国連レバノン暫定軍（UNIFIL）の停戦監視所が“誤爆”を受け、国連兵4人（中国、オーストリア、カナダ、フィンランド国籍）が死亡した事件で、国連安全保障理事会は27日、協議を行なったが、イスラエルに対する非難や責任を問う文言は、米国の猛反発に遭い、全て削除され、骨抜きされたものが議長声明として採択された。事件の捜査についても、国連とイスラエルによる「合同調査」ではなく、イスラエル単独によるものだ。
これは、犠牲になった国連兵を送り込んでいた国の一つであり、常任理事国である中国が事件翌日に提出して採択を目指していた議長声明とは大きく違っており、中国の国連大使は「骨抜きにされた」と怒りを露にした。その一方、当事国のイスラエルの国連大使は、「大変公平でバランスの取れたものとなった」と嬉しそうにTVカメラに向かっていた。事件直後、あれほどいきまいていたアナン事務総長は、一気にトーンダウン。きちんとした意見を述べずに報道陣の前から姿を消した。
このやり取りを見ていて思うのは、国連安保理や総会の非難・制裁決議の公平性だ。湾岸危機を起こしたイラクや湾岸戦争後のフセイン政権に対するものや、3年半前の対イラク制裁決議に対しては、その遵守を国際世論が求めるようにマスコミが誘導したが、イスラエルに対する非難・制裁決議になると、米国政府どころか、マスコミまでもが腰が引ける。
1948年のイスラエルの独立宣言以来、国連がイスラエルにたたきつけた非難決議は数知れない。だが、イスラエルは一つとして、それに従うどころか、その内容に敬意を払うこともしていない。参考になればと、今インターネットで見つけたサイトから55年から92年までのイスラエルに対する安保理決議をまとめたものを見つけたので御紹介しておこう。
