安倍晋三首相は１０日夜、ロシアのプーチン大統領とシリア情勢をめぐり電話で協議した。首相は、シリアの化学兵器を国際的管理下に置くというロシアの提案について「前向きなものと評価し、支持する。アサド政権の真摯（しんし）な対応の有無などを注視する」と語った。
首相は「シリア情勢の正常化に向け、積極的に貢献していく」とも述べた。プーチン氏は「現在シリア側に働きかけている。作業は難しいが、一定の進捗（しんちょく）がある」と応じたが、具体的な中身には触れなかった。
両首脳とも日露平和条約締結交渉に触れなかった。
電話協議は、２０２０年夏季五輪の東京開催が決まったことに祝意を伝えるためロシア側から申し入れがあり、約１５分間行われた。プーチン氏は「安倍首相への国際社会の信頼の印だ」と称賛。首相は「（ロシアで行われる）ソチ五輪の成功を心から祈念する」と応じた。

朴槿恵大統領がベトナムを国賓として訪問している。7日から11日まで何と4泊5日の長い日程だ。ベトナムは米国、中国、そして主要20ヶ国首脳会議が開かれたロシアに続き、朴大統領が就任以後に訪問した４番目の国だ。朴大統領が周辺4強国の他にベトナムをいかに戦略的に重視しているか察することができる。
我が国とベトナムは1992年の修交以来、政治・経済・文化など多方面にわたって緊密な協力関係にある。金泳三大統領が1996年大統領として初めて訪問して以来、金大中,盧武鉉,李明博ら歴代大統領は在任中に全員がベトナムを訪問した。両国を規定する関係も、中国、ロシアに続き三番目に2009年に‘戦略的協力パートナー’に格上げされた。我が国の男性と結婚したベトナム女性の数も現在3万9000人余りで、中国に続き二番目に多い。このような状況でなされた朴大統領の国賓訪問は両国の協力と絆を一層強化する契機になるだろう。
だが我が国とベトナムの間には‘大きな宿題’が残っているのも事実だ。まさに我が軍のベトナム戦参戦と市民虐殺問題だ。ベトナム政府が修交して、‘戦勝国として謝罪を受ける必要はない’という姿勢を示したものの、それですべてが済んだわけではない。戦争当時、激戦地だった中部地域のあちこちに韓国軍憎悪の慰霊碑がまだ並び立っているという事実がそのことに対するしこりが残っていることを示している。我が国と日本が1965年に結んだ請求権協定がまだ過去の歴史のあつれきを解消できずにいることと同様だ。
こうした事情のために金大中大統領は就任中にベトナムを訪ねてホーチミン墓地に献花し、首脳会談で「ベトナム国民に心ならずも苦痛を負わせて申し訳なく思う」と謝ったし、盧大統領はホーチミン墓地を献花・参拝して「韓国民には心の負債がある」と一層謝意を高めた。しかし保守指向の李大統領は献花だけして「ベトナムが逆境とつらい過去を乗り越えて未来に向かっていることに敬意を表わす」と話すにとどまった。
朴大統領は9日午前、ホーチミン墓地に献花だけして何の言及もしなかった。そして首脳会談では原発輸出と自由貿易協定締結などのセールス外交にだけ注力した。あえて相手から要求もされていないのに謝罪を繰り返す必要があるかとの意見もあるが、これは私たちが日本に歴史直視を要求していることと矛盾する。自分が受けた被害は是正を要求しながら、自分が負わせた加害は知らんふりする態度ではどこの誰からも本心からは信頼を得られない。

President Park Geun-hye is currently in Vietnam as a guest of the state. It’s a long trip, lasting five days from Sept. 7 to 11. This is the fourth country she has visited since taking office, after the US, China, and G20 Summit host Russia. Her visit speaks volumes about how strategically important she sees Vietnam as being outside the four major powers that have traditionally influenced South Korea.
Indeed, South Korea and Vietnam have cooperated closely in various areas - political, economic, and cultural - since establishing diplomatic relations in 1992. Ever since then-President Kim Young-sam made the first visit in 1996, every South Korean President has made sure to visit while in power: Kim Dae-jung in 1998, Roh Moo-hyun in 2004, and Lee Myung-bak in 2009. That year, Vietnam was upgraded to a “strategic cooperative partner,” South Korea’s third after China and Russia. Vietnam also accounts for the second largest number (after China) of foreign women married to South Korean men, with a current total of 39,000. Under the circumstances, Park’s visit could be an opportunity to further strengthen the bonds and partnership between the two countries.
But there is still one major problem between them that needs to be resolved: the South Korean army’s involvement in the Vietnam War and slaughter of innocent people. The Vietnamese government may have maintained that “the winning side doesn‘t need apologies” when it formed ties with South Korea, but that doesn’t mean everything is resolved. For a glimpse at the lingering resentment, one only needs to look at the many memorials expressing hatred of the South Korean forces in central Vietnam, where some of the most intense fighting took place. The historical conflict between South Korea and Japan didn‘t end with the 1965 Treaty on Basic Relations either.
The situation prompted Kim Dae-jung to give an offering of flowers at Ho Chi Minh Cemetery during his visit and say that he felt “sorry for the unintended suffering caused to the Vietnamese people.” Roh Moo-hyun went further, offering flowers and paying respects at the same cemetery and saying that a “debt exists in the hearts of the South Korean people.” Conservative Lee Myung-bak was less contrite, giving a floral tribute only and expressing his “respect for the way Vietnam has overcome adversity and a painful past and is moving into the future.”
During her visit on the morning of Sept. 9, Park left a floral offering but made no remarks. Her focus at the summit was on “sales diplomacy” - nuclear power exports, free trade agreements, and the like. Some have questioned why we need to keep apologizing when Vietnam is not asking us to, but it goes against our own position of demanding that Japan confront its past. No side will ever find peace of mind so long as we continue demanding redress for our own suffering while ignoring the suffering we caused others.

AFP - French Foreign Minister Laurent Fabius insisted Monday that Syrian President Bashar al-Assad "commit himself without delay" to the elimination of his country's chemical weapons arsenal.
"The proposal of Russian Foreign Minister Sergei Lavrov merits close examination," Fabius said, demanding that Assad "commit himself without delay to put his chemical arsenal under international control and to let all of it be destroyed."
Fabius also demanded that those behind the alleged August 21 chemical attack that killed hundreds outside Damascus be tried by the International Criminal Court.
AFP - German Chancellor Angela Merkel said Monday she hoped "action" would follow Russia's proposal to place Syria's chemical weapons under international control, and that it was not just a way to buy time.
"Today there was an interesting proposal from Russia, which called on Syria for the first time to place its chemical weapons under international control," said Merkel on German public television, adding that she hoped "action would follow" and it was not "just to buy time".

Asked in the House of Commons whether he welcomed Moscow's proposals, Mr Cameron said: "I've only recently heard this announcement myself. If that were to be the case, it would be hugely welcome.
"If Syria were to put its chemical weapons beyond use under international supervision clearly that would be a big step forward and should be encouraged.
"I think we have to be careful though to make sure this is not a distraction tactic to discuss something else rather than the problem on the table. But if it's a genuine offer, then it should be genuinely looked at."
We know that wealth does not always make people happy, but does it make them kinder? Studies suggest exactly the opposite. Instead of being more magnanimous, the rich are more likely to lie, cheat, steal and in general display less compassion than the poor. And this finding remains consistent even after controlling for gender, ethnicity and spiritual beliefs.
A large body of research point to a compassion deficit in the rich that plays out in big and small ways. As reported in Scientific American, for example, drivers of luxury cars cut others off at intersections at a much higher rate than those driving economy cars. Other studies have found that the wealthy are more likely to lie in negotiations and less likely to agree with statements such as "I often notice people who need help." And during simulations in which participants could divide up candy, giving some to children and keeping some for themselves, wealthier participants consistently kept more for themselves and gave less to children.
Does all this mean, perhaps, that selfishness is part of what enables some people to prosper? No. Rather, research suggests that it is a result rather than a cause of financial success. Simply creating the feeling of wealth in someone can result in self-justification.
