I have read all the comments and they seem to go into 3 groups:
Group 1. -. This group focuses their angst that this whole NK situation is a sham and that the Pentagon and the DIA and other agencies just want to provoke military action so that we can stay in some war somewhere and that all this concern is unnecessary.

Group 2 - This group is smaller than the first group - but they are fed up with the NK's aggressive behavior and they want aggressive action on our part - like "stationing nuclear subs all around NK - ready to strike instantly.

Group 3 - This is the "big picture - global strategy" thinkers who see Japan craftily working to use this event to regain their military strength and regain control of the Pacific Or perhaps its China who uses NK as a puppet to increase tension and then they will fix it and be heroes.

Then there is my position - -I do not think that the Pentagon is trying for another war - that China with 400,000,000 peasants living in a substandard level of poverty is interested in war - that Japan - who needs to import everything is ready for another military war.. NK has nasty leader who terrorizes his own people is new at the job and he needs to hang onto power-he feels that threatening the world and perhaps causing someone to do a preemptive attack would stabilize his power.

Thus the only thing that we need to focus on is if he pulls the trigger - if he doesn't he fades away but if he does what do we do? Please answer that question.

Pyongyang warned of the direst results if Japan executes its threat to shoot down any North Korean missile.

The North's Korean Central News Agency said that such a "provocative" intervention would see Tokyo -- an enormous conurbation of 30 million people -- "consumed in nuclear flames".

"Japan is always in the cross-hairs of our revolutionary army and if Japan makes a slightest move, the spark of war will touch Japan first," KCNA said in a commentary.

　韓国のVANKというのもかなりの民族主義者の集団で、たしか、日本海のことを東海だの、竹島は韓国のもんだあああ、みたいな、嘘の主張を全世界に拡めているのだが、しかし、そのやりかた、スタイルが許容範囲にあるため、それほど非難は浴びない。


　しかし、この言説は常軌を逸しており、世界のどの国でも一致して非難される類のものである。

The real challenge will be in designing the third arrow, what Abe refers to as “growth.” This includes policies aimed at restructuring the economy, improving productivity, and increasing labor-force participation, especially by women.
Some talk about “deregulation” – a word that has rightly fallen into disrepute following the global financial crisis. In fact, it would be a mistake for Japan to roll back its environmental regulations, or its health and safety regulations.
What is needed is the right regulation. In some areas, more active government involvement will be needed to ensure more effective competition. But many areas in which reform is needed, such as hiring practices, require change in private-sector conventions, not government regulations.
Abe can only set the tone, not dictate outcomes. For example, he has asked firms to increase their workers’ wages, and many firms are planning to provide a larger bonus than usual at the end of the fiscal year in March.
Government efforts to increase productivity in the service sector probably will be particularly important. For example, Japan is in a good position to exploit synergies between an improved health-care sector and its world-class manufacturing capabilities, in the development of medical instrumentation.
Family policies, together with changes in corporate labor practices, can reinforce changing mores, leading to greater (and more effective) female labor-force participation. While Japanese students rank high in international comparisons, a widespread lack of command of English, the lingua franca of international commerce and science, puts Japan at a disadvantage in the global marketplace. Further investments in research and education are likely to pay high dividends.

　　旅先や近所の外国人と話すとき。生活のなかで英語を使えて損はない。

　

　英語の授業は中学で週４コマある。英会話教室なら、６年間これだけ通って上達しないようでは、きっとつぶれる。

　つぶれてないし、親のすねかじっていく学校と、自腹きって行く英会話学校を比べるのも可愛そう。。

　「読む」に偏っていた学校の授業も、話す、聞く、書くをふくむコミュニケーション力全体を養う方向に変わりつつある。高校では今春から英語は英語で教えるのが原則になった。

　読むに偏ってない。６年間でつかうリーダーの教科書って、かなり薄い。
　そもそも英語ができない生徒にどうやって英語で教えるんだろうねええ。
　てか、朝日新聞、日本語なくして、英語だけにしたら、日本人の英語力伸びるかえ？
　てか、朝日のおっさんも英語で記事書いてみなはれ。

　だが、生徒の実力はどうだろう。国がかかげる「中学で英検３級、高校で２級か準２級」の目標に達している子は、３割しかいない。文部科学省の調査でそんな結果がでた。

　無理もない。英語の先生で、目標のＴＯＥＦＬ８０点（英検準１級）以上とっているのは中学で３割、高校で５割だ。７年前の調査と大差はない。教育委員会がひらく数日の集中研修をうけた先生は、中高ともせいぜい１割かそれ以下だ。

　惨憺たるものだね。

　能力のない大学教授、能力のない英語教師は辞めてもらって、予備校のように人気講師が生き残るようにするのがいいかな？

京都で卒業したら留学生の永住ＯＫ…特区申請へ

　京都府は、府内の大学で学ぶ留学生に卒業した時点で永住を認める「大学ユートピア特区」を今年度中に政府に申請することを決めた。

　特区効果で海外から優秀な人材を呼び込んで大学の国際競争力を高め、永住によって京都や周辺都市の活性化につなげるのが狙い。認められれば全国初となる。

　府の構想では、全大学の学部・大学院を特区の対象とし、卒業時に永住を希望する留学生は原則許可を得られるようにする方針。

　日本学生支援機構の調査（昨年５月）によると、京都府で学ぶ留学生は６９００人。東京都（４万３５００人）、大阪府（１万５２１人）、福岡県（１万４３４人）に次ぐ４番目で、京都府と地元経済界は２０４０年に５万人に増やす目標を立てており、特区制定で達成したい考えだ。

　第２次朝鮮戦争が起きるのではないかという不穏な観測が流れている。北朝鮮の金正恩（キムジョンウン）第１書記は本気で南北武力統一を考えているという。

　これがミサイルの標的とされた米国や韓国からの情報なら過剰反応だろうとたかをくくるところだが、今回は中国とキューバからの発信だ。気になる。

First, nuclear conflict is unlikely. North Korea is not believed to have any long or medium-ranged nuclear weapons, certainly none that could hit North America. North Korea might be able to strike South Korea with a nuclear device. But then US nuclear weapons would wipe North Korea off the map.




North Korea’s military strategy would be to launch a surprise attack on the south to occupy Seoul and Inchon. The vital US Air Force bases at Osan and Kunsan, and eight South Korean air bases, would be primary targets




Other North Korean special forces are tasked with attacking US bases in Okinawa, Japan and as far off as Guam, where the US is installing its new THAAD anti-missile system.







Unless the US uses tactical nuclear weapons, it will be difficult to defeat North Korea. Doing so means invading North Korea, a risky operation that might invite Chinese intervention, as it did in 1950. Moreover, US ground and air forces are bogged down in Afghanistan and the Mideast, their equipment is run down, and the US Treasury out of money.

The Pentagon estimated a full-scale invasion of North Korea could cost 250,000 American casualties.

タイムズ・ハイヤー・エデュケーションがアジア大学ランキングを発表したんだが、「日本の地位低下が著しい。今後の見込みも暗い」という特集記事の内容が暗すぎてここまで言われなきゃいけないのかと……

アジア大学ランキングはかつては日本が独占していたが、今年100位内の大学は日本が22、台湾17、中国15、韓国14。人口比を考えたら日本の数字はむしろ恥ずかしい。端的にはいかに日本の学者が英文論文を書いていないかという話なわけですが。

東大トップ、京大７位…英誌のアジア大学ランク

　【ロンドン＝佐藤昌宏】英高等教育専門誌「タイムズ・ハイヤー・エデュケーション」は１０日、アジア地域（アジア、中東）の大学ランキングを初めて発表し、日本からは東京大が１位に入るなど、２２校が１００位以内に入った。


　順位付けは、研究者による評価、論文の引用数、指導環境などを総合した評価に基づいている。日本以外では、台湾大など１７校が１００位以内に入った台湾や、１０位以内に浦項工科大など３校が入り、１００位以内に１４校が入った韓国などが健闘した。上位５校は東大以下、〈２〉シンガポール国立大〈３〉香港大〈４〉北京大〈５〉浦項工科大――の順だった。

　日本勢では、京都大（７位）、東京工業大（１３位）、東北大（１５位）、大阪大（１７位）、名古屋大（２６位）など国公立大１９校のほか、慶応大（５３位）、早稲田大（５７位）、順天堂大（６０位）の私立大３校も１００位以内に入った。

　読売の記事には危機感というものを感じ取れない。読売ってよほど居心地がよくて、現状の日本に危機感を感じ取ることができないのかね？
