"For decades, some have argued that stability required highly controlling regimes, and that reform and openness would put that stability at risk. So, the argument went, countries like Britain faced a choice between our interests and our values.
"And to be honest, we should acknowledge that sometimes we have made such calculations in the past. But I say that is a false choice.

利益 vs 価値
利益を捨てて民主主義などの価値を選んでいるような口ぶりだが、しかし、利益と価値が重複しなかったので利益を選んだ、いまや、（独裁者によって抑えきれなくなってきた、民衆の民主主義への渇望も大きくなってきて、）利益と価値が重複するようになったので、価値外交、をします、というだけであろう。相変わらず国益が中心なのである。こうした、まるめこめるレトリックは上手い。

And let us not forget that the PM is travelling with a business delegation that includes people who sell arms for a living. This trip may be about the ballot box but the bullet is in there too.
The prime minister rejects this analysis. It is, he says, perfectly valid for Britain to sell arms so countries like Kuwait, where he has now moved on to, can defend themselves.

The Government hastily withdrew eight export licences to Libya at the weekend amid fears British weapons were used in the slaughter of hundreds of protesters.
He admitted that arms deals depend on promises not to repress the population made by Arab countries - promises which are often hollow, as recently seen in Bahrain and Libya.
Mr Cameron said: ‘It’s a difficult area. In some cases we’ll get those assessments right and in others you have to remove the export licenses, which we have done very rapidly.
I appreciate that if we were only to do business with decent, democratic regimes, Britain would lose a lot of its trade. We have to be realistic. But Gaddafi occupies the far reaches of repression and lunacy.

日本関連の外国人特派員・論者にもそんな輩がうじょうじょいるではないか？

いずれにせよ、こうした微妙なレトリックをを習得して大人になっていくのかもしれない。それが、
国際化した世間さまを生き延び渡り歩く最低条件なのであろう。
