, Ariz. ― A northwestern Arizona tribe is demanding an apology from the developer of the Grand Canyon Skywalk for what it contends was a racist comment.

The Hualapai Tribe and Las Vegas businessman David Jin have been engaged in a contract dispute over the glass bridge that extends from the canyon on tribal land.

Jin spokeswoman Aimee Romero was quoted in the Vegas Seven magazine in an article published Thursday as saying that the tribal leadership is "lawless" and has an " government."

Tribal lawmaker Waylon Honga says the language is discriminatory and perpetuates stereotypes about American Indians.

Ohio Couple’s Apartment Vandalized With Racial Slurs, Death Threats

A couple living at the Liberty Circle Apartments at 2205 Tower Blvd. were subjected to racial slurs and death threats left after the second of two break-ins in a week’s time.

The 23-year-old woman and her 34-year-old boyfriend found their apartment ransacked with “die n―-ers” written in lip balm on their television and “N―-er ill kill you b―- die n―-er” written on a bathroom mirror, according to police Officer Ryan Vrooman’s incident report.

“It was just a hate crime,” the woman said in a Wednesday interview. “Nothing was stolen, just racial slurs all over the place.”

The woman said she is black and Latino and her boyfriend is black. She said they have kept to themselves since moving into their apartment on June 10 and have no idea who targeted them.

America’s pseudo-scientific crusade to create a white, blond, blue-eyed biologically superior “master race” was a misguided twentieth century quest called eugenics. More than twenty-seven states joined the shameful decades-long utopian campaign of medically and legislatively engineered racial supremacy. But only one state, North Carolina, is now readying a massive plan of financial reparations to its surviving victims. Just how much North Carolina should pay is now the subject of a historically wrenching debate even as the state grapples with its budget deficit.
Eugenics was a fraudulent social theory claiming that a better society could be created by eliminating “undesirable” human blood lines, while promoting the desirable types. This dark crusade was waged by progressives, liberal do-gooders, and social engineers who sought to forcibly manufacture a utopia. In Greek, the word utopia means “no where.”

Ultimately, more than 60,000 Americans, mainly women, were coercively sterilized. Many victims were systematically tricked into thinking it was a harmless procedure. At all times, California led the nation in the number of such sterilizations, all taxpayer funded.
America’s eugenics movement, powered by millions of dollars from the opulent Carnegie Institution, the Rockefeller Foundation, and the Harriman railroad fortune sought to extend its reach into Germany. Rockefeller and Carnegie spent Depression-era fortunes to finance the worst Nazi doctors and race institutes. Hitler promptly implemented American precepts with stunning ferocity and velocity. Among the chief recipients of Rockefeller money was top Nazi doctor Otmar von Verschuer. During the Holocaust, Verschuer’s assistant, Josef Mengele, continued eugenic twin research at Auschwitz. Mengele’s efforts yielded monstrous experiments. At Nuremberg, the Nazis read the words of Holmes and entered the California statutes in their defense. Nonetheless, Nazi doctors were convicted of genocide.

Universities changed their plaques from “Department of Eugenics” to Department of Genetics. Research labs, scientific journals, organizations, and others in the field did likewise. States coast-to-coast began repealing or dead-lettering their eugenics-influenced laws, from marriage prohibition, to compulsory confinement in special colonies, to state-ordered sterilization. Modern genetics cast off its genocidal past, and raced into the future promising to benefit mankind. Something similar happens when a Colombian starts dating someone; suspicion and apprehension are usually followed by the obnoxious question: "¿Será que este tipo/mujer vende drogas?" (Is this guy/gal a drug dealer?) Similar stories are also shared by many fellow Latinos. Motivated by these negative stereotypes among more, a group of Colombian students living in the U.S. joined efforts and created PorColombia.

Also, I've read online comments playing the racism card asking if Colombians have a problem with Ms. Saldaña portraying a Colombian woman. These comments are usually spouted by other Latinos who know little about the Colombian psyche and inner culture. This does not mean that our society has not had issues protecting its black and indigenous populations, but Colombia is hardly alone in Latin America and the world when it comes to these issues.

この映画に対して文句をいうと、アフリカ系のコロンビア人女性をつかったから、文句いってんのか、と言われるがそうではない、と。(因みに、”白人”が支配的な国家でなくても、肌の色が濃い方が差別される、と言われている。)

予告をみると、幼いときに、親を目の前で殺された少女がヒットマンになって復讐していく物語である。
”白人”刑事とのからみがあるが、ラストはどうなるのかはわからないが、そのからみのなかで、女性が愛をみつけ、多少悔い改める、とかなんとか、ということならハリウッドの典型的な”白人”救済主的な映画になる。そこをついたほうがよかったのではないか、と思う。

They all deny racially aggravated assault on Mohammed Ali and racially aggravated criminal damage during the alleged incident on January 31.

Chicago Police Officers Remain on Duty After Alleged Beating

Chicago - One day after Fox Chicago News broke the story about Chicago Police officers involved in an alleged beating caught on video, the officers remain on the street. Chicago Police Superintendent Garry McCarthy, dealing with his first big police scandal since taking over the department, has declined to comment.

Michael Ayala, a manager at the 7-9-11 Food and Liquor store in the 4800 block of South Archer Avenue, says he remains terrified of police and wonders if he will ever get over what happened.

Ayala and his younger brother Adrian were closing up the store at 1:00 A.M. Tuesday when some 8th District officers handcuffed and questioned them on suspicion they were burglarizing the store. After verifying Ayala's story and employment the officers let the brothers go. But Michael Ayala says he told the sergeant in charge at the scene that their actions had been captured on surveillance video and he was not going to let the incident end there.

The video then shows the officers charging Ayala. One bashes his head against a window outside and then after Adrian Ayala tries to help his brother several other cops join in and rush the two men, shoving them into the store and then pushing them to the floor. The video shows the officers punching and kicking the men as they lay on the floor.

Black scientists are less likely than whites to win research dollars from the National Institutes of Health, says a study released Thursday that is prompting changes at the premier science agency.

“This situation is not acceptable,” declared NIH Director Dr. Francis Collins, who announced steps to better train young scientists in seeking the highly competitive grants and appointed a high-level task force to explore other actions.

Increasing diversity in science, to better reflect the U.S. population and its health problems, is a big concern.

子ども手当―メンツより大切なこと


 支給対象を見直すのはやむを得ないが、「所得に関係なく、子育て世帯は社会から応援されている」というメッセージを明確にする政策が必要だ。

 子ども手当の代わりに扶養控除が廃止されていたことで税負担が重くなる世帯に、緩和措置を講じるのは当然だ。認可保育園の入所が後回しにされたり、保育料が重くなったりすることへの不満にも対応して欲しい。

 スウェーデンでは児童手当に所得制限がなく、育児休業中の給付は、所得に比例する。それが女性の働く意欲につながる。

 男女ともに能力を生かして働きながら、子育てをする。それを社会が応援する。その認識の共有が、子ども手当の看板より大切なはずだ。


理念はいいが、しかし、具体性にかける。

 少子高齢化は日本が抱える大問題である。これは解決していくしかない。
ところが政府の財布はすっからかん。とすれば、他を削ってこっちにまわすしかない。ここでも無駄遣いをより徹底的に洗い出す作業が必要である。そして、親に金を配っても子供にまわるとも限らないから、働く女性・男性が利用する、託児所・保育園・学童保育を増設し、その利用はクーポン制度などにして子育てグッズ・サービスを無料ないしかなり低く抑えるようにしたらどうか。

確かに原発は危険なものだと思う。しかしながら、科学技術というものは常に危険を伴うものであり、いかにそのリスクを抑えて使いこなすかが文明というものだ

 福島第一原子力発電所で起きた原発事故は、大きな失敗である。車の衝突事故や中国で起きた高速鉄道の追突・脱線事故も同様に失敗だ。なぜ事故が起きたのか、どこに問題があったのかを究明し、そのうえで事故の再発を防ぐにはどうすればよいかを考える。これが私たちの歩んできた文明の歴史ではないか。

 つまり、原発そのものの事故というよりも、「管理不行き届き」による事故だったと言えないか。であれば、「管理不行き届き」による事故をなくすにはどうすればよいか、あるいは事故が起きたのはどこに問題があったのかについて、科学的・技術的な議論を十分に重ねるべきである。

 そのうえで、やはり原発は人間にはコントロールできないものだとわかり、「原発をやめよう」となるならよい。私は原発推進派ではない。かねてから原発の危険性を指摘した本を何冊も書いている。そんな私から見ても、科学的・技術的な議論が行われないままに、まるでファッションのように脱原発の潮流に乗るのはどうかと思う。

今、TKKは全部悪者だという言われ方をするが、それは誤解ではないか。その誤解を解くためにも、今こそ東電も経産省も原子力関連企業も原発に関する情報はすべてオープンにすべきだと思う。

 同意見だ。もっとも、60年安保に似ているとすれば、結局挫折するといったところか。

 情報公開を推進する、というのもその通りで、脱原発云々をいうにせよ、言わないにせよ、そっちをまず徹底的に洗うべきだ。それは原発関連だけに限らない。それと、TKKが悪者というより、それぞれは独自の利益を追求するのは、それはそれで、もっともで、しかし、その政官業の癒着に問題がある。癒着が起きないように監視機関は独立に、そして、情報はスケスケに、というのがいい。これも、原発だけでなく、検察・警察にせよ、天下り法人にせよ、できるだけスケスケがいい。

女性警官の横暴さに激怒、中国で数千人が暴動

 【香港=槙野健】香港の人権団体・中国人権民主化運動ニュースセンターによると、中国山東省済南で17日、警官の横暴な振る舞いに怒った住民数千人が警察車両を壊したり、道路を封鎖したりする騒ぎが起きた。


 女性警官が、自分の車を優先して修理するよう業者に頼んだが断られたため、夫にこの業者を殴らせた。これに激怒した住民らが警官らを取り囲み、駆けつけた警官隊の車両を壊すなどしたという。

 中国では強い権限を握る治安関係者に対し、多くの住民が不満を抱いている。このため小さなトラブルがきっかけとなり、大規模な抗議行動と衝突に発展するケースが相次いでいる。


 日本ではさすがに、こうした事件はないが、しかし、横暴な警官について、あるいは行政の傲慢な対応についての苦情はときどき見かける。そうした庶民の小さな声をメディアがすくいとれるかどうかが、今後の日本社会の安定がかかっている。

 まあ、クーラーのきいた心地よい料亭で、脱原発あるいは政局談義しているような、編集者たちには無理かもしれないが・・・。

France to Pay Immigrants to Return Home


New French President Nicolas Sarkozy made immigration a central issue of his campaign. Now, his new minister for immigration and national identity says its time to start paying immigrants to leave the country.

New immigration minister, Brice Hortefeux, confirmed on Wednesday that the government is planning to offer incentives to more immigrants to return home voluntarily. "We must increase this measure to help voluntary return. I am very clearly committed to doing that," Hortefeux said in an interview with RFI radio.

Under the scheme, Paris will provide each family with a nest egg of €6,000 ($8,000) for when they go back to their country of origin. A similar scheme, which was introduced in 2005 and 2006, was taken up by around 3,000 families.

For the first few years that he lived in Spain, Nexar Sambrano seemed to be living the immigrant dream. Leaving behind a near-subsistence existence on a farm in Ecuador, he had moved to Barcelona in 2005 and found a good delivery job with the local beer company. After 18 months he had set aside enough money to think about bringing his children and girlfriend over to join him. But then the recession hit, and Sambrano lost his job. He took odd jobs painting or doing masonry, but in the end, it wasn't enough. "I was relying on my friends for food," Sambrano, 38, says. Which is why, when the Spanish government offered him money to go home, he took it.
It's been over two years since Spain enacted its Voluntary Return Plan for immigrants, which grants legal residents who lose their jobs the right to receive their entire unemployment benefit in two lump sums ― one upon departure, and the second after arriving in their country of origin. By now, some 17,000 documented migrants from the U.S., Eastern Europe, and Africa have signed on to the plan, part of a successful effort, says the government, to reduce the pressure on the Spanish economy and spark development in other parts of the world. Yet because that number falls far short of the government's own predictions of 87,000 when the program launched in 2008, some immigrant organizations have labeled it a failure. And many of those who have been its supposed beneficiaries, like Sambrano, aren't sure what to think.

Insufficient funding, along with inadequate promotion and explanation, are some of the reasons that Carlos Giménez, Director of the Institute for Migration, Ethnicity and Social Development at Madrid's Autonomous University, believes the Return Plan hasn't had more adherents. But the real problem, he suggests, is the provision that requires departing migrants to surrender their residency permits, and agree not to return to Spain for at least three years. "You're asking people to give up something they've worked hard to earn," he says. "I understand why the government is concerned about ... a scenario where someone takes the money, and turns around and comes back. But there are things they can and should do to protect against that, while still protecting people's juridical status."

Return Migration Increased with Help of Migration Organisation

The number of immigrants to Finland who have returned to their home countries has significantly increased with the aid of the Assisted Voluntary Return programme of the International Organization for Migration. The programme has been especially popular with asylum seekers.
During the 14 months that Assisted Voluntary Return (AVR) has been implemented in Finland, over 300 people have returned to their home countries. Over 450 applied for inclusion in the programme.
Before the International Organisation for Migration (IOM) launched the project, the number of returners was much lower. Only about 45 immigrants returned voluntarily to countries outside the EU each year between 2005 and 2009.
IOM’s Assisted Voluntary Return helps the immigrants in all their travel arrangements and supports their readjustment to their homelands, also offering financial support.
The three-year programme is funded by the European Union’s Return Fund and the Finnish Immigration Service.

As we have reported, Margarita Rodriguez, was murdered on Monday by her estranged husband. Her death, has raised awareness of a nationwide problem. One out of every four women in the United States is physically abused by her partner on a regular basis.

Rodriguez, we have learned was trying to reach out. She had filed for a protection order. But did that move actually cost her her life?

She filed the request on August 11th. When she filed, she wrote that her estranged husband threatened to take her life. The hearing was scheduled for Wednesday.

But before that could happen, her husband, followed through on his threats.

Margarita Gonzalez saw the warning signs. She filed a protection order. But that move, might have ended her life.

"After the protection order is filed that's when they usually escalate the most," said Crisis Center Executive Director Shellie Pointer. "They have lost control of that person and they no longer are going to have them. There are sometimes they feel that if they cannot have that person, then no one's gonna have that person."

They get angry that you've talked about it... you're not supposed to talk about it," said one domestic abuse survivor.

YAKIMA, Wash.-- We ran a story last week about a family dealing with homeless people who were using their yard as a toilet. Viewer response prompted us to take a closer look at the options available for homeless people in the valley.

Sometimes escaping a domestic violence situation leaves people homeless. The YWCA of Yakima has programs to make sure women who flee abusive situations don't end up on the street. They operate an emergency shelter where victims and their children can stay for up to 90 days.

However they've recently received a $300,000 grant from Safeco Insurance that will help them fund a long-term solution to homelessness. They feel their two-year transitional housing program will help break the cycle of violence.

"They face the reality of...I either go back to the abuser, live on the streets, or they try to go to another shelter, and that's not a lot of choice when you have kids that you have to take care of. So, the transitional housing addresses that number one barrier," YWCA Executive Director Erin Black says.

How can we as readers shy away from a representation which is so close to the truth of what is happening in the real world? It's extremely hard to continue reading the book, in completely contrast to the page-turner, action-adventure-politial-intrigrigue story of The Girl with the Dragon Tattoo, for example, even though that book was overtly marketed as a feminist tome, under the Swedish title Men Who Hate Women

I'm not saying that violence should never be shown or described. We need our movies and TV shows and games and books to address issues of the violence in our culture, and violence against women is included in that. But some of these examples just play into the same old misogyny―without asking anything more of the audience―which is a shame and a missed opportunity.

 ま、英語圏でミソジニーというとき、どのようなニュアンスがあるのか、今後もう少し注意を払ってみたい、と思う。

 で、記事の問題意識はこうした女性に対する暴力があるのは事実だが、その描写をそこまでするのはいかがなものか、といった問題意識であるが、

In short, what we signify as ‘black’ is really a matter of perspective and perception that when it is transposed into the medium of film, many black and white filmmakers adhere to these perceptions for the sake of making the material appear ‘realistic’ or authentic, when in actuality this perception is a simplification of the most complex aspects of our racial identity.

To give a more explicit rendering of my point it has been reported that during a 24 hour period on a weekend in August of 2011, 17 people were shot and 6 people were killed in my city of Detroit.(2) This news sent shockwaves throughout the city and around the country. These news reports give the impression of lawlessness and a grim day-to-day reality in the urban ghetto. But during this same 24 hour period the majority of the citizens in Detroit lived their lives within the boundaries of the law and without incident.


 こちらは、”黒人”のメディアにおける描写についての問題点。やはり、”黒人”に関してもヒップホップ的な紋切り型の描写法がある、それは嘘ではないのだけど、”黒人”の生活の現実の多様性を反映していない、と。

 女性に関してでも、”黒人”に関してでも、それはマイノリティーに関することであり、そして、日本人は世界でマイノリティーですから、かれらに言われることはすなわち日本人についてもいえるわけです。

 日本に関して全くのでたらめ記事というのもあるが、それに加えて、非常に例外的な、あるいは、極端な例が繰り返し取り上げられるケースが多い。それはうそではないけども、日本人の普通の姿とか、多様な日本人の姿というのが無視されている。

 日本人も自分たちを欧米人などに表現するとき、彼等に期待されている日本人を描写したりすることもあるわけで、固定観念をさらに増殖固定化してしまう原因となる。

 白ー黄ー茶ー黒というヒエラルヒーで日本人は加害者にも被害者にもなる立場ですから、被害にもNOと言っていくと同時に、加害者の立場にならないようにも注意していかなくてはいけない。

 ところで、日本人に関して、conformism 大勢順応主義とかいわれたりすることがあるが、それも、個人を識別できないからではないか、と思うことがある。

 欧米人は個人主義だというが、しかし、例えば、いくつものピンポン球が乱雑に飛びはねているようなもので、たしかに、個々はバラバラに動いているかも知れないが、しかし、一様にバラバラに動いているのであってそれもある意味大勢順応主義わけである。

 また、イスラムやユダヤあるいは、アジアアフリカ系に対する反発、あるいは同化の強制は、その裡で、強烈な大勢順応主義が作用している証左であろう。

 ある国や文化圏に関して言われる社会学風の常套文句は一応疑ってかかる必要がある。

Couple Sue Employers Over ‘Caste Discrimination’



In a case of how the Indian caste system has been imported into Britain, a young Hindu-Sikh couple have sued their British employers of Indian origin for alleged discrimination on the basis of caste.

Although covert caste discrimination is believed to be widespread among Britain’s Indian community, this is the first time that someone has made a formal complaint in what is seen as a test case in a long-running campaign for caste prejudice to be recognised as racism.

The couple, Vijay and Amardeep Begraj, claim that they lost their jobs at Heer Manak, a Coventry-based firm of solicitors, because their bosses frowned upon heir inter-caste marriage and they were subjected to harassment.

The employers dismissed the claim as outrageous.

Men Behind Attack On Hispanic Male Have Ties To White Supremacist Group



Authorities believe men with ties to a white supremacy group are behind a recent attack.


Three men, two from Gosper County and the other from Colorado were in court today, charged with a race fueled assault on a Hispanic man back in July.

The victim, 29-year-old Billy Rios was found bloodied and beaten at a mobile-home park in Johnson Lake, and police believe race was a motivation behind the attack.

“It appears at this time that they have affiliations with a white supremacy group and that the victim was Hispanic and the three suspects are white,” Dennis Ocken, Gosper County Sheriff said.

West Corp. Sued For Racial Discrimination

Communications service provider West Corp. fostered a racially hostile work environment that included hiring a security director who had been fired from the Nebraska State Patrol for joining a white supremacist group, according to a lawsuit filed Wednesday.

Rex Brown, of Omaha, says in the lawsuit filed in Omaha’s federal court that he endured racial and ethnic slurs, was subjected to different standards of discipline than white counterparts and was denied the same level of support by his bosses as other white sales directors.

Brown, who is black, worked as a director of sales at West from 2004 until he was forced to resign in 2010 after complaining of discrimination, the lawsuit says.

Brown said during his employment, West hired Robert Henderson as head of security for its corporate headquarters in Omaha.

Henderson was fired as a state trooper in 2006 after it was discovered he had joined the Knights Party, which is affiliated with the Ku Klux Klan, two years earlier.

Family members of a man severely beaten at a party in West Chicago last weekend say the attack was racially motivated.

Phillips, a College of DuPage student, says he was beaten early Sunday morning at a late-night house party in suburban West Chicago.

He says he was the only African-American at the party when he was confronted by Thomas Randich, 19, after speaking to a young woman.

“He was like, ‘Yeah, you’re talking to the wrong girl.’
I was like, I looked at him – I’m confused – I was like, ‘What do you mean I’m talking to the wrong girl?’” said Phillips.

Phillips says after a heated argument, tempers cooled, but when he turned to walk away, he says was punched from behind and hit the concrete floor with his face. He says he was then kicked and punched repeatedly.

The social fabric in our country is fragile, and the fault lines are often defined by race. Our communities and schools are increasingly segregated. Globalization and our economic woes are leaving many young people without hope for the future. And we're seeing a backlash against the nation's changing ethnic makeup. All of this provides fertile ground for bigotry and violence to take root and flourish. Meanwhile, our political system seems paralyzed, incapable of protecting the interests of working people, much less pulling us together.
Messages of hate and bigotry can be found not only on the fringes of our society but virtually nonstop on television, talk radio and the Internet, where certain groups of people are demonized and held up as scapegoats for our problems. Too many of our politicians pour fuel on the fire by exploiting divisions in our society -- fostering an us-versus-them mentality and casting entire groups of people as "the other."

Connor Phillips, 20, of Grovebury Road and 19-year-old Karl Rozier, of Mountjoy Close, were each sentenced to 21 months in a young offender institution.

While Ashley Mongen, 18, of Sewell Road, was locked up for 20 months in a young offender institution.

The trio were sentenced at Blackfriars Crown Court on Friday (August 12) after pleading guilty to violent disorder at an earlier hearing.

The court heard police were called to Woolwich Arsenal railway station at 11.10pm on May 28 after a disturbance on the 10.39pm Charing Cross to Gillingham service.

While onboard, a 31-year-old man from Strood, smelt cigarette smoke and asked the men to stop smoking.

He was then subjected to racial abuse, although it was not clear who the comments were made by, before a fight broke out.

The group set upon the victim, who used a Stanley knife to defend himself, wounding the three men and himself in the process

CLOVIS, Calif. – On June 14th, also known as Flag Day, Patty Dawson dropped her Apache uncle off at the Fresno train station after a family visit, and headed for home around 2:30 p.m.

What happened next she will never forget.

Dawson, who is Navajo and San Carlos Apache, said she was at a stop sign in the small town of Clovis when a car behind her bumped into her lightly. She glanced in the rearview mirror and saw three people in the car, and decided to keep going.

As she continued down the two-lane highway, the car behind her sped up alongside her and tried to force her off the road. Dawson said she tried to evade them, but the car then tried passing her on the right dirt shoulder of the road, forcing her into the oncoming traffic lane.

Fearful of their intentions, Dawson headed for the next business she saw, an Arco station with people in the parking lot where she thought she’d be safe.

Before she could get out of her car, she was attacked by one of three people, who she described as “skinheads,” that had followed her into the parking lot.

Witnesses told police they saw a white woman and two men with swastika tattoos and shaved heads kick and beat Dawson, leaving her unconscious and bleeding in the parking lot.

Dawson, a mother of a young family, said all she remembers is a woman covered in tattoos spitting on her, then hitting her so hard she blacked out. Two men – one with a swastika tattoo on his face and the other with a shaved head – joined in the beating, but it was mainly the woman attacking her, according to witness statements to the local police.

Cindy Dawson, the victim’s sister, said Patty woke up in a Fresno emergency room, in shock and pain, and unable to remember her name.

“She had a broken nose and a concussion when she was released,” said Cindy. “I don’t think they should have let her go without a thorough exam. I think she also had a broken rib, and now she may have to have surgery for her injuries.”

It is a rough life, made even more difficult as police enforce measures to push homeless people out of certain neighborhoods.

“There are people all over the city in cars,” said Carol Sobel, an attorney with the National Lawyers Guild.

With more people finding high rents, or mortgage payments impossible to pay, sleeping in a car or motor home has become a widespread, last resort.

“They told me not to sleep inside my car or my motorhome. I will go to jail for that,” said a homeless man in Venice named Angel.

Angel has been threatened by police for living in his pickup truck.

“We live in a city where people are one pay check away from being homeless,” said Sobel. “If you go down on skid row, that’s what you see. People lost an apartment, they wound up there and it becomes a cycle you can’t get out of,” Sobel added.

Those trying to help the homeless may become a target as well.

Activists have been arrested for feeding transients in Orlando, FL, one of the several American cities where feeding the homeless is outlawed.

“It could be you. Most people are one or two paychecks away from losing their housing. And that’s just the truth,” said Peggy Lee Kennedy, an activist with Food Not Bombs.

Nationwide, the unemployment rate is nearly double digits and many economists agree, that number is likely higher as more Americans give up hope and drop out of the work force altogether.

Study: 1 in 5 U.S. children live in poverty





A national study on child well-being to be published Wednesday found Nevada had the highest rate of children whose parents are unemployed and underemployed. The state is also home to the most children affected by foreclosures ― 13 percent of all Silver State babies, toddlers and teenagers have been kicked out of their homes because of an unpaid mortgage, the study found.

Across the nation, the research by the Annie E. Casey Foundation found that child poverty increased in 38 states from 2000 to 2009. As a result, 14.7 million children, 20 percent, were poor in 2009. That represents a 2.5 million increase from 2000, when 17 percent of the nation's youth lived in low-income homes.

A little 2-year-old boy came to the hospital hungry, not just for dinner, but every day of his young life. He is smaller than he should be and his organs, including his brain, are not developing fully. And he lives in Boston, one of America's most prosperous cities.

Doctors at Boston Medical Center's Grow Clinic, which provides assistance to children diagnosed with "failure to thrive," say they have seen a dramatic increase in the number of children they treat who are dangerously thin.

"What's so hard is that a lot of families are working so hard," said Dr. Megan Sandel, an associate professor of pediatrics and public health at BMC. "They are working jobs. They are earning money and their dollars just don't go far enough."

That is life for nearly 15 million children living in poverty in the U.S., according to the National Center for Children in Poverty.

The number of children living in poverty in the U.S. is up nearly 20 percent from 2000, according to the NCCP, because of higher unemployment and foreclosures. It's a problem across the nation but children are the worst off in Alabama, Louisiana and Mississippi. They fare better in New Hampshire, Minnesota and Massachusetts.

U.S. food banks say they face slow and steady starvation rather than sudden African famine.

"We talk about global hunger and we have extended tummies and we have sad eyes," said Marie Scannell, executive director of the Food Bank of Somerset County in New Jersey. "That's not what you'll see. For instance, in Somerville, N.J., you'll see sadness in the children's eyes. That's really the worst part for us."

Across the country, nearly 5.5 million children live in families that have lost homes to foreclosures and 8 million children live in families where at least one parent has lost a job, according to the Annie E. Casey Foundation.

The police found about 10 grams of marijuana, or about a third of an ounce, when they searched Penelope Harris’s apartment in the Bronx last year. The amount was below the legal threshold for even a misdemeanor, and prosecutors declined to charge her. But Ms. Harris, a mother whose son and niece were home when she was briefly in custody, could hardly rest easy.

The police had reported her arrest to the state’s child welfare hot line, and city caseworkers quickly arrived and took the children away.

Her son, then 10, spent more than a week in foster care. Her niece, who was 8 and living with her as a foster child, was placed in another home and not returned by the foster care agency for more than a year. Ms. Harris, 31, had to weather a lengthy child neglect inquiry, though she had no criminal record and had never before been investigated by the child welfare authorities, Ms. Harris and her lawyer said.

“I felt like less of a parent, like I had failed my children,” Ms. Harris said. “It tore me up.”

Hundreds of New Yorkers who have been caught with small amounts of marijuana, or who have simply admitted to using it, have become ensnared in civil child neglect cases in recent years, though they did not face even the least of criminal charges, according to city records and defense lawyers. A small number of parents in these cases have even lost custody of their children.

Boston Bar Faces Lawsuit, Accused Of Barring Black Patrons


Massachusetts AG Martha Coakley is taking legal action against Peggy O’Neil’s, saying Monday that the watering hole has engaged in “a pattern of not allowing customers of color to enter and use the bar.”

The Boston Globe reported that in December that two African-American men were refused at the door when they were trying to get in for a white friend’s birthday party.

The birthday girl tried to intervene, but according to the report, Caron O’Neil, the bar’s owner, refused to let the guests come inside – as 10 white customers were let in.

When they asked how much it would cost to get in, they were told “$10 or $15,” the Globe reported.

That’s when, the men say, O’Neil came out and asked if it was their first time there.

When they said it was, O’Neill replied “We don’t want any trouble tonight. I don’t know you guys, and you should try to find another place to go.”

Later that night, she allegedly told another group of black patrons “We don’t like people of your kind here. We’ve been doing this for a while and it’s been working fine and we don’t want any problems. . .I’m not letting you people in.

Coakley’s suit seeks monetary damages, civil penalties and a request that the staff go through anti-discrimination training, WBZ-TV reported.

Ottawa Police Issue Racial Profiling Policy


More than seven years after Ottawa police handcuffed every black man in the Ambassador Bar and Grill, the police service now has a policy on racial profiling.

Staff Sergeant John Medeiros, who leads the Diversity and Race Relations department, said the racial profiling policy announced yesterday was developed as a result of the settlement of the Ontario Human Rights case concerning the Ambassador incident in 2004.

Outside of the bar that was under construction in South Ottawa in January that year, a heated exchange broke out between two groups of people.

Officers, who were instructed to “cuff everyone” at the bar, handcuffed and arrested several black men who were working there, while letting a white contractor go free, according to reports.

The lawyer in the case says the new policy unlikely to change the way officers use their power.

“This is helpful to the extent that they say what their policy is, but it is not an effective solution for the racism issue that we have faced in practice,” said retired lawyer Emilio Binavince.

Medeiros said racial profiling still happens among the ranks of the Ottawa Police Service, adding that, “Many of the racial profiling incidents come as a result of actions that are subconscious, that the individual officer may not intend to racially profile.”

Binavince disagrees. “I have faced so many of them that are conscious, I can tell you,” he said.

Before he retired, Binavince was a human rights lawyer as well as council for Ottawa’s police association.

Binavince said that police must hire the right people and train them well. “What the community needs is justifiable and responsible policing. And in that, race is irrelevant. They should know that.”

The new policy is accompanied by training, said Medeiros. As for individual officers, the policy does not outline the consequences for any who racially profiles the public.

Kansas Man Attacked With Car, Racially Abused



Officers arrested three teenagers who yelled racial slurs at a man, threw bottles at him and tried to run him over with a vehicle, police said today.

The incident occurred around 8 a.m. Monday as a 46-year-old black man was walking in the 700 block of East Gilbert, near Lincoln and Washington, police Lt. Doug Nolte said.

Nolte gave this account: As a vehicle went past the man, three white males inside, ages 15, 16 and 17, yelled racial slurs and threw bottles at him.

The vehicle stopped, turned around and swerved at the man in an attempt to hit him. He managed to get out of the way, and was not injured.

Two of the three teenagers in the vehicle got out and pointed what turned out to be a BB gun at the man.

Police are looking for a black male that officers believe was the victim of a hate crime during an assault Sunday afternoon in the area of Bolivar and Thomas streets.

Details are scant as the alleged victim has not been identified, but police said two males approached the alleged victim in broad daylight before the assault.

One male suspect was driving a black pickup truck while another male suspect accompanied him on foot, police said.

The two approached the alleged victim at about 2:45 p.m. while he was riding his bike, police said.

One of the males uttered a racial slur before assaulting the alleged victim, police said.

The suspects fled the scene once they realized witnesses in the area had called police, police said.

City police Sgt. Mike Jackson said police are treating the assault as a racially motivated hate crime.

A black ex-fireman testified Tuesday he believed he was in danger, not from a fire but from his fellow Bravest, after finding a noose near his gear.

The notorious incident inside a Brooklyn firehouse was recalled Tuesday in federal court, where a judge is mulling whether to appoint a special monitor to oversee the predominantly white FDNY.

“I was very upset,” Lanaird Granger, 46, said of finding the 18-inch rope at Engine Co. 238 in Greenpoint in January 2005.

“I felt threatened physically, very uncomfortable to work or enter the firehouse anymore,” Granger said.

He lamented that nobody was ever held accountable.

“The person who did this was never found or suffered any consequences,” Granger added.

He said the noose, a symbol of the lynchings suffered by blacks in the South, was retaliation for his vocal opposition to the FDNY’s hiring of two ex-cops who were tried and cleared in the infamous police shooting of Amadou Diallo

NYU Pays $210,000 To Worker Over Racist Ridicule


An African immigrant received a $210,000 payout from NYU after his abusive mailroom supervisor repeatedly ridiculed him as a “monkey” and a “gorilla.”

Do you want a banana?” his boss asked NYU employee Osei Agyemang in one of many racist remarks reportedly made to the native of Ghana from July 2007 through January 2009.

The boss mocked the immigrant’s accent as “gibberish,” while telling him “go back to your cage” and “go back to the jungle,” according to a September 2010 suit filed by the Equal Employment Opportunity Commission.

The settlement between the Manhattan university and the one-time worker at the Bobst Library was made public yesterday.

“This suit shows that ugly harassment and retaliation can happen anywhere, even at a prestigious university,” said EEOC attorney Gilliam Thomas, who represented Agyemang.

The lawsuit accused NYU of ignoring Agyemang’s complaints about the stinging insults and racist cracks made while he worked in the library.

According to the suit, the harassment ended only after Agyemang’s request for a transfer was granted. “This case goes back some years and involves the actions of an employee who is no longer with the university,” said a statement from NYU spokesman John Beckman

This means that naturalized Japanese citizens, even if they have Japanese ancestry but were not born inJapan, would be counted as "foreign." Moreover and since there are only 52 sumo stables and roughly 800 professional sumo wrestlers registered with the Japan Sumo Association, the new rules would severely limit future "foreign" participation in Japanese sumo wrestling.

 制限が日本人力士の育成や伝統的な相撲文化の維持発展につながるという考え方も強いが、閉鎖的で国際化の流れにそぐわないとか人種差別であるとの批判もある


 まあ、出身者差別であるが、国籍が基準であれば、他国でも見られる、サッカーや野球などの外国人枠と同様といえるかもしれないが、出身で区切ったためかえって不当な差別、ということになろう。

 これについて議論の詳細は忘れたが、相撲協会に電話した覚えがある。しっかり受け止めたかどうか。
 この点、メディアも指摘する新聞社もあったが、もっと各社が指摘すべきであった。相撲協会に対してかなり甘すぎる。その甘さが後に大きな問題になってしまったわけだ。この構図は原発問題でも、警察問題でも、同じである。

 政官業も、メディアも警告を真剣に受け止めず、メディアが政官業について問題提起できず、かえって擁護する側にまわり、大きな事件になってから、今度は過剰なヒステリー状況になる場合がある。


 因みに有道氏のJTの記事が引用されていて、

 氏を引用している時点で、このIBTimes とやらが、取材能力もなく、信頼できない、ということはほぼ断定できるかもしれない。

野田氏の発言―言葉を選ぶ器量を待つ



野田氏は、小泉内閣への質問主意書に以下の趣旨を記した。

 「戦犯」は関係国の同意のもと赦免・釈放され、あるいは死刑が執行されている。刑が終了した時点で、罪は消滅するのが近代法の理念である――。

 刑を終えたのだから、もはや犯罪者ではない。まつられているのが犯罪者でない以上、首相の靖国参拝にどんな問題があるのか、という理屈立てだ。

 だが問われているのは刑を終えたか否かではなく、彼らの行為が戦争犯罪かどうかであり、歴史認識である。野田氏の議論は焦点を外している。国の内外を問わず、戦争で肉親を失った数多くの人々の心情をいたずらに傷つけるだけだ。

 野田氏は現職閣僚であり、まもなく行われる民主党代表選に立候補する意向を固めている。首相になれば過去の歴史を背負い、日本国を代表して発言しなければならない。行動を慎み、言葉を選ぶのが当然だ。

 一方で、野田氏はこの終戦記念日に参拝しなかった。02年に代表選に立候補した際は「外交問題を引き起こす」ことを理由に、首相になっても終戦記念日の公式参拝はしないと言った。

 外交を大切にするのなら、誠意ある言葉で説明すべきだ。発言を受けて、韓国外交通商省は「侵略の歴史を否定しようとする言動だ」と批判している。中国や韓国のみならず、東京裁判を主導した米国との関係にも良い影響は及ぼすまい。

Finance Minister Yoshihiko Noda should think more carefully about the implications of his words when talking about sensitive topics if he wants to become prime minister.

Noda recently said the Class-A war criminals interred at the Yasukuni Shrine in Tokyo--wartime leaders of Japan who were convicted by the postwar Tokyo tribunal--are no longer war criminals.

During the administration of former Prime Minister Junichiro Koizumi, Noda rebutted Koizumi's argument that they were war criminals. In an Aug. 15 news conference, Noda said his position on the issue had basically not changed since that time.

Noda put his view on the issue in a written question to the Koizumi Cabinet. The war criminals were pardoned, released or executed under agreements between the countries running the postwar judicial process, he argued. A basic tenet of modern law is that a person's criminal guilt disappears when the sentence has been carried out.

In short, Noda believes the war criminals are no longer criminals because they paid their debt to society. He went on to ask what was wrong with the prime minister's visit to the Yasukuni Shrine if the people enshrined there were not criminals.

The question here is not whether the sentences given to the wartime leaders were carried out. It is a historical issue about whether their acts were in fact war crimes.

Noda is off the mark. What he says does nothing but unnecessarily hurt the feelings of many people, both Japanese and foreign, whose relatives were killed in the war.

Noda is a member of the Cabinet and intends to run in the Democratic Party of Japan's upcoming election to choose its president. If he becomes prime minister, he will have to speak about Japan's past as the representative of our nation. He needs to exercise discretion in both action and words.

Noda did not visit the Yasukuni Shrine on Aug. 15, the anniversary of the end of the war. When he ran for the party leadership race in 2002, he said he would not make an official visit to the shrine on the anniversary if he became prime minister, saying such an act would cause a diplomatic row.

But, if he puts importance on Japan's diplomacy, Noda should explain his views about this and other war-related issues. South Korea's Ministry of Foreign Affairs and Trade has criticized Noda's remarks as an attempt to deny the facts about Japan's invasions of its neighbors.

Noda's stance on the war criminal issue would have unwanted effects on Japan's relations with China and South Korea but also the United States, which led the Tokyo tribunal. Noda will face questions about this issue during the party leadership contest. He needs to offer convincing and responsible answers to these questions and talk about his ideas about the war if he wants to be recognized as someone qualified to head the party and become Japan's prime minister.

In an article on the agenda he would pursue as the nation's leader, published in the September issue of the Bungei Shunju monthly magazine, Noda expressed his determination to tackle three crises: the decline of domestic industry, energy shortages and Japan's fiscal ills.

These certainly should be the top policy priorities at the moment and Noda should try to create a political environment that will allow for effective efforts to grapple with these formidable challenges.

Japan has been making serious, long-term efforts to come to terms with war-related issues. Japan's leader should not do or say anything that could undermine the progress that has been made or create a situation that makes it difficult for the nation to tackle the real problems it faces today.

東京裁判では関係ないむしろ、日本と共に戦った側の韓国がとやかくいうのもなんだが、しかし、この件に関して、野田氏はあまりにも脇が甘すぎる。十数年国内外の新聞を、秘書も本人も読んでいなかったのではないか、とさえ思える。この戦術のなさで、かりに首相になったら、他の分野でもかなり危ういものになるかもしれない。
 
 靖国が霊魂を祀る、というならまだわかる。
 霊魂など本当はないのであるが、それがあり、それがしかじかの性質をもっている、あるいは、もっていない、と信仰するのは勝手である。霊魂は犯罪者ではなく、東京裁判の判断がどうでもあろうとも、どなたさまの霊魂でも、生前の罪・ケガレを崇拝しているわけではなく、その荒ぶり、悲しむ霊魂を祀り、清めているのだ、とかなんとか、ならまだ、わかるが、野田氏の理屈はどうもわからない。

 たしかに、例えば、Aさんは窃盗罪を犯して、裁判をうけて収監されて、刑期を終えて、でてきました。彼は犯罪者で”あった”が、いまでは犯罪者ではない。しかし、それと類比していえば、世間で問題にされるのは、A級戦犯が犯罪者で”あった”か、どうかである。東京裁判の判決を受け容れるとすれば、当然、犯罪者で”あった”、ということになる。ところが、彼等は現在、すでに死んでいないのだから、その存在しない人達の現在の状況を話をしても、無意味である、というより、世間の理解を得るのは難しかろう。

 霊魂の話は宗教に任せるのがよい。

原発の運転―次は厳しい新基準で

 この夏、電力不足は東日本にとどまらず全国的な問題だ。とくに北海道は、被災地東北へ連日60万キロワットを融通している重要な供給源でもある。これらの状況を考えると、営業運転への移行は理解できる。


朝日は現実を踏まえた上でより慎重にという態度は評価できる。

脱原発脱原発というのはいいが、しかし、暑さ寒さも凌いでいかなくてはならない、また、工場も精一杯稼働してもらわなくてはならない。脱原発推進論の企業や個人が、まずは、ソーラーパネルを自社・自宅にそなえて、節電に協力し、原発なくても大丈夫じゃない、と示せれば説得力も増すだろうが、しかし、原発は危険だからだめです、だけでは説得力に欠ける。

 危険なものは周囲に山ほどある。自動車はかなり危険で実際かなりの犠牲者がでている。自動車の性能をいくら高めても回避できない、という意味では自動車に内在する不可避な危険であるが、だからといって、自動車の利用をやめることはしない。自動車の安全性を高めながら、また、交通ルールなどの周辺の態勢を整備しながら、自動車を利用していく。

 微量な放射線の影響は不明なところがあり、長期的な観察が必要であるが、当面は、退避することで回避できるであろう危険である。ただ、危険を回避するためのコストが莫大なのである。原発ミニマムでもいいが、しかし、安全性、安全体制、退避体制を整備・向上させて、原発の維持・新設も可というほうが、合理的に思えるが、原発が現代の悪魔のように扱われている風潮ではなかなか通らない議論かもしれない。

 それはそれで今の風潮で仕方ないのかもしれないが、であれば、この風潮を政官業の癒着の徹底的な摘発・断絶に利用したい。原発村をめぐる政官業の癒着は、当面は原発が維持されるのであるから、徹底的に指弾されなければならない。そして、それは、脱原発色がつよい、朝日・毎日にせよ、原発推進色が強い読売・産経にせよ、すべてのメディアがやって、その立場の不利にならない、活動であろう。ここで誤魔化さないで徹底した方が、安全をアピールできて、推進するにも都合がいい筈である。

 そして、それをバネに他の分野の政官業の癒着も糾弾してもらいたいものである。

 また、作品は普遍的側面、特殊的側面、個人的側面のいくつかの側面から読み取ることができ、例えば、現代批評の多くがそうであるように、文化的・歴史的な特殊性の面からのみでは語り尽くせない。 作者が解決してようとした問題といった個人的な側面、その時代・社会の特性、さらに、文化を超えた普遍的な価値観の側面から論じる必要がある。

 私はいわゆる高尚な芸術をなにか常に深い意味があるに違いない、という偏見を持っていたのが、いくつかの芸術論や美学の本を読んでみると、もちろん、深い意味を読み取れるものもあるのだが、すべてがそうとは全然限らず、なんせ、滑り台やらブランコがある遊園地の遊びと似たような遊びですから、もっと軽く楽しむのがよろし、とようやく思えるようになってきた。(考えてみれば、滑り台や砂場はかなり抽象絵画なわけである。)

 お上品、あるいは、皺が深く、あるいは、深刻そうな顔したおっさんの解説・語り口にだまされていた。

結論は自(おの)ずと明らかであろう。何よりも「全国戦没者追悼式」という名称が示す原点に立ち返り、首相の式辞はあくまで自国民である戦没者とその遺族に向けられねばならない。仮に我が国の対外的戦争責任などに触れる必要が出てきた場合でも、それは別の機会にやれば済むことだ。追悼式での一方的な謝罪や反省がかえって戦没者を傷つけることになるという真実に遅まきながら気づいてほしい。


私とはまるきり正反対の意見であるし、時代に逆行していると思う。

 戦争で敵も味方も犠牲者がおり、その戦没者に追悼の意を表するのは自然なことである。黙祷や祈りをささげるときに、特に、思いをはせる人がいるならそれは個人の心中でやればよい。

宗教もローカルな守護神から輪を拡げてより多くの人々を包摂することで成長するものだが、これでは逆に萎縮である。

 戦争責任については、もちろんに日本にもあるし、日本軍による捕虜の大量虐待虐殺あり、あるいは連合軍による市民の大量虐殺ありなわけであるが、これについて、追悼式であえてふれるべきかどうかは別個考慮が必要であろう。

 たんに、すべての戦没者への追悼と平和への祈り、でいいのではないか。

 この点「不戦の誓い」という言い方には疑問がある。本当に不戦を誓うのであれば、戦力は要らないのが筋であろう。しかるに、日本は戦力を保持している。平和を維持・回復するために戦力を保持し、また、戦力を遂行することもありえるからである。むしろ、「平和への誓い」とした方がいい。

 靖国神社あるいはそのとりまきが硬直した態度しかとれないと、ますます国際的にも国内的にもおいてきぼりにされていくのではないか、と思う。

An Uxbridge St resident, in Renwick, said she was disgusted by the message delivered by political activist group Right Wing Resistance NZ on Sunday afternoon.

"It is horrible; we have some real hardy souls out there in the vineyards who hail from the Pacific Islands working their socks off.

"For them to be reading these messages in their homes is not nice."

Another pamphlet, "Stop The Asian Invasion" has been delivered to some, but not all residents.

But group leader Kyle Chapman said the messages were not racist and should not be viewed that way.

"You media, the fact you even suggested it is racist for us to say we are proud to be white, is just twisted.

"It is simply a recruitment drive and we are targeting like-minded people, it is not malicious."

少年兵志願の血書 戦争ひた走る時代色濃く

太平洋戦争中、兵役を志願し、和歌山連隊区司令部に提出された徴兵年齢未満の少年の血書が、海南市内の民家で保管されていたことがわかり、14日から和歌山市湊本町の市立博物館で展示される。幼い少年が自らの血でつづり、命をも惜しまない文面からは、戦争へとひた走る時代が読み取れる。少年兵の血書は文献などから知られているが、原本が確認されるのは非常に珍しいという。(上野綾香)

 寄贈したのは、当時、和歌山市の同司令部で働き、志願兵の受け付けを担当していた海南市の筈谷(はずたに)千鶴子さん(87)。終戦後すぐに同司令部の書類は命令で焼却されたが、筈谷さんは「少年たちが涙ながらに訴えている血書は捨てがたい」と、4通をひそかに自宅に持ち帰った。

 展示されるのは、そのうちの2通。A4判サイズの和紙で、1通には、戦車兵と兵技兵を受験したが、不合格になったことなどが記され、「男として立派な死に場所を得させて下さい……。検査官殿 前田勝一」とある。もう1通は「赤松茂樹」の署名で、飛行兵を志したが、目が悪くてかなわず、「どんな兵種でも構いませんから、少年兵として、役立たせて下さい」と書かれている。

 同館によると、少年志願兵の多くは15~18歳で、血書の少年も同年代とみられる。残り2通は、差出人の住所があり、本人や家族の追跡調査を行っていく。


 戦後ひたすら否定されてきた思想である。

 終戦時に小中学生くらいだった人にきくと、やはり、あのころは当然のように、戦地に赴いて死ぬのだ、と考えていた、と言っていた男性、あるいは、女性が、どうやったら靖国で祀られるのだろう、と考えて従軍看護婦になればいいんだ、などと考えていたという女性がいた。お二人とも、今は平和主義者であるが、当時はそんな考えだったそうな。

 現代社会、男として、という役割の観念もはげ落ち、立派な、という名誉を重んじる風潮もはげ落ちたが、しかし生の苦しみから逃れようとする自殺ではなく、死を自覚して生の極限に生きぬこう、というあり方は、桜を愛し、死者からの視線を強く意識するこの国からたぶん、消えないだろう。生の裡に死を透かし見、かえって、死の闇から生を眺めると、生はむしろ突如としてきらめきはじめる、ーーーそれにいたく感動する文化・伝統がある。

円高はなぜ止まらないのか





バナナが貴重品だったときには、バナナの供給を増やせば流通量が増えるが、バナナが余って価格がゼロになると、それ以上バナナを供給しても売れ残って腐るだけだ。貨幣も一つの商品だから、超過供給で価格(金利)がゼロになったら、それ以上ふやしても「ブタ積み」になるだけで意味がないのだ。わかるかな?


うん、わかりやすい。
いつもこれくらい砕いて説明してほしい。
ついでに、自然利子率とやらもこれくらい砕いて説明してほしい。

 菅がやめるのはいいが、しかし、議員も新聞社も菅がやめればあとはトントンうまくいくようなこといっていたが・・・どうなるんだろうね。

 まさか、その後のこと考えずに、ヒステリー起こして辞めろコールだったわけじゃないよね。靖国問題でも、原発問題でもなんでもそうだけど、その時の思いつきで言動して、将来のビションがなければ路頭に迷うだけ。

 次期政権について、せいぜい期待しているのだが、これで、また、ごちゃごちゃやるようなら、政府・国会に対しても報道に対してもまたまた国民の不信感が募るばかりだろう。

民主党代表選 大連立への道筋を主要争点に(8月16日付・読売社説)

大連立は読売の念願なのか、この話題をよく取り上げる。しかし、どうでもいいことだ。仮に扱うとしても、訃報と同じ程度の扱いでいい。

読売は、例えば、国際的に問題になっている子供の連れ去りについて、連れ去った日本人母の取材もしないで、アメリカの高官の意向を垂れ流す。新聞社が取材しないで、役人の言葉を垂れ流し機関になったら、一体新華社とどこか違うのかと思う。(しかも、日本の保守新聞はなぜかアメリカの高官の意向の口になっている場合がある。)

がつられてーー読売とは反対の意見だがーーーこの話題。

少子高齢化、財政危機など日本が長年抱える大問題があるのは、各社新聞社も認めるところだろう。

忍び寄る危機を見逃して、あるいは、問題を座視し、くだらん政局に眼を奪われていては今回の原発事故と同じ過ちを犯してしまうことになる。

例えば、保育園の状況はどうなのか、労働人口問題に直結する女性・年齢差別の問題はどうなっているのか、移民の受け容れ体制はどうなのか、海外移転する企業をどう引き留めるかーーーなどなど、現場の人たち、あるいは、専門家、あるいは議員に取材して問題提起、あるいは解決への尻叩きをする報道の仕事は山ほどあるはずだ。

社会問題がそのまま政治問題にからんでくる。

将来日本を駄目にした人々を選ぶとしたら、議員と共に不作為の共犯として、メディアもその中の一つにはいるだろう。

After the despicable Breivik murders, the Norwegian obsession with Jews continues unabated. Earlier this month Erna Solberg, leader of the major opposition party, the Conservatives, gave an interview to the country’s largest paper Verdens Gang. She claimed that nowadays, Muslims in Norway are treated like Jews were in the 1930s. Solberg gave as examples discrimination in the job market, non-admission to nightclubs, claims that they are not really Norwegians and are frequently asked where they come from originally. She added that many individual Muslims are held collectively responsible for the actions of any Muslim.

Solberg implicitly admitted that her comparison was largely false, stating herself that Muslims today are not subject to brutal repression as Jews were in the 1930s. She also conveniently ignored that the Norwegian authorities encourage Muslim participation in society. Muslims also play a significant role in Norwegian politics.

The decades-old memories are blurred around the edges, but Altvater remembers the day they were taken. “They showed up with big station wagons and they came in and took all our clothes in big garbage bags and put us in the station wagons and drove away―they were state workers,” Altvater says, adding that no one had told them they were going to be taken away from their home. “I don’t even remember if my mother was there. Nobody said anything the entire ride. Nobody talked to us. When we were little on Pleasant Point we didn’t have any cars. We were surrounded on three sides by water. We didn’t have TV or running water or bathrooms back then. We were very isolated so when they took us it was terrifying. We didn’t even know the road went that far and they just kept driving and driving and driving till they got us to this great big house in Old Town.”

In foster care, she was repeatedly abused, Altvater says. No charges were ever brought against the couple that abused her. “In this [truth and reconciliation] process I’ve always used my maiden name, Yarmal, because I think my two [deceased] sisters need to be remembered, and had we not gone through what we did, they would be alive today,” says Altvater. When Altvater joined the working group she says she was filled with mistrust, anger and fear. “I came as an adult with childhood memories of all the torture and abuse I suffered as a young child, as a little girl.”

The invisible wall surrounding the abuse and neglect of Indian children continues to exist although improvements have been made in the system. Researchers from the University of Oklahoma define the culture of honor as "a characteristic of societies that place special emphasis on the aggressive defense of reputation," and data from two studies suggest their desire to be seen as tough and fearless might lead them to engage in risky behaviors that lead to accidental deaths.

"White males living in non-metropolitan areas in the U.S. in honor states are more prone to accidental deaths," said Ryan Brown, a study co-author and associate professor of social psychology at the University of Oklahoma in Norman. "They may be living with reckless abandon -- by not wearing a seat belt or a helmet, for example -- as a way of demonstrating they are tough and brave."


評判を気にして、タフで恐れを知らない漢と見られたい欲求がつよいと、シートベルトやヘルメットをしないから事故死が多くなるのでは、と。

 「66回目の終戦記念日を迎えた15日、政府主催の全国戦没者追悼式が東京都千代田区の日本武道館で開かれた。菅直人首相は約310万人の戦没者を哀悼し、不戦の誓いを新たにした。高齢化に伴い、戦没者の妻は参列した遺族の1%に満たない。」

石原知事「あいつら日本人じゃない」 閣僚靖国参拝見送りに

 東京都の石原慎太郎知事は15日、靖国神社を参拝した。石原知事は参拝後、報道陣に対し、首相と全閣僚が靖国神社に参拝しない方針を示したことに「あいつら日本人じゃないんだ」と激しく批判した。

 この日は、都の戦没者追悼式典に出席後、靖国神社に直行。「国を救ってくれって言った」と話した


「国を救ってくれ」という祈りは尊敬に値するが、しかし、この人にとっての日本人の数はかなり限られてくるなあ。


A級戦犯は戦争犯罪人ではない…野田財務相



 野田財務相は15日午前の閣議後の記者会見で、靖国神社に合祀されているA級戦犯について、戦争犯罪人には当たらないとの考えを示した。


 野田氏は、2005年の小泉政権当時に政府に出した質問主意書で、サンフランシスコ講和条約などで戦犯の名誉は法的に回復されているとし、「戦争犯罪人ではない」と指摘していた


この発言の意味がわからない。戦犯というのは戦争犯罪ということではないのだろうか?
小泉氏でさえ、東京裁判を受け入れている、としていたのに、かなり過激な発言である。
仮に首相になったらーーーあるいはならなくてもかもしれないがーーー問題になる発言だろうね。


いずれにせよ、靖国問題で大騒ぎしている時代ではもうなくなった。そんな余裕はない。

社説:大震災と終戦記念日 「ふるさと復興」総力で


抽象的な話はどうでもいいが、

 日本は経済の長期停滞、少子高齢化、財政危機など構造的な問題を悪化させ続けている。年金・医療問題などを契機に自民党から民主党へと政権の主役が代わったのが2年前。だが、民主党には政治的な未熟さの上に衆参「ねじれ」問題が立ちはだかり、混迷を続けた。2代目の菅内閣もまもなく命運が尽きる。大災害からの復興に加え、円高や外交立て直しなど課題山積の中で、今度こそ政治の機能回復が急務である。


こうした大きな問題について常日頃大騒ぎしてもらいたい。こうした問題をめぐる議員の発言をおいかけて欲しい。

もう一つ大きな軸に安全保障があるのだが、毎日が言及していないのは、腑に落ちない。

Recently, Iran has stepped up construction works on a new set of centrifuges to produce highly enriched uranium. The West describes it as a “provocative act.” However, the Iranian leader insists that his country’s ultimate objective is to develop peaceful nuclear energy, while nuclear weapons are prohibited by Islam.
Anyway, it is the means of the past century, he added.
“We do not want nuclear weapons. We do not seek nuclear weapons. This is an inhuman weapon. Because of our beliefs we are against that. Firstly, our religion says it is prohibited. We are religious people,” Mahmud Ahmadinejad explained. “Nuclear weapons have no capability today. If any country tries to build a nuclear bomb, they in fact waste their money and resources and they create great danger for themselves.”
The President of Iran insists that no country possessing nuclear weapons has benefited from it.
The Americans have nuclear bombs and nuclear weapons and could they win in Iraq and Afghanistan? Could the nuclear weapons help the Israelis to gain victory in Lebanon and Gaza? Could nuclear weapons help the former Soviet Union from collapse?”he said. “Nuclear weapons are the weapons of the previous century. This century is the century of knowledge and thinking, the century of human beings, the century of culture and logic.”
Mahmoud Ahmadinejad pointed out that nuclear weapons are not going to be the determining force in the world in future:
“It is about the power of people, not weapons. Our goal in the country and the goal of our people is peace for all. Nuclear energy for all and nuclear weapons for none. This is our goal.”
He also pointed out that Iran’s activities in the sphere of nuclear energy are closely monitored by the International Atomic Energy Agency, IAEA:
“There have been no documents against Iran from the Agency. It's just a claim by the US that we are after nuclear weapon. But they have no evidence that Iran is diverting resources for that purpose."

Why Won't Germans Have More Babies?

The Childcare Conundrum

Joy Denalane, 38, is a well-known German singer and the mother of two children. The fact that her husband, Max Herre, is also a famous singer means they are both spend a lot of time on the road. Such an arrangement isn't exactly conducive to raising a family. So, if they hope to continue pursuing their careers, having access to daycare is essential.

"I spent my first three years as a mother in (the southwestern state of) Baden-Württemberg," Denalane says. "They were shocking." At the facility her child attended, daycare was only available until noon and then for another two hours in the afternoon. "That's completely inadequate for a working mother, even if she has a partner who helps out."

Germany still suffers from a glaring paucity of childcare options, such as full-day kindergartens and daycare centers. Recently passed laws stipulate that every young child will have a legal right to childcare beginning Aug. 1, 2013. To meet that deadline, Germany will have to have 750,000 childcare slots, but it's still 280,000 slots behind.・・・・・

これは日本よりひどい。
としても、先日取り上げたようなEconomist のような記事はドイツに対してでてはこないだろう。
それとも、German's sexist labour market Hit the road とかいう題名で、アメリカに移住したドイツ人女性でも探してくるかな?(アメリカでの居住費、授業料、ベビーシッター費を考えると、そんなことするひといるのかわからんが・・・)

When she announced she was pregnant with her second child, she says her boss was less friendly, telling her that "stopping at one child might have been a good idea."

When Dahlke first started at the company, her employer promised flexible working hours and moral support. But things didn't turn out that way. Although her employer agreed to her request for a 30-hour work week, the contract also stated that her hours could be scheduled to meet "business requirements."

After informing people at work that she was expecting a second child, the complaints of Dahlke's boss turned into actions: He cancelled an expected raise and ignored her promotion requests.

"No matter how they do it, they are doing it wrong," she says. "When a woman focuses completely on her children, she is the picture of the perfect housewife. And whenever a woman tries to combine the two, Schröder adds, "some call her a bad mother and others call her a latte macchiato mother."



あとは、働きながら子供をもつ女性に対する社会からの風当たり、さらに、専業主婦に有利な制度などについて言及。

ここらへんは日本と似ている。

報道も、くだらんことで大騒ぎしないで、託児所・保育園・学童保育などの拡充、子供をもつ働く夫婦に対する企業の対応などについて大騒ぎしたらどうだろうか?

ロンドンの暴動をうけて ヨーロッパの若者の失業率は高く、他人事ではない、と。

どうして日本のメディアは、ノルウエーの件にせよ、ヨーロッパの件にせよ、他人事のようでいられるのだろう。

日本の政治、議員や役人も悪いのかも知れないが、メディアもどうかしているようにも思う。

民衆の声が役人を動かした、という点では民主主義に一歩近づいた、という感じ。

ただ、人民の声が力をもつ、というだけではやはり、まずい。人民裁判も人民の声ではあるが、私刑にちかい。
やはり、民衆の声に耳を傾けながら、それを議論して、決定するメカニズムが必要である。

今回の件でも、安全性の議論がなく、ただ、危なそうだから、どっかに持って行ってくれ、というだけでは、感情的な反応だけで、何が解決されたかわからない。

もっとも、デモは民主主義の正当な活動である。それに効果があった点は評価する。どんどん民主化を進めて欲しい。

一方、日本の議会や報道はもっと、民衆の声に耳を傾けて欲しい。議会や報道が底辺の人々の声をすくい取らないことから、暴動やテロなどいった社会不安につながる。

Still, it’s a bit unclear to me. Did the continuous coverage mean to divert Americans’ attention away from the real issues threatening the country, or, has American society finally realized the importance inobserving children’s rights not only in words, but in deeds as well?

According to Children Advocacy Center statistics, more than 266.000 children in this country experienced ill-treatment last year. Among them 184,087 children reported sexual abuse and 44,029 children reported physical abuse.

A group of children who seem to be at extra risk of abuse are those adopted from Russia. Stories of children killed, injured or intimidated are frequently in the news. Since 1992, at least seventeen Russian kids were killed by their adopted parents. The real numbers might be much higher as thousands of Russian kids have been
brought into the US since the Soviet Union’s collapse, often without proper documentation and parental screening. Their fate remains unclear. The most cynical incident known, however, occurred last year,when Torry Hansen, a Tennessee woman simply sent her adopted son back to Russia. The 7-year old travelled all the way alone without luggage but with a note from the so-called mom, saying: “I return him”.

But in New York, a good ole boy network apparently helps white ex-offenders become first responders, “thus perpetuating the extreme racial imbalance.” The FDNY even welcomed into its ranks two of the cops that mowed down Amadou Diallo, in 1999.

Studies have shown that white job applicants who have done time in prison are more likely to get a call-back for an interview than Black men with no criminal record. Apparently, when it comes to getting a job as a New York City firefighter white ex-offenders are also first in line to be hired – or even have a line all to themselves if they have relatives and friends in the department.

It is the year 2011. Our society is more diverse than ever, anti-bullying campaigns are in full swing and equal opportunity is the law, yet the Franklin Township Board of Education appears to be stuck in the 1950s.
More alarming is the fact that there are students in this school district who were allowed to insult, castigate, berate and demean a black girl over a three-year period, with scant intervention by the overwhelmingly white school administrators.

BIRMINGHAM: The grieving father of one of the three British Pakistani men killed while protecting their neighbourhoods during the riots from the looters have spoken of the deep-rooted existence of racism in Britain.

Speaking to The News, Tariq Jahan, whose son Haroon Jahan was mown down by a car alongside real brothers Shahzad Ali and Abdul Musawar, said although he was born and brought up in Britain but it was clear that the immigrants were not accepted by the indigenous communities.

 政治の責任が厳しく問われている今、「政治の貧困」から脱することこそ急務だ。首相退陣後は、まず与野党が結束し、震災復興を強力に進めていくべきである。


政治の貧困を生み出したのは報道にも責任がある。責任回避の楽園の一端を享受してもらってもこまる。報道の漂流ももかなり目立つ。

US Diplomat Makes Racist Comments On Tamils While Lecturing Indian Students

The US embassy has expressed deep regret over an alleged racial comment made by the Vice Consul of the US Consulate in Chennai, Maureen Chao. She was quoted on Friday as saying that her “skin had become dirty and dark, like the Tamilians.”

The US embassy has now said that Chao made an inappropriate comment and that they deeply regret the unfortunate remarks.

This diplomatic racial gaffe occurred while Chao was addressing a group of students at the Semester Abroad Programme orientation in SRM University.

“I was on a 24-hour train trip from Delhi to Orissa. But, after 72 hours, the train still did not reach the destination… and my skin became dirty and dark like the Tamilians,” Chao said, going down the memory lane two decades ago when she was a student.

UK Nurses Face 74 Tribunal Charges For Racial Abuse And Mistreatment


Two nurses working for Northamptonshire’s NHS mental health trust are alleged to have racially abused colleagues at a county hospital and seriously mistreated dementia patients.

Susan Jane Horton, a nurse with Northamptonshire Healthcare NHS Trust, who is believed to be in her 50s, will face 44 separate misconduct charges dating back to June 2007 when she appears before a Nursing and Midwifery Council NMC hearing next month.

Some of the claims relate to allegations of hitting a male patient – referred to on the NMC charge sheet as ‘Patient B’ – and allegedly dragging him from his bedroom into a corridor by his feet and kicking him.

She also allegedly insulted him by telling him he smelled of urine and asking whether he was gay in front of other staff.

But the bulk of the charges relate to alleged bullying of black members of staff who Horton, it is claimed, referred to as ‘it’ or racially abusive words rather than use their names and allegedly made other disparaging remarks.

Denver Club Accused Of Racial Discrimination





Chloe is supposed to be one of Denver’s new trendy clubs, but now there are allegations it may be too trendy for some.

“It just felt very much like we were being discriminated against,” said Kandi Brown, who was turned away at the door on Aug. 5.

The allegations surround Chloe and others owned by Lotus Concepts, including the popular Suite 200. Brown said two weeks ago she and her group of friends were turned away from Chloe, even before they got in line.

“Upon arrival to the line, before we even got to the line, a gentlemen that appeared to be a doorman said, ‘We’re not going to be able to accommodate you today,’” said Brown.

As Brown and her friends were turned away she said she noticed a steady stream of white patrons who were being allowed inside the club.

Another woman, Rachel Placide, was at the club the same night. She said she had a different experience because she’s white.

“It was so bluntly and obviously done,” said Placide. “I’ve never seen anything like that before.”

Placide showed up to the club with a group of friends who were non-white. She got in with no problem but her friends were quickly turned around. She was so disturbed she said she even tried entering the club a second time.

“Not only were we greeted and ushered in,” Placide recalled, (the quote is continuing, so do it this way) “we were pointed out in the line: ‘You two right there, right this way.’ They let us in.”

Roma Families Forced Out of Their Serbian Homes

 Serbian authorities evicted five Roma families from their Belgrade homes Thursday, leaving about 20 people homeless, including 10 children.

Living in a building on Skadarska Street in the Serbian capital, the Gypsies were forcibly removed from their residences without being offered “adequate alternative housing.”

Last year, the Romanian city of Cluj-Napoca evicted 56 Romani families from their homes in the city center without giving them sufficient advanced notice. In June, Roma were relocated in the Czech Republic, and in April three Gypsy communities were evicted outside of Rome.

Last month, the local government of the city of Baia Mare in northern Romania announced it’s plans to erect a concrete wall in front of a Roma neighborhood.

The wall would separate the community from a main road, and human rights groups are saying that it is a government instituted attempt to “ghettoize” an ethnic community.

“Such initiatives belong to the Nazi era,” the Center for Legal Resources said in an open letter to Baia Mare mayor Catalin Chereches.

“The idea to separate a community with severe social problems… amounts to institutionalized racism.”

Racists want mosques burnt in unrest


Britain's Islamic Human Rights Council (IHRC) has warned that far-right groups seek to use unrests as an opportunity to burn down mosques and stage a race war.


(Ahlul Bayt News Agency) - The London-based campaign group, which is a consultative partner of the UN Economic and Social Council, said racist groups such as the English Defense League (EDL) have been using social media networks to post messages that suggest they are planning to target non-white British nationals.

“Messages from far-right groups on social media have suggested that some groups of far-right sympathizers want to use the riots as cover for burning down mosques. Others have spoken of the riots in terms of a race war and suggest taking action against 'blacks' and 'Asians' and 'coloreds',” the IHRC said in a press release on its website

Commenting on the killing of a black youth by British police that triggered riots in England, Ahmet Faruk Ünsal, head of MAZLUM-DER, said, “We can criticize the cause of the death, but we should really criticize those nation-states with racist policies.”

Ünsal emphasized that there were important conditions that laid the groundwork for the massacres in Oslo and the events in England. “Many are third or fourth generation Europeans, but because their hair and skin color are not the same as a typical European, they are discriminated against,” he added.

A look at this analysis in the Financial Times of the sources of the UK violence shows why Americans have cause for concern:


In the 1980s there was generalised distrust at many levels between a police force that too often lived up to its racist reputation, and a local community divorced from those who were supposed to protect it. Today, relations between police and community figures in places such as Tottenham have improved, at least on the surface. But, underneath, relations with young black men, and especially those who are economically disadvantaged, have actually worsened.
Black youths in London’s most deprived areas are now more self-reliant and inward-looking, even more than their counterparts in the 1980s. A minority rely on drug dealing and petty theft. The social cohesion that once came from youth clubs and churches has too often been replaced by the structure and sense of “belonging” of a gang – a social role with its own morality and self-esteem, but at least one that counts for something in a world of limited prospects. This is a crisis not of straightforward police racism, but of communities facing external economic pressures that, in turn, have exacerbated internal divisions.


This analysis fits many American inner cities and runs parallel to the arguments I’ve been making for some time that the poor urban Black community is in a deepening crisis of social dislocation and economic marginalization and that while the national conversation has moved past the issues of the inner city, those problems are becoming more dangerous.

Hudson man says he was pulled over in Londonderry because of his color

HUDSON – A Hudson man filed a complaint with the U.S. Department of Justice alleging racial profiling by the Londonderry Police Department.
“What has been OK in past decades is no longer OK to do,” said Joe Sparkman, 30.
Sparkman, a Grammy Award-winning producer and a former Hillsborough County corrections officer, is African-American.
He said that on July 16, he was driving through Londonderry to eat lunch with a friend and a police officer made a U-turn to follow him, pulling him over for having tinted windows.

Williams Sausage settles race lawsuit

An Obion County producer of pork sausage products will pay $60,000 and furnish other relief to settle a wage discrimination and racial harassment lawsuit filed by the U.S. Equal Employment Opportunity Commission. The settlement was announced Thursday by the agency. In its lawsuit, the EEOC charged that Williams Country Sausage near Union City violated federal law by paying an African-American maintenance worker less than white counterparts and subjecting him to a hostile work environment.


職場差別 ”黒人”に過酷な労働環境と”白人”よりも低い賃金であったとして、企業が賠償。

注目すべきは、訴訟の主体が、雇用平等委員会なる機関なわけですね。

で、今度人権委員の改正だか、新法ができるようですけど、委員の国籍条項は、それなりに理由があるし、強制調査云々は権限濫用のおそれが強いので控えるのは一理あるが、しかし、やはり、やるならここまでやるべきでしょう。

リベラル報道各社は足の引っ張り合い、あるいは、政局報道は10分の1か100分の1くらいにして、こういった実質的に社会を変革して、国民生活、ひいては国を向上していくほうの報道にもっと力を注いで欲しい。

というように認識されており、肌の色が濃ければ濃いほど下・偽・悪・醜、白ければ白いほど上・真・善・美、というような特徴がある、と一般に認識されるのである。

もちろん、こうした認識は偏見であり、間違っており、個人ベースで判断されるべきものである。

こうした偏見からの解放として、教育や制度をあげる人もいるが、しかし、絶望的な人もいる。

In London, well-off people with lots of opportunities often live almost next door to poor people who live blighted, frustrated lives.

I am in the first category, and barely know the people in the second category who live in the subsidised housing at the opposite end of my street.
We lead separate, parallel lives. I not proud of that, and it is sad.

Those condemning the events of the past couple of nights in north London and elsewhere would do well to take a step back and consider the bigger picture: a country in which the richest 10% are now 100 times better off than the poorest, where consumerism predicated on personal debt has been pushed for years as the solution to a faltering economy, and where, according to the OECD, social mobility is worse than any other developed country.

No wonder these kids think stealing trainers is OK. Everyone makes excuses for them

Many of these mindless thugs involved in the riots don’t think more than 10 minutes into the future. They think that stealing trainers is ‘fun’, not even considering that it might be wrong. Many of them are, quite literally, unable to read and write: 17 percent of 15-year-olds are functionally illiterate. If you de-educate an entire generation, if you constantly make excuses for their behaviour, if you never teach them the difference between right and wrong, then chaos is what you reap. These young people are just implementing what they’ve learnt at school!

London rioters: 'Showing the rich we do what we want

Two girls who took part in Monday night's riots in Croydon have boasted that they were showing police and "the rich" that "we can do what we want".

The pair who were drinking wine looted from a local shop at 09:30 BST on Tuesday morning, spoke to the BBC's Leana Hosea.

It wasn't Layla who first heard the news her attack was no longer under investigation. Instead, the police contacted her mother at the school in Carlisle where she works as a senior teaching assistant to tell her they suspected Layla of fabricating her story and inflicting the injuries on herself.

What troubles the family is the evidence they say could have proved her innocence. Male blood was found at the scene, but it was dismissed because it did not belong to one of the suspects and did not match anything on the DNA database. A male blond pubic hair was found on Layla that Rosemary Swain, the doctor who examined her, said would be crucial evidence against her attackers. But the family later learned it had been destroyed in the forensics lab.


The police did not take the cardigan Layla had been wearing for DNA testing. Although it was later handed in by the family, it had been lying around the house and might have been worn by other family members or even washed. Layla's shoes were not tested for DNA, although one shoe was alleged to have been held by an attacker. Her leggings were not tested for DNA, nor was her bra fully checked, although blood was found on it.

The Ibrahims have always felt they stood out in Carlisle. Sara says when she was young there was only a handful of mixed-race families in the town. It wasn't always easy growing up there.

"I was brought up to respect the police," Sandra says. Her family is from Carlisle, she grew up here, later moving to Libya for work, where she met her husband. She returned to the UK when Layla was nine. But moving back with four mixed-race children brought its own problems. "My very first dealings with the police were when we came to England and that boy beat you up," Sandra reminds her daughter.

Sara laughs, quietly. "I had a few beatings because I was black. I can't remember which one you mean."

Sandra: "Sara got seriously beat up and the police didn't want to know. All the neighbours ran out, everyone was screaming and shouting. Sara's head was smashed up. The police came but didn't even look at her. It was just like 'these things happen'."

Some time later, Sandra's son Taraq, then aged 12, had a series of run-ins with the police. He was arrested time and again by the same officer, but never charged. Sandra went to the Independent Police Complaints Commission. The issue was resolved by Cumbria constabulary, who admitted the officer had "targeted" Taraq "to deter him from committing crime".

"We know of 30 women jailed for so-called false allegations of rape in the past 12 months," says Lisa Longstaff of Women Against Rape. "Such prosecutions must be stopped. It is a galling diversion for women to be jailed when the vast majority of rapists are not – 90% of rapes are never reported and only 6.7% of those that are reach conviction on a full charge of rape. The prosecution of women and the disproportionate media coverage they get are putting rape victims off reporting and leaving all of us more vulnerable to attack. Is that what they want?"

 今回冤罪を訴えているのは、他のこうしたレイプ被害者がかえって罪をきせられるがいやだからだ、この一年だけで、30人の女性が偽りの強姦親告をしたとして、収監されている、レイプの9割は親告されず、6.7%しか有罪にならない。女性に対する訴追、そして、不相当なメディアの報道が強姦被害者の親告をためらわせている、と。

Policeman retaliates against videographer

Melvin Jones III was beaten unconscious by Springfield Police officers during a routine traffic stop. Medical records show that parts of Jones’ skull were shattered due to the beating and has become partially blinded in one eye.
One thing that the officers were unaware of was that Tyrisha Greene, an amateur videographer, was there to capture the whole incident on a video. Now Greene may be charged with illegal wiretapping.

Michael Sedergren, one of the officers disciplined in the matter, has filed a criminal complaint against Greene. Sedergren was suspended for 45 days and alleges Greene illegally video recorded him because she did it without his consent.
According to Section 99 of Massachusetts state law it is illegal to secretly record. It is written in the law that “the general court further finds that the uncontrolled development and unrestricted use of modern electronic surveillance devices pose grave dangers to the privacy of all citizens of the commonwealth. Therefore, the secret use of such devices by private individuals must be prohibited.”
Twelve states mandate the consent of every party in a phone or face to face conversation in order to make any recording legal. The two-party consent laws have been implemented in California, Connecticut, Florida, Illinois, Maryland, Massachusetts, Montana, Nevada, New Hampshire, Pennsylvania and Washington. As for video recordings, recording sound makes the footage illegal.
Greene posted a 20-minute video on the Internet showing Jones being beaten repeatedly by an officer with a flashlight while a group of officers stood by and watched.
Police reports state that Jones reached for an officers’ firearm while they attempted to take him into custody. Jones has denied the allegations and a Hampden County grand jury agreed that Jones did not act violently toward police
