On July , the Japanese- and Philippine governments held a Japan-Philippines foreign and defense ministerial meeting ("2+2") in Manila.
They confirmed that they would upgrade security and defense cooperation, while taking signing the "Reciprocal Access Agreement" (RAA), that will facilitate mutual visit between the SDF and the Philippine forces.
A joint document was released after the talks, which expressed serious concerns about China's behaviors against the Philippine forces in the South China Sea, saying that "It has been disrupting freedom of navigation and the supply line, dangerous and escalating."

FM Kamikawa emphasized that "the bilateral cooperation has reached a new level" about inking the RAA.
DM Kihara also welcomed that, saying that "We can expect activation of exchanges between the SDF and the Philippine forces."
