Former big-league manager Bobby Valentine, who currently manages the Chiba Lotte Marines in the Pacific League, has seen his share of Igawa over the past four years. He believes that while Igawa is a solid starter, he isn't in the same class as Matsuzaka.

"I favor left-handers anywhere in the world," Valentine said during the MLB-Japan All-Star Series earlier this month. "The first time I saw him, I thought he was a lot better; four years ago, he was a lot better than he is now. But he's still good."

The Yanks' bid for Igawa was slightly more than half the $51.1 million the Red Sox will have to pay Matsuzaka's club, the Seibu Lions, if Boston signs him, and that may be the clearest indication of who the better pitcher is, though neither has thrown a pitch in the majors. The Yankees bid about $32 million for Matsuzaka.

While Matsuzaka is viewed by most in baseball as a potential No. 1 starter, Igawa is projected as a back-of-the-rotation arm. There is even a difference in opinion in the Yankee organization, according to team sources, over whether Igawa is a third, fourth or fifth starter.

A scout who has seen both men pitch said, "Matsuzaka is the prime guy. I never thought Igawa would be an overpowering No. 1 in the majors. But he certainly is a serviceable kind of guy. In my mind, he'd be a fourth guy in the rotation."

The scout said Igawa generally throws his fastball around 88 mph, but he can occasionally touch 90 and 91. "He has to trick you a little bit," the scout said. "His changeup is his best pitch.

The Yankees winning the posting bid on Japanese lefty Kei Igawa yesterday doesn't make their rotation whole. In fact, several talent evaluators raked their heads when informed the Yankees' winning bid was $26 million for a pitcher many believe is no more than a fourth starter.

However, the 27-year-old lefty, who will likely land a four- to five-year deal in the $4.5 million per season range, is going to be in the Yankees' rotation.

Acquiring Igawa, who was 14-9 with a 2.97 ERA last year and 86-60 with a 3.15 career ERA, doesn't mean the Yankees are flush with starters behind Chien-Ming Wang and Mussina. Randy Johnson is 43 and returning from back surgery. Carl Pavano hasn't pitched since June of 2005 due to many ailments.

With Igawa at the back of the rotation the Yankees still need a starter, but it doesn't appear in the final days of November that they will sign Barry Zito, Gil Meche, Ted Lilly or Jason Schmidt. Andy Pettitte would be welcome, but he hasn't decided if he wants to pitch.

"He isn't overpowering, his fastball was at 88 to 91 mph range. I heard he has thrown harder, but I didn't see it," said the scout, who saw Igawa pitch for the NPB All-Stars against the MLB All-Stars recently in Japan. "His breaking ball was inconsistent. David Wright hit a homer off a breaking ball I thought was going to go out of the (Osaka) dome. His best pitch is a change-up. He is a serviceable guy, but not a Matsuzaka."

New York's offer of $26,000,194 -- the last three digits matching his strikeout total this year -- was the highest bid among major league teams for Igawa, and it was accepted Tuesday by his Japanese team, the Hanshin Tigers.

"The Yankees are a team with a lot of tradition," Igawa said at a news conference in Osaka. "They get a lot of media attention, like the Tigers do. I was surprised to hear the team bid that much for me, and I feel like today I've taken another step toward realizing my dream."

A 27-year-old left-hander, Igawa could compete for a spot at the back of New York's rotation next season behind Chien-Ming Wang, Mike Mussina and Randy Johnson. Carl Pavano, coming off 1½ seasons of injuries, also would be in the rotation if healthy, and the Yankees have expressed possible interest in signing free agents Ted Lilly or Gil Meche.

New York has until midnight at the end of Dec. 28 to work out a contract with Igawa's agent, Arn Tellem -- who also represents Yankees left fielder Hideki Matsui. Igawa allowed a home run to the New York Mets' David Wright this month during an exhibition game between Japanese and major league All-Stars.

"We have been following Kei Igawa's very successful and accomplished career in Japan, and we are excited about the opportunity to begin the negotiating process with him," Yankees general manager Brian Cashman said in a statement.

"I am very pleased to have the rights to sign him for the Yankees," owner George Steinbrenner said in a statement issued by spokesman Howard Rubenstein.
