In 1948 "Jeju massacre" occurred, and "S. Korean forces" & "S. Korean Constabulary of Police Reserve" kicked off to suppress the islanders.
As the conflict between the North and the South intensified over the sovereignty of Korea, violent repression continued on Jeju Island -- it allegedly massacred 60,000 people, 20% of the island's total population, and 70% of the island was burned to the ground.
In the situation that indiscriminate violence such as rape and violence were rampant, many stowaways came to Japan to escape oppression.
Nearly 50,000 smugglers were allegedly arrested and deported by 1955, and some papers estimate that 200,000 to 250,000 ones continuously stayed (in Japan) illegally while avoiding arrest.
Btw, it was in 1989 when ban on free travel from S. Korea was completely lifted.
