相次ぐ不祥事
JAXAの前の理事だった国際統括官が収賄の疑いで逮捕された文部科学省では、去年から不祥事が相次いでいます。

去年1月には天下り問題が明らかとなり、当時の前川事務次官が辞任したほか、43人の職員が懲戒処分を受ける事態となりました。

さらに、加計学園の獣医学部新設をめぐっては、内閣府などとのやり取りを記した文書の管理や公表の在り方が大きな問題となりました。

ことし3月には、前川 前事務次官が中学校で行った授業について文部科学省が学校に調査していたことが明らかになり、国会で「行き過ぎた行為」だと批判されました。

そして、今月は、私立大学の支援事業をめぐって東京医科大学に便宜を図る見返りに受験した自分の子どもを不正に合格させたとして、佐野前局長が受託収賄の疑いで東京地検特捜部に逮捕されました。

While recent press reports have focused on the expansion of North Korea’s Chemical Materials Institute (CMI)—a key facility in its production of solid-rocket motors for missiles—in the months leading up to and in the aftermath of the US-DPRK summit, these efforts have actually been ongoing for at least the past eight years. This activity indicates that the North is continuing to expand its production capabilities to produce solid rocket motors for the Pukguksong-1 and -2 and potentially the -3 and beyond. The Pukguksong-1 submarine-launched ballistic missile (SLBM) began testing in 2016 and the Pukguksong-2 medium-range ballistic missile (MRBM) began testing the following year, but both presumably have now halted as part of the DPRK’s moratorium on nuclear and ballistic missile testing





Trump’s Sense of Timing on Nuclear Threats Confounds Experts


“Trump has rejected a detailed pact that kept Iran out of the nuclear weapons business for a decade, while embracing a vague communiqué that allows North Korea to keep its nuclear weapons for years, and possibly forever,” Mr. Haass added.


At the same time, the officials warned, Mr. Trump’s premature declaration on Twitter that “there is no longer a Nuclear Threat from North Korea” could come back to haunt him. That statement took much of the pressure off Mr. Kim, and appears to be helping him evade international sanctions, with the help of China and Russia.


His comments were the latest example of how the president is casting the best possible light on North Korea’s steps so far, ignoring that the country is still producing nuclear fuel and, some American intelligence officials suspect, adding to its arsenal of 20 to 60 weapons.


The dismantlement of the missile site is significant because it will slow the North’s ability to test weapons’ engines. Given its history — it was from that location that the North at least twice launched primitive space satellites that experts in the West saw as experiments for firing a warhead — it is reminiscent of other steps that the country took a decade ago, when it blew up the cooling tower of a nuclear reactor.

But its weapons-building continued.


The current and former diplomats and intelligence officials said Mr. Trump has convinced himself that the only hope of coaxing Mr. Kim to give up his weapons is to effusively praise him. That means ignoring the tens of thousands — if not hundreds of thousands — of North Koreans whom Mr. Kim has put in gulags, his execution of perceived opponents and his refusal in Singapore to sign on to any document that created a timeline for denuclearization.


WASHINGTON — After declaring he has plenty of time to solve the North Korean nuclear crisis, President Trump celebrated on Tuesday what he claimed was an early victory: satellite evidence that the country is dismantling a missile test stand in a small first step toward securing commitments made by its leader, Kim Jong-un, last month in Singapore.

But inside the White House, Mr. Trump’s aides wonder whether they are falling into a familiar pattern of endless negotiations with the North, which in the past has destroyed a few symbolic facilities but kept expanding its arsenal.

Delving into the German arms industries’ dirty secrets can come at an even heavier price, since “accidents” can happen to the whistleblowers and people are genuinely terrified to speak out, Grässlin claimed.

“In Germany, they don’t shoot you in your head. In Germany they do it with a tragic accident of a citizen ‘who had a car accident,’” he said.

Another major German arms producer, the Rheinmetall Corporation, has seemingly dodged German laws in a simpler way, moving its factories to other countries with more lax weapon export rules. A subsidiary of Rheinmetall conglomerate, RWM Italia, came into the media spotlight following a Saudi-led coalition bombing run on October 8, 2018. It emerged the munition, which killed a family of six, including four children, was made at RWM Italia’s factory in Sardinia.

The scheme used by Rheinmetall provides even less accountability since Berlin can shift the blame on Italy, where the factory is located, while Rome can point fingers back, stating it’s actually owned by the Germans, the Redfish said.

タイの洞窟から救出された少年らが地元の寺院に出家しました。救出活動中に死亡したダイバーの追悼などのため、修行に臨みます。

 出家したのは、救出された13人のうちキリスト教徒の少年1人を除く、少年とコーチの12人です。少年は9日間、コーチは少なくとも15日間、出家する予定で、救出活動中に亡くなった元海軍のダイバーへの追悼や救出活動への感謝の祈りなどを捧げます。仏教国のタイでは亡くなった人の冥福を祈る方法として、出家が徳が高い行いの一つとされています


こうする、社会的圧力があり、それに従順にしたがった、といったところだろうね。

死刑にしても予防効果は薄い

The general consensus among social scientists is that the deterrent effect of the death penalty is at best unproven


抑止効果は証明されていない、あるいは、死刑がない州より死刑がある州のほうがかえって殺人率は高いという統計もすでにあるわけだし、日本でもやってみればいいんじゃないの?

Uniqueness of the death penalty
It's argued that retribution is used in a unique way in the case of the death penalty. Crimes other than murder do not receive a punishment that mimics the crime - for example rapists are not punished by sexual assault, and people guilty of assault are not ceremonially beaten up.

Camus and Dostoevsky argued that the retribution in the case of the death penalty was not fair, because the anticipatory suffering of the criminal before execution would probably outweigh the anticipatory suffering of the victim of their crime.

Others argue that the retribution argument is flawed because the death penalty delivers a 'double punishment'; that of the execution and the preceding wait, and this is a mismatch to the crime.


殺しには殺しで報復するのがあたりまえじゃないか、という議論に対しては、ほかの犯罪では目には目に、暴行には暴行を、強姦には強姦をというように、同じ行為で、報復していない。死刑だけ、同じ行為で報復するのはおかしいんじゃないか、と。

また、死刑は、殺される苦しみに加えて、殺されることを待つ、苦しみもあり、死刑執行まで長期間を要するから、被害者の苦しみを上回ることもあろう、と。

Some people who believe in the notion of retribution are against capital punishment because they feel the death penalty provides insufficient retribution. They argue that life imprisonment without possibility of parole causes much more suffering to the offender than a painless death after a short period of imprisonment.

Another example is the planner of a suicide bombing - execution might make that person a martyr, and therefore would be a lesser retribution than life imprisonment.



 罪に見合う苦しみで報復、ということなら、仮釈放なしの終身刑のほうがよほど苦しみを与えることができるだろうし、麻原やその他宗教者などは、死刑にかけることで、殉教者、聖人化されることもあり、むしろ終身刑のほうが、罪に見合った報復といえよう、と。







性的指向・性自認の多様なあり方を受容する社会を目指す自民党

性的少数者をあからさまに差別し、多様な性のあり方を認めていこうという社会の流れに逆行する。 


多様な性の在り方を認めていこう、というなら、「兄弟婚を認めろ、親子婚を認めろ、それどころかペット婚」は噴飯ものかもしれぬが、認めるのが理屈。そもそも、同性婚だって、西洋では、噴飯もの、というより、激憤ものだったわけだ。

ただ、いま、そこまで議論はひろがっていない。

いずれにせよ、

国内外の潮流に押される形で、昨秋の衆院選の公約に「性的指向・性自認に関する広く正しい理解の増進を目的とした議員立法の制定を目指す」と明記、「多様性を受け入れていく社会の実現を図る」と掲げた。杉田氏の主張は、この党の方針に明らかに反する。


自民党が多様な性的指向・性自認、ということで、同性愛やトランスジェンダーの権利を強化しようと動いているわけで、杉田氏の発言は、それに矛盾するわけだから、はっきり批判すべきだったわけだね。
