There is no law that says you can't borrow a bicycle.

There must be some misunderstandings.

Is she sure that the owner registered the bicycle?
Let's call the person detained A, the owner B.

For instance, if the owner B got the used bicycle from a friend of his, C and the owner B hasn't registered yet, the story will be complicated.
B is legally owner, but since he hasn't registered yet, it is not as easy to prove the ownership as when he has registered.

A borrowed the bicycle from B. The owner B might have notified the police that he was the owner but if it turned out that the registered name was C , they are still in trouble.

If someone convinced the police that the foreigners in question didn't know they had to register and B's ownership was legal, though B didn't register, it makes sense that they were released.

In any case,

Registering a bicycle is necessary.

If you buy a bicycle from a shop, the shop will take care of the procedure.

If you buy it on the internet or you get it for free from someone, go to a bicycle shop or a supermarket with a sign "自転車防犯登録所".
Bring the bicycle, your ID. (sale・gift) certificate, and registration fee (500 yen)

If you are using the bicycle you borrowed and stopped by the police, let the police know you borrowed the bicycle and tell the cop the owner's name. Tell him to check the registration number and call the owner to make sure that you borrowed his bike.

If the owner did register and you have a permission, you'll have no trouble.

But if the registration says otherwise, you'll be in trouble.

For some reason, if the police illegally arrest you, call the embassy, and/or call the duty solicitor. Call anyone you know who is fluent in Japanese.
