【北京=峯村健司】中国軍が、東南アジア諸国連合(ASEAN)の国々と領有権をめぐって対立する南シナ海で、他国が実効支配する離島に上陸し、奪取する作戦計画を内部で立てていることがわかった。管轄する広州軍区関係者が明らかにした。現時点で実行に移す可能性は低いが、策定には、圧倒的な軍事力を誇示することで外交交渉を優位に運ぶ狙いがあるとみられる。

中国の漁業監視船は、ただの監視船ではない。11月下旬に確認された2隻のうちの1隻はヘリ搭載型の最新鋭監視船で、シートの下に機銃を隠している。東シナ海ガス田付近に姿を見せる海洋調査・監視船とともに、中国海軍と密接に連携している。
 中国は、東南アジア諸国連合(ASEAN)諸国と領有権を争う南シナ海の西沙(パラセル)諸島や南沙(スプラトリー)諸島付近にも、しばしば漁業監視船を出動させている。



朝日が警戒し始めているのは大きい。

障害児教育 「共に学ぶ」環境作りは可能か(12月31日付・読売社説)

中央教育審議会の特別委員会は今月、現行の枠組みを維持する方向で意見を集約した。

 教育条件が大きく改善されない中で、個々の子どもの障害の状態などを考慮せずに同じ場で学ばせることは、「適切に教育を受ける機会を平等に与えることにはならない」との理由からだ。

 現行の専門的教育に対するニーズは高い。特別支援学校などの在籍者数は増え続け、教室が不足するところも出ている。

 一方、インクルーシブ教育導入による教室の学習環境の変化を懸念する教育関係者の声もある。

 その導入の適否については、現行の障害児教育を着実に充実させる中で、慎重に議論したい。

Tuesday night at Hudson Lounge turns sour: Patrons claim racism

Once again there's conflict on Robinhood, but this time it's not between condo neighbors and Hans Bier Haus. Instead, Hudson Lounge found itself in the center of a storm of controversy.

After accusations first popped up on Twitter that the trendy Rice Village bar closed early Tuesday night on account of an unwelcome, primarily black, clientele, the war of words spun onto Facebook and the bar's Yelp entry.

Patrons claim that a primarily African-American crowd of young professionals gathered for a holiday party that was supposed to last until 2 a.m. when the bar unexpectedly shut down at 11 p.m. and HPD officers were called to disperse the remaining crowd.

Sharon McLaughlin, who attended the party, said in an e-mail that "It was not a rowdy crowd, nor was there any unusual behavior or activity that would give us or management cause for concern. Everyone was mingling and having cocktails. The bar was quite busy and full. We purchased drinks at approximately 10:55 p.m. and were told by the bartender that it was last call and that they were closing at 11 p.m. The lights came on at 11 p.m. and they stopped serving and asked everyone to leave."

The lounge maintains that although the website lists a Tuesday 2 a.m. closing, normal protocol is to close the bar at midnight. Hudson spokesperson Caroline LeBlanc says the website is being redone, and it's unfortunate the correct hours weren't listed.

Hudson also maintains the party wasn't a private event, but rather a patron called early to ask if the bar could handle 25 to 30 friends. When around 150 came, Hudson found itself understaffed and began last call at 11 p.m. in an effort to have everyone out by their midnight closing time.

"We feel awful, but we feel justified in following normal protocol," LeBlanc tells CultureMap. "Maybe that wasn't the right thing to do, but there was no discriminatory intent."

As for complaints that the bar, like many in town, screens patrons, Kliebert said "My bar has a dress code. I have my own friends who are white and they don't get in ― they call me the next day and are upset and they're my friends in the bar. I don't care what color you are, we have a strict dress code. I don't want just anyone coming in off the street. If I wanted that, I'd have opened a beer joint."

 あからさまなwhites only の看板は減少したものの、”洗練”された手法での、”黒人”お断り事件など20年以上前から報道されているのである。
 母国でも新聞を読まない、日本でも新聞を読まない、それでいて、欧米至上主義の偏見をもつ、一部の欧米人や特派員が有道チックなセンセーショナリズムに感動して、扇動されるのであろう。

LA rebel artists defy attempts at censorship

 かつて米国に追放された画家David Siqueiros が再評価されている、と。


Nowadays, the youth of Los Angeles are getting great inspiration from the strong images painted by David Siqueiros. Artists like Ernesto Yerena who is making a name for himself in L.A. With his images and his activism, he hopes to open the eyes of Americans to what he sees as an attack on Latino communities and the working class. “The working class white people are being fed that all these Mexicans are taking your stuff… no no. The people taking your stuff are the same people taking everyone else’s stuff,” said Yerena. But Yerena’s original artwork has a much bolder political message.

“I’m talking about white capitalist imperialism. If you’re not part of the 5 percent that kind of run the country or that own the banks that own all the corporations that just pay the politicians then I’m not talking about you. If you’re working class white folk then you’re on my team,” said Yerena. Friends like Rage Against the Machine front man Zach de la Rocha opened Yerena’s eyes to injustices.

“The people that had to go in (military) for economic purposes or because they were lied to, they’re victims of imperialism… It’s not the rich people that are part of the Army it’s the poor kids,” said Yerena. While Yerena tries to provoke action with his art, Siqueiro’s family still thinks artists and activists need to do more. “They’re not radical enough,” said Anna Siqueiros. “Now we have to be radical. We have to be radical in our thinking,” she added.

Hot styles and new “must-have” items of the fashion world change as fast as the seasons but one thing that never goes out of style in the U.S. is shopping. “America is the birthplace of modern consumerism,” said the author of “The Looting of America” Les Leopold. Nowhere else in the world do people buy more than in America. There are officially more shopping malls in the U.S. than high schools. “If I didn’t spend all that money on sunglasses, I could probably save for college”, said one young shopper in New York to RT.


Reverend Billy says a credit card exorcism on the entire nation is what can cure America. “15 million Americans are addicted to shopping, but many more than the 15 million shop too much”, said the anti-consumerist activist who set up The Church of Life after Shopping. Reverend Billy’s main life mission is to chase away the shopping devil – by putting on acts in churches and shopping malls around the country. The purpose of the exaggerations is to make Americans see their flaws. “Consumerism – it’s a church. It’s a fundamentalist church. It’s like the roman-catholic church in the fourteen hundreds”, the man explains.
