カジノを解禁してホテルや国際会議場などが一体となったIR（統合型リゾート）は、日本に誕生するか。
現在禁止している「賭博」行為を、場所を決めて解除する法案。
唐突な審議再開やあまりにも短い審議時間だったこともあり、国民の過半数が「反対」と、新聞4大紙のすべての世論調査で。
朝日新聞では57％が反対。
マカオ、シンガポール、また、オーストラリアなど世界の120の国にはあるようだが、、。
日本に根づくかね、、、。
・・・・統合型というのも、よくワカラン、日本人が1週間も2週間もじっと一つ所にとどまって「休暇」（リゾート）を楽しむかね、、。日本もフツウのの国になりたいのかな、、、？




Survey: 57% oppose lifting ban on casinos
Fifty-seven percent of respondents opposed lifting a ban on casinos while 34 percent supported it, according to a Yomiuri Shimbun survey conducted from Friday through Sunday.

The Liberal Democratic Party, Nippon Ishin no Kai and other parties are seeking the enactment of a bill during the current Diet session to lift the ban on casinos.

In a similar survey conducted in October 2014, 63 percent were against lifting the casino ban and 24 percent were for it.

新出生前検診 大丈夫？

東京や大阪のいくつかの私立医療機関で、新しい方法での出生前検診が行われている。
染色体の事前検査で。、障害をもつ可能性の赤ちゃんの出生を予知するため。
ただ、なかには、「基準」を守らない医療機関があり、波紋を広げている。
それら検査が、妊娠中絶を導くことに使われているから。
妊婦の血液はイギリスに送られ検査されるとの宣伝だが、そうした医療機関は、現在のところ、国内の７４施設に限られている。
「夫婦のカウンセリング、(障害を持つ可能性が高い）３５歳以上の妊婦の」の受診要件があるようだ。

New prenatal test raises concerns of misuse
A private organization in Tokyo and a hospital in Osaka are providing a new type of prenatal test to detect chromosomal disorders without the approval of relevant scientific institutes.

Some of the tests being conducted by the organization and hospital deviate from institutional guidelines. Concerns have been raised about the unchecked expansion of the tests because their results could lead to decisions to terminate pregnancies.

Under guidelines set by the Japan Society of Obstetrics and Gynecology, the testing is limited to three disorders resulting from chromosomal abnormalities, including Down syndrome. The target group for testing is pregnant women aged 35 and older, among whom there is a relatively high rate of giving birth to children ～.

水道事業を 民営化へ

厚生省は市町村などが運営する水道事業を企業にも「開放」、民営化を促す。
所有権は元の自治体に残したままで、経営権を譲渡、売却する案。
すでにできている法律を改正し、その促進を目指す。
老朽化した施設への対応や災害時の対応にもこたえる。
高度成長期に拡張された水道の施設の老朽化、また、人口減による水使用量の減少もあって、その解決策の一つ。
・・・・・こうして、自治体の「専業」であった事業や施設は次々と、その管理と運営が民間に移される。
文化会館、体育館、電車・バス事業、、そして、今度は水道事業。
次は？
自治体は、建物を建てたり、サービスを開始するのは得意だが、その後は民間に、が、これから主流に、、？
・・・税金の使われ方が、見ずに、イヤ、水に流されないように、、。



Japan to encourage companies to enter water supply biz
Japan will encourage companies to start water supply operations currently run by municipalities through a concession system that grants the private sector the right to operate public facilities but not the ownership, officials have said.

The Health, Labor and Welfare Ministry will draft an amendment to the water supply law to stipulate that private operators of water facilities share responsibility with owner municipalities for dealing with damage their water facilities may incur in case of a natural disaster, according to the officials.

The ministry will also start a measure to flatten out fluctuations in the financial burden of private firms during contract periods.

養子縁組をネットで 仲介増える？

養子縁組をインターネットで成立さえるNPO団体が大阪にある。
「安易すぎる、もっと慎重に」との批判はもちろんあるが、、。
年齢、住所、年収や財産を、お互いにウエブサイトに載せるが、名前は載せない方法で、「相手」を探す。
その資料を基に、お互いの親の‟預かり、預ける”を仲立ち。
そのNPO団体は、「相手親の‟財産を含む環境”が、前もってわかれば、効率的で論理的で、合理的と語る。（かっての「お見合い？）
2014年から初めて、ネット上だけで、これまで30例の「縁組」」が成立し、今も1年に3,000件の「希望申し込み」みがある。

Osaka group launches ‘easy-matching’ baby adoption website
A nonprofit organization in Osaka recently launched what it touts as an easy-matching adoption website, triggering criticism from experts that adoptions should be made more carefully.

The group posts the age, job, place of domicile, annual income and assets of prospective parents on the website but does not disclose their names. Based on the data, parents who are looking to put their child up for adoption can select who they would entrust with their babies.

The group began arranging adoptions in 2014 and set up the new members-only website in October. It has so far arranged 30 adoptions but is hoping to increase this to 3,000 a year.

北海道を列車で観光することが、近くできなくなる？
JR北海道は、今年度末の営業成績の見込みから、全路線の約1/2が維持困難と発表。
全路線は約2,600キロ、13線区の1日の「平均乗降客」は2,000人に満たない。
JR民営化後の‟試練”で、独力での「再建プラン」が立たない？。
廃線のほか、バスへの転換や経営の上下分離、地元自治体の運営など案はサマザマ。
同じJR「三島会社」の、「JR九州」と違い、何かしら、ロマンの雰囲気を持つ、北の果てJR「北海道」は、厳しい寒さに、凍え死にそう、、。
・・・・・北海道のナイ日本は考えられず、ここからが、二ホンの底力の出しどころ。

About half of JR Hokkaido’s railways hard to manage
Hokkaido Railway Co., or JR Hokkaido, said Friday that about half of all railways run by the company are difficult to be maintained only through its independent efforts.

At a press conference at JR Hokkaido’s head office in Sapporo, President Osamu Shimada said that the company finds it hard to continue operating 13 loss-making sections on 10 railway lines in its service area on its own.

The 13 sections together have a length of about 1,237 kilometers, about 50 percent of the total length of the railways operated by JR Hokkaido.

金持ち高齢者に より多くの医療費を

高額所得のある高齢者には、より多くの健康保険料を支払ってもらおう、と財務省の検討委員会が、政府（財務大臣）に要請。
急速な高齢化で、国の医療財政の健全化こそ、社会保障の分野での最大の課題、と。
社会保障は、その人の負担能力に応じて応分の負担をしてこそ、安定した日本社会をつくる。
患者の受けた医療費を、その患者の年収額に応じて支払ったら、というもの。
70歳以上の高齢者に一律に負担している現在の医療費に差をつけては、という答申。
・・・・1,000万円の所得者と、200万円の人とでは、同じ手術などの医療費でも差をつけては、との考え？
・・・・・‟墓場までお金は持って行けないよ”、、とは、よく言われるが、そんな心配は、ないか、、私には、、、！





High-income elderly in Japan urged to pay more health care costs
A Finance Ministry panel urged the government Thursday to make elderly people with higher incomes pay more for medical treatment as part of efforts to improve fiscal discipline amid Japan's rapidly graying society.

“In pursuit of restoring fiscal health, the biggest challenge is the field of social security,” said a set of recommendations handed to Finance Minister Taro Aso by the advisory panel, calling for “equal shouldering of burdens based on their capacity.”

１８歳から「成人」に 年金も支払い義務？

政府は成人の年齢を20歳から18歳に引き下げる法案を、来年、国会に出す。
昨年の選挙の投票年齢引き下げに続くもの。
通過すれば2021年度から段階的に。
結婚や飲酒の制限などの変更、犯罪の罰則基準やローンやクレジット契約など、関連する200もの関連法案の整備が必要。
この年齢引き下げは、約200万人の「新成人」を作り出すこととなる。
その中には、年金の掛け金支払い「義務」も、当然入る？
・・・・ギャンブルも、酒も、ローンもクレジットもぜ～んぶ自由で、いっぱい金を使って、経済成長を狙う？
・・・・・・　・・・・・　「新成人」が、十分な年金をもらえるかどうかは、不明、、、！？<



Japan preparing bill to cut adult age to 18
The government plans to submit a bill to the Diet during next year’s ordinary legislative session to lower the age of adulthood under the Civil Code from 20 to 18.

If approved by the Diet, the change could take place by 2021 following a multi-year transition period　～

Other issues include legal amendments such as those affecting the Juvenile Act, which stipulates punishment and rehabilitation for people under 20 who commit crimes, as well as the public pension system.

The age reduction would have a major social impact as it would immediately create some 2 million new adults.

トランプ氏 アメリカのエースとなるか

ドナルド・トランプ氏が、アメリカ合衆国の大統領に就任する。
実業家ではあるが、政治‟素人”が、有権者の経済不安の心をつかみ取り、人種間の緊張を、わが身の‟利点”として、選挙に勝利した。
予想外の勝利との声もあるが、女性蔑視の言動も克服。
真夜中まで選挙結果が判明しなかったが、8年間の民主党政権に終止符をつけ、両院での議員選挙も共和党が勝利した。
これからは、同党内の「イヤイヤ」支持の仲間や「反対」議員との関係修復や説得で、挙党一致、そして、挙国一致で臨んでもらいたい。
・・・・・勝者も敗者も、国民が選んだTrump（「切り札」の意味）は、　Ace（トランプの１、球技の絶好の球、ゴルフのホールインワン等の意味）に間違いない、、、、?

Donald Trump claimed his place Wednesday as America’s 45th president, an astonishing victory for the celebrity businessman and political novice who capitalized on voters’ economic anxieties, took advantage of racial tensions and overcame a string of sexual assault allegations on his way to the White House.

Trump’s triumph over Hillary Clinton, not declared until well after midnight, will end eight years of Democratic dominance of the White House. He’ll govern with Congress fully under Republican control and lead a country deeply divided by his rancorous campaign against Clinton. He faces fractures within his own party, too, given the numerous Republicans who either tepidly supported his nomination or never backed him at all.
