But why does the Chinese government choose “hurt the feelings” as the substitute? A possible explanation lies in the cultural tradition. China’s society is based on personal feeling and human sentiment. Having hurt a friend’s feeling is severe in Chinese culture. To denounce someone hurt the feelings of somebody means a strong moral sanction.
But international affairs are not within Chinese cultural tradition. As to the western countries, complaining “hurt the feelings of the Chinese people” means nothing but “I am the weaker one”. Maybe it’s time for the Chinese government to look for another set phrase as substitute.bb

日本国内における高等教育の無償化は、朝鮮学校と同じ、学校教育法上の「各種学校」に属するいわゆる「外国人学校」やインターナショナルスクールに対しては、すでに無償化の適用が行われている。にもかかわらず、国際法において正当化され得ない政治的理由に基づき、朝鮮学校への適用を除外する今回の決定は、社会権規約第2条および第13条に違反し、人種差別撤廃条約が禁止する、民族的な出身に基づく「人種差別」にあたると考えられる 。

A video of a gleeful teenage boy crowing, “She is so raped” and “They raped her quicker than Mike Tyson!” An Instagram image of the same girl of Steubenville, Ohio, limply borne by boys holding wrists and ankles. An 11-year-old girl whose gang rape in Texas last year was discovered by adults via cellphone video, a video she then had to watch when she took the stand. A teenage boy in Canada who posted photos on Facebook of a 16-year-old girl being gang-raped, sentenced last year to probation and ordered to write an essay on “the pros and cons of social media.”

In place of the usual banter, peppered with infuriating teenage acronyms, was a stream of comments crystal clear in their meaning. They were vicious and cruel observations attacking Flo for what she’d worn to her 14th birthday party in November.
The other girls told her, in no uncertain terms, that she’d dressed like a ‘slut’, a ‘tart with no self-respect’, and that her parents must be ashamed to have a daughter who ‘looked like a prostitute’.
The attacks on Flo were part of a new trend known as ‘slut shaming’, fuelled by blogging websites like Tumblr, in which teenagers post vicious criticisms online, targeting peers they deem to be dressing too provocatively or wearing too much make-up.
Because nobody has to give their identity away, teenagers are free to write anything they wish without fear of being discovered.
As you can imagine, the temptation for cyber-bullying and harassment is huge and the multimillion-pound company behind the site ― whose headquarters are in Latvia ― has already come under massive criticism after two teenage girls committed suicide, one in 2010 and one in 2011, as a result of suffering abuse on it.
The attack against Flo was terrifyingly brutal. One comment read: ‘Are you dressing like that so boys will want to sleep with you? Aren’t you ashamed of yourself? You think you’re sexy but actually you’re just a cheap slut who should no (sic) better.’

'This research points to a number of interesting findings. Firstly, that levels of sexual satisfaction appear to be related to expectations and it seems that UK women are easily pleased in their later years – or at least, become easier to please than their husbands as time goes by.
'Secondly, while the majority of partnered women over 50 say they are satisfied with their sex lives, half say their partner has lost sexual desire for them and / or have had poor erections.
