I also pray that we, as a nation, can move on to address the real issues that affect the American people.

何が、言いたいかというと、日本の慰安婦問題と似ているでしょう。

アメリカには娼婦がいる。そのなかなに強制連行された人もいる。その中には官憲に連行されたのもいる。　警察はそうしたエージェントを取り締まっている。
　大きな違いは、売春・及び売春宿が合法か違法がという点。

　フェミニスト諸君の多くは、日本で起きた何十年前の事件、それも政府が謝罪と補償を提案・提供している事件について、記念館なぞたてて、韓国の民族主義に協力しているわけです。
　
　それでいて、いまだ救済されていない、韓国や米軍などによる元慰安婦、あるいは現状のこうした娼婦の問題にはほぼ目をつむっているわけです。仮に問題にしているとしても、その問題にする割合は救済の必要性に対して全く比例していない。

　日本の一部フェミニストが韓国などの民族主義の基地外的なヒステリー的反動を恐れているのかもしれんが、正しいことをいってやれない。国籍・国境をを超えて例えば女性として連帯できない。

　結局、意図的、あるいは図らずも、韓国などの基地外民族主義の、片棒を担いでいるだけの、これまた、基地外、と思われてもいたしかたないのであります。

One World: The Ethics of Globalization

Peter Singerという倫理学者。まあ、論争の的になる倫理学者で、日本では動物の権利問題などで有名・・・かな？
　へーゲールやマルクスに関する著作でも知られるが、基本的には功利主義者。
この人の文体ってのはわかりやすい。議論も比較的わかりやすいのがいい。
　ちょっと前に紀伊国屋で棚積みされていたので、気になってはいたが、この間、他に面白そうな本がなかったので買って読んだ。翻訳もされているらしい。
　
　グローバル化が叫ばれている。その倫理的な意味を問う本。

　一つの環境、一つの経済、一つの法、一つの共同体、という具合に章が進んでいく。

　一つの環境の章で問題にされているのは、ある国が惹起する環境問題が世界規模の問題になる現状で我々はどう対処すべきか？という問題。
例として、温暖化問題が取り上げられている。

（１）温暖化は人為的に惹起されているか、いるとして、（２）それは莫大な費用を投じる価値があるか、と言う問題がある。
　（１）については、多くの科学者が肯定している、という。（２）に関しては、本件に関して莫大な投資をするよりも、世界がより豊かになった方が問題解決になる、という説に対して、経済的には、その計算方法に疑義を投げかけ、また、倫理的にも、豊かになるのは、一部の先進国であり、貧困国は恩恵にあずからす、犠牲になるだけであるが、そうした犠牲ーーー多くの人命の犠牲を含むーーーーは不公平であろう、という。
では、公平な分担とは何か？　おおざっぱには、（あ）過去に環境を汚染した人が、それに応じた責任を取る。（２）目標となる設定値を人口で割り、その人口に応じて、分担する。（う）ロールズの差異の原則（最貧がより豊かになる配分は公平）を国家に適用　（え）功利主義
　功利主義を加味して（２）が実用的であろう、という。

　一つの経済では、WTOの妥当性が吟味されている。

　WTOは経済的価値を優先して他の倫理的な価値などの等閑視している。
　WTOは国家の主権を形式的には侵害しないが実質的には侵害している。もっとも、だからといって、それが悪いというわけではない。
　WTOは民主的ではない。
　WTOは世界の国家の格差を拡大化しているか、という問題に関しては実質的データに欠ける。
　
　では倫理を加味した世界規模の経済に関する組織体としてはどういうのが望ましいか？

　盗品を盗人からそれが盗品と知って売買するのは犯罪である。
　同様に、ある政府が国民をひどく弾圧し、その政府と取引しても国民は苦しむだけで、一部の独裁者が豊かになる場合、その政府と取引することも犯罪である。したがって、そうした取引は規制されるべきである、という。

　一つの法では、いかなる場合に人道的な軍事介入が正当化されるか、が問題とされている。大規模なジョノサイドやエスニッククレンジングがあり、政府が是正しようとする気がない、あるいは、する能力がない場合など、正当化される場合もある、とする。もっとも、軍事的介入の結果の無政府的混乱はよりひどい人権侵害を産む場合があるので、介入には十分慎重でなくてはならないともする。

　誰が介入を決断するかは、改善された国連機関であろう、という。
　現行の安保理の少数の国家の全会一致方式は民主的とは言えない。従って、国連の参加国がその人口数に応じて代表を民主的に選出し、その代表からなる議会の多数決で決する方式がよい、とする。

　一つの共同体では、豊かな国の豊かな国民の倫理的義務について論じている。
　世界には貧富の格差がある。最貧国の人々は飢え、あるいは貧しい生活環境のため若くして死ぬ。
　不偏的な視点から言えばこれは正義ではない。同じ人間でも、自分からの距離で救ったり救わなかったりするのは不合理である。もっとも、家族や親友を他の人より優先する、というのは合理性がないわけではない。自分の子供をほったらかして、アフリカの飢えた人々を助けろ、というのはいきすぎであるし、また、肝心の倫理の維持もできない。かといって、黄色人種だから救い、白人だから救わないというのはあまりにも偏り過ぎている。

　国民というところで線を引くべきか？

　著者はもう一歩さきまでいくべきだ、という。

　倫理の基礎に互恵がある、といわれる。たしかに、国民どおしは互恵の可能性があるから、助け合いということに理由があるようにも思えるが、アンダーソンが言うように、国家・国民といえども、想像された産物であるのだから、その想像の範囲を地球規模に拡げてもおかしくないどころか望ましい。
　我々がほんのすこし犠牲を厭わなければ救える生命も多数ある。

　では、どの程度の犠牲を払うべきか。

　過去には、生存のための衣食住が十分であれば、その他は他に施すべきだという思想家もいたが、それは、現実性に欠ける。例えば、豊かな人の収入の１％をそうした最貧の人々に寄付するというのはどうか、という提案をしている。
　因みに著者は、収入の２５％を寄付している、という。

　この著者、アメリカには辛口で、前書きでは、アメリカのネオコン的発想を叩いている。
　アメリカの理想による支配がなぜいかんのか、と言う点に関して、その理想とは民主主義だろうが、なんで世界の５％の人口のアメリカがその他の国を支配するのが民衆主義といえるのか、法の支配の布教というが、あんた国際刑事裁判所も支持せんとよお、そんなことがいえるな。（イラク侵攻があるからやばいことになる）
あるいは、政府、あるいは非政府による他国援助に関しても、
