The Boston Red Sox may have posted the top bid for the right to negotiate with Japanese right-hander Daisuke Matsuzaka, according to Major League Baseball sources.

There has been no official announcement, and the Seibu Lions, Matsuzaka's team in Japan, have until Tuesday to accept or reject the high bid.

But, according to officials monitoring the bidding, the Red Sox bid may be between $38 million and $45 million.

According to a source, Texas bid about $22 million for Matsuzaka, with the intention of offering a contract of five years and $50 million if the Rangers had the top bid.

There are three reasons the deal would make sense for the Red Sox:

• Talent evaluators who have seen Matsuzaka say he's a top of the rotation-quality pitcher who would improve the Red Sox staff.

• If Boston signs him it would effectively plant a Red Sox flag in the growing Far East market.

• By merely winning the bidding the Red Sox would block the Yankees from acquiring Matsuzaka. By signing him, they would gain the same kind of advantage the Yankees gained when they signed Johnny Damon away from Boston.

The Yankees and Mets both submitted their sealed bids to Major League Baseball before the 5 p.m. deadline Wednesday, according to people familiar with the situation. The Rangers entered a bid, and the Red Sox and Cubs also are believed to be among the interested parties.

As per the posting rules agreed upon by Major League Baseball and its Japanese counterpart, the Lions are aware of the amount of the bid but not the team's identity.

The winning bid is expected to be eight figures, but it might not reach as high as the $20 million to $30 million that once was expected. The winning team will have a 30-day window to negotiate with Matsuzaka's agent, Scott Boras, who is looking for a contract worthy of a frontline pitcher.

It appears that the Hanshin Tigers will not allow lefthander Kei Igawa to use the posting system, Sports Nippon reported yesterday.

The waiting game continued yesterday for the teams that put in a bid for Japanese star Daisuke Matsuzaka - the Yankees are one - as the pitcher's club, the Seibu Lions, said it would not decide if it would accept any bid until after its board of directors meetings, which are slated to begin today.

A Yankees official acknowledged his team's bid yesterday, the deadline for bidding, and it's believed that the Mets are also in the running for the 26-year-old righty, who was 17-5 last season for Seibu. Rangers owner Tom Hicks said the day before the bidding that his team would be involved, and the Red Sox, Cubs and Diamondbacks also could be among the bidders. The commissioner's office told clubs not to comment publicly.

If Seibu accepts a bid by Tuesday's deadline, the winning club has 30 days to strike a deal with Matsuzaka and his agent, Scott Boras. If no deal can be reached, Matsuzaka returns to Japan and the Lions lose the posting fee.

In recent weeks, the Rangers have been depicted in national and international reports as major players in the Daisuke Matsuzaka sweepstakes -- and they are exactly that.

A baseball official with knowledge of the process said Thursday that the Rangers have made a major bid for the 26-year-old Japanese right-handed pitcher, perhaps close to $30 million, and that the Rangers have a chance to win exclusive negotiating rights.

The Rangers refused to comment on the situation, citing a gag order by Major League Baseball.

"I'm not going to comment one way or the other," Rangers general manager Jon Daniels said.

The winning bid was transmitted by MLB to the Japanese league Wednesday, but the identity of the team with the winning bid was not revealed. The Seibu Lions, who own Matsuzaka's rights, have four business days to decide whether to accept the bid, and the winner is expected to be revealed early next week.

入札金受諾に関する西武の回答期限は１５日午前７時。西武の太田秀和球団社長は球団取締役会を開いたうえで、受諾を発表する方針を示しているが、複数の球団幹部が１０日も所用で不在にしており、取締役会はまだ開かれていない。
