解散愚痴るより、野党は税制なり、安全保障で、自民党より優れた政策を提案して、自民党を吹き飛ばしてほしい、と思うぞ。
解散の批判、森友加計問題はそうした大きな政策で勝った後の話。
これは駄目、あれも駄目より、こうします、ああします、というヴィジョンを提示してほしい。
With the United Nations imposing a series of sanctions against North Korea, former UN Secretary-General Ban Ki-moon on Monday urged the international community to brace itself for all possibilities, including military options.
“We must be ready to confront any consequences and any eventualities, including military options, to address (North Korea’s threat),” Ban said in a security forum in Seoul. “Otherwise, North Korea would be emboldened.”
Noting that North Korea’s nuclear program poses the most serious threat here since the Korean War, Ban asserted that the international community has to take “all necessary measures when chips are down.”

In the early 1990s, North Korea’s announcement to withdraw from the Nuclear Nonproliferation Treaty and the International Atomic Energy Agency was a wake-up call. In response, Japan, the United States and South Korea engaged in dialogue with North Korea and agreed to construct two light-water reactors and to provide heavy fuel oil in exchange for freezing and ultimately dismantling its nuclear program. Japan, the United States and South Korea shouldered most of the financial burden, with the cooperation of Europe and other Asian countries.
We know what happened next: Several years after the heavy fuel oil was delivered and construction started on the light-water reactors, North Korea admitted to having a uranium enrichment program in violation of the agreement.
By the end of 2002, North Korea expelled I.A.E.A. inspectors, followed by an official withdrawal from the NPT in 2003. China and Russia then joined Japan, the United States and South Korea to create the six-party talks with the North. Pyongyang again agreed to the verifiable denuclearization of the Korean Peninsula. But instead, it declared itself a nuclear power in 2005 and carried out a nuclear test in 2006. The five countries’ attempt to solve the problem through dialogue failed.
In short, while the international community provided North Korea with sanctions relief and support as “compensation” for its pledges, the regime ignored most of its commitments.
Considering this history and its continuing missile launches and nuclear tests, more dialogue with North Korea would be a dead end. Pyongyang would see more talks as proof that other countries succumbed to the success of its missile launches and nuclear tests. Now is the time to exert the utmost pressure on the North. There should be no more delays.
China's Communist Party newspaper, the People's Daily, has criticized the United States for demanding that Beijing put more pressure on North Korea to rein in its weapons programs.
It said Beijing "will never accept the 'responsibility' imposed by the U.S."
China accounts for about 90 percent of North Korea's trade.

ドイツでは年に508万円稼いでも所得税を払わなくていいが、日本では年に325万円を超える額を稼いでしまうと、所得税を払わなくてはならないということだ。
前置きが長くなったが、ではその社会保険料の比率(税率)はどうなっているのか。
実は、サラリーマンについては、すべて比率は一定とされている。だが、ここにからくりがある。厚生年金保険料は年収1000万円を超えると、超えた分についてはかからないのだ。つまり、年収が1000万円でも、2000万円でも、5000万円でも、1億円であっても、厚生年金保険料は同じ額なのだ(ただし、ボーナスと給料への配分比率によって若干の違いがある)。
同様にして、健康保険料は年収1500万円を超えるとみな同じになってしまう。
額が変わらないということは、要するに、所得が多ければ多いほど税率が下がっていくということだ。社会保険料という「税金」は、累進どころか、逆累進なのである。
消費税の税負担率は、低所得者層ほど高くなることはよく知られている。なぜなら、どんなに収入が低くても、生活する上で必要最低限のものは、お金を出して買わなくてはならないからである。そうしたものの金額は、大金持ちでも貧乏人でも、それほど大きく変わるわけではない。だから、分母が小さい低所得者ほど、税負担の比率は大きくなってくるというわけだ。
つまりは、今後、消費税の負担が大きくなると、年収150万円の世帯のほうが、年収3000万円の世帯よりも、税負担率が大きくなってしまうわけである
世の中には、年収3000万円どころか、何億円、何十億円と稼いでいる人間がごろごろといる。そうした人たちの税金はどうなっているのか。
そうした人たちの収入の内訳をみると、給与所得で地道に稼いでいるということはまずない。ホリエモンや村上世彰がいい例だろう。彼らは、株を安く買って高く売るという、株式譲渡益でたんまりと稼いだ。
では、株式譲渡益の税率はいくらかというと、たったの10%なのである。対して、サラリーマンの税率は、企業負担分を含めると30%以上だ。
事実、ホリエモンはわたしよりもずっと納税額が少ないらしいのだが、そんなことがあっていいのだろうか。彼は、わたしより1000倍も稼いでいるというのに。
[ワシントン 18日 ロイター] - 米国のマティス国防長官は18日、北朝鮮を巡る危機に対応するにあたり、韓国を大きなリスクにさらさない方法での軍事行動の選択肢もあるとの考えを示唆した。
同長官は、韓国を深刻なリスクにさらすことなく米国が北朝鮮に対してとれる軍事的な選択肢はあるかとの質問に対し、「そうした選択肢はある。ただ詳細については明らかにしない」と述べた。
WASHINGTON (Reuters) - U.S. Defense Secretary Jim Mattis hinted on Monday about the existence of military options on North Korea that might spare Seoul from a brutal counterattack but declined to say what kind of options he was talking about or whether they involved the use of lethal force.
Asked whether there were any military options the United States could take with North Korea that would not put Seoul at grave risk, Mattis said: “Yes there are. But I will not go into details.”
