■国民大集会における横田拓也家族会代表挨拶
皆様こんにちは。
家族会代表の横田拓也と申します。
本日は国民大集会にお集まり頂きまして誠に有難うございます（この集会は５月２９日に開催）。また岸田総理・松野官房長官はじめ各党の皆様、全国からお越し頂いた議員の皆様そして各エリアの救う会の皆様、「北朝鮮による日本人拉致事件を絶対に許さない」「必ず解決させる」と言う強い志を持ってお集まり頂いた事へ、心から感謝致します。
■バイデン大統領と面会
５月２３日（月曜日）に私達家族会はアメリカのバイデン（Joe Biden）大統領との面会のお時間を頂きました。
岸田総理はじめ日本政府・外務省・拉致対策本部の皆様の多大なるお力添えを賜り、極めて多忙な外交日程の中、面会させて頂く事が出来ました。心からお礼申し上げます。また私達の声をバイデン大統領に繋いで頂いたエマニュエル（Rahm Emanuel）大使に感謝致します。有難うございます。
北朝鮮の最大の関心事はアメリカとの関係を構築する事です。そうした中、４５年以上苦しみ、一刻も早く全拉致被害者を救出する必要があると訴えている私達拉致被害者家族とバイデン大統領が面会頂いた事は、日本国はもちろんアメリカが絶対に北朝鮮による非道な人権侵害である拉致事件を許す事はないと形にして頂いたものであり、北朝鮮は日本政府・アメリカ政府の強い意志を理解する必要があります。私達日本人は絶対に拉致事件の解決、つまり「全拉致被害者の即時一括帰国」が果たされるまで諦める事はありません。
■北朝鮮住民と拉致被害者を苦しめる金委員長
金正恩（キム・ジョンウン）委員長はようやく北朝鮮国内・平壌市内で新型コロナウィルスが感染拡大している事を認めました。それにも関わらず、医療環境の改善に着手する事は無く、核開発・弾道ミサイルの発射に明け暮れ、２，５００万人の北朝鮮国民そして拉致された被害者達に更なる苦しい時間を強制しているのです。この様な重大な人権侵害を看過して良い訳がありません。北朝鮮はワクチンや薬の支援をいまだに国際社会に求める事をしていません。金正恩委員長一人のメンツを保つためにどれほど多くの人々が犠牲を払う必要があるのでしょうか。常軌を逸していると言えます。
■支援よりも拉致被害者救出が先だ
日本政府の閣僚や一部の方から、「日本政府が北朝鮮へ医療支援を積極的にするべきではないか」との発言をしている事を承知しています。私はこの様な考え方には賛同出来ません。姉や拉致された被害者本人が罹患しはしないか、そうした心配はあるものの、先ず理解する必要がある事として彼らは国際社会に対し医療支援をそもそも求めていないのです。更に日本が過去に実施した北朝鮮へのコメ支援によって何か拉致事件が解決したのか、ミサイル発射を始めとする安全保障の環境は良い環境に導く事が出来たのか、こうした苦い経験を見つめ直す必要があります。家族会・救う会の運動方針は、北朝鮮つまり金正恩委員長が日本人拉致被害者を即時一括帰国すると約束したならば、国際社会が科している制裁の枠組みを逸脱しない事を前提に、日本が北朝鮮への人道支援・医療支援をする事には反対しない事を繰り返し説明しています。両国が明るい未来を描くために共に可能性あるスイッチを押す事が出来るはずです。
■金委員長への訴え
金正恩委員長、暴力的に１３歳の少女を日本国内から力によって拉致した事を国際社会は許す事はありません。国家の主権・人々の人権と尊厳・一人一人の生活や家族との絆を一方的な力による現状変更や支配によって侵害し、尚も４５年間人質外交を続け拉致被害者達を拘束し続けている事を許す事はありません。
金正恩委員長、過去の負の歴史を改め、明るい未来を作り上げる力をあなたは持っている筈です。２，５００万人の北朝鮮国民を豊かで明るい未来に導くリーダーシップを持っている筈です。恐怖と暴力に依拠した独裁者として歴史に汚名を刻むのか、勇気ある英断を下し過去との決別を行い、北朝鮮を明るい未来に導き、日・朝両国はもちろんアジアにおける平和を構築するのか、金正恩委員長の英断次第なのです。怖がらずに勇気をもって前に出て来て下さい。
私達は自分達の拉致された家族を帰してくれさえすれば良いのです。待っている親世代の家族が元気な内に日本で再会させて欲しいだけなのです。日・朝国交正常化交渉に異を唱えたりする事はありません。ただ、家族を取り戻したいだけなのです。信じて下さい。
■静かなる怒りの気持ち
最後に、繰り返し申し上げますが、この北朝鮮による日本人拉致事件を解決するのはアメリカでもなく国際社会でもなく日本国自身の責任であるという事です。主権・人権を取り戻すために、岸田総理の強いリーダーシップに期待致します。親世代の拉致被害者家族には時間がありません。この事を改めてこの場で繰り返し“静かなる怒りの気持ち”と共にお伝えし、そして救出のお願いをさせて頂きます。
皆様、苦しい戦いは続きます。私達は絶対に諦めません。声を上げ続けます。そして”声なき声”に耳を傾け続けます。引き続きの変わらぬご支援を賜りますようどうぞ宜しくお願い致します。

新潟市において下校途中に失踪。
平成１６年１１月に開催された第３回実務者協議において、北朝鮮側はめぐみさんが１９９４（平成６）年４月に死亡したとし「遺骨」を提出したが、めぐみさんの「遺骨」とされた骨の一部からは同人のものとは異なるＤＮＡが検出されたとの鑑定結果を得た。
平成１８年４月には日本政府の実施したＤＮＡ検査により、横田めぐみさんの夫が昭和５３年に韓国より拉致された当時高校生の韓国人拉致被害者・金英男（キム・ヨンナム）氏である可能性が高いことが判明した。

Abductee: Megumi Yokota (13, female, Niigata Prefecture)
Disappeared on her way home from school in Niigata City.
During the third round of Japan-North Korea Working-Level Consultations in November 2004, North Korea claimed that Megumi Yokota died in April 1994 and handed over what it claimed were her remains. DNA analysis, however, indicates that some of the bones from these remains belong in fact to a different person or persons.
Additional DNA analysis conducted in April 2006 by the GoJ indicated a high probability that Kim Young-Nam, a Korean citizen abducted from the Republic of Korea in 1978 when he was a high-school student, was married to Ms. Yokota.

平成１４年１０月にクアラルンプールで行われた日・朝国交正常化交渉第１２回本会談及び平成１６年に計３回行われた日・朝実務者協議において我が方から北朝鮮側に情報提供を求めたが、第３回協議において北朝鮮側より北朝鮮に入境したことは確認できなかった旨回答があった。
平成１７年４月に田中 実さんが拉致認定されて以降、政府は北朝鮮側に対し即時帰国及び事案に関する真相究明を求めてきているが、これまでに回答はない。

Disappeared after departing Japan for Europe.
The GoJ requested that North Korea provide information on this case at the 12th round of Japan-North Korea Normalization Talks held in Kuala Lumpur in October 2002 and all three Japan-North Korea Working-Level Consultations held in 2004. During the third round of consultations, North Korea asserted that there is no evidence that Mr. Tanaka had ever entered North Korean territory.
Since April 2005, when the GoJ officially identified Minoru Tanaka as an abductee, the GoJ has demanded that North Korea immediately allow him to return to Japan and provide a full accounting of his case. North Korea, however, has not responded.

【失踪状況】
金田さんは韓国籍。
田中 実さん（昭和５３年に拉致）と同じ施設で育った。
幼少の折に両親が離婚し、神戸市の児童養護施設に姉と共に預けられる。
昭和４３年に同施設を卒園（田中 実さんも同年卒園、ただし田中さんは高卒で３歳年上）。
昭和５２年頃、田中 実さん拉致実行犯・韓竜大（ハン・ヨンデ）が経営する中華料理店「来大」に勤務。
昭和５３年には田中 実さんを「来大」に紹介し、共に働く。
同じ年の６月６日、韓竜大の誘いにより、田中 実さんがオーストリア・ウィーンに出国。その後半年程して、田中 実さん投函によるオーストリアからの国際郵便を受け取る。
その内容は「オーストリアはいいところであり、仕事もあるのでこちらに来ないか」との誘いであった。田中 実さんの誘いを受け入れ、打ち合わせと言って東京に向かったが、以後一切連絡がなく、行方不明となる。
連絡がないことを不思議に思った友人が、この間の事情を知る韓竜大に再三説明を求めたが、「知らない」と繰り返す。
その後失踪した２人を知る友人たちの間で「２人は北朝鮮にいる」との噂が広まり、韓竜大に近づく者がいなかった。
「救う会兵庫」は平成１４年１０月に韓竜大、１５年７月にその共犯である曹廷楽（チョ・ジョンガリ）についての告発状を兵庫県警に提出している。

The book named “Sea of Mercy”
13-year- old junior high school student Takeshi Terakoshi was abducted in May 1963.
He went fishing with his two uncle, Shoji and Soto-o Terakoshi. The fishingboat named Kiyomaru left for the fishing ground nearby Noto island, Ishikawa prefecture.
Kiyomaru encountered North Korean spy vessel. Spies were afraid of detection.
Soto-o and Takeshi were abducted and carried to Chong-jin city. Shoji was considered to be killed at the site.
Families, fellow fishermen and coast guard searched the area, but they could find only Kiyomaru and Takeshi’s school uniform.
They thought 3 persons were in disress and died. Funeral service was held.24 Years were passed.
In 1987, Soto-o’s sister received the letter from Soto-o and surprised.
Soto-o wrote “Takeshi and I am living in Gusong, North Korea”.
Takeshi’s father and mother visited to North Korea in1988 and met with Soto-o and Takeshi.
But they couldn’t say how they carried to North Korea because NK officials watched them.
North Korea made the story of their shipwreck accident and lifesaving.
Since then, Takeshi’s parents visited to him a lot of times but Takeshi and his family members cannot say that Takeshi and his uncles were abducted.
In 1997, Megumi Yokota case was appeared in the media and the national congress. Terakoshi’s case was also observed as an abduction case. But “he” denied that he was abducted and praised North Korea and the Kim family.
In December 2001, Pyongyang publishing company published a book named “Sea of Mercy”.
The author is Kim Myong-ho, Takeshi’s Korean name.
In that book, Takeshi wrote that they are not the abduction victims but happily living in North Korea after they ware saved. Moreover “he" denied other abduction case such as Megumi Yokota and Yaeko Taguchi in this book.
Nine months later, Kim Jong-il admitted and appologized for the abduction activities.
But North Korea still denies Terakoshi’s case as abduction and Takeshi and his family cannot say he was abduction victim because Takeshi himself is a hostage.
“Sea of Mercy”, the title is a symbol of North Korean regime.

昭和４３年に同施設を卒園（田中 実さんも同年卒園、ただし田中さんは高卒で３歳年上）。
昭和５２年頃、田中 実さん拉致実行犯・韓竜大（ハン・ヨンデ）が経営する中華料理店「来大」に勤務。
昭和５３年には田中 実さんを「来大」に紹介し、共に働く。
同じ年の６月６日、韓竜大の誘いにより、田中 実さんがオーストリア・ウィーンに出国。その後半年程して、田中 実さん投函によるオーストリアからの国際郵便を受け取る。
その内容は「オーストリアはいいところであり、仕事もあるのでこちらに来ないか」との誘いであった。田中 実さんの誘いを受け入れ、打ち合わせと言って東京に向かったが、以後一切連絡がなく、行方不明となる。
連絡がないことを不思議に思った友人が、この間の事情を知る韓竜大に再三説明を求めたが、「知らない」と繰り返す。
その後失踪した２人を知る友人たちの間で「２人は北朝鮮にいる」との噂が広まり、韓竜大に近づく者がいなかった。

The book named “Sea of Mercy”
13-year- old junior high school student Takeshi Terakoshi was abducted in May 1963.
He went fishing with his two uncle, Shoji and Soto-o Terakoshi. The fishingboat named Kiyomaru left for the fishing ground nearby Noto island, Ishikawa prefecture.
Kiyomaru encountered North Korean spy vessel. Spies were afraid of detection.
Soto-o and Takeshi were abducted and carried to Chong-jin city. Shoji was considered to be killed at the site.
Families, fellow fishermen and coast guard searched the area, but they could find only Kiyomaru and Takeshi’s school uniform.
They thought 3 persons were in disress and died. Funeral service was held.24 Years were passed.
In 1987, Soto-o’s sister received the letter from Soto-o and surprised.
Soto-o wrote “Takeshi and I am living in Gusong, North Korea”.
Takeshi’s father and mother visited to North Korea in1988 and met with Soto-o and Takeshi.
But they couldn’t say how they carried to North Korea because NK officials watched them.
North Korea made the story of their shipwreck accident and lifesaving.
Since then, Takeshi’s parents visited to him a lot of times but Takeshi and his family members cannot say that Takeshi and his uncles were abducted.
In 1997, Megumi Yokota case was appeared in the media and the national congress. Terakoshi’s case was also observed as an abduction case. But “he” denied that he was abducted and praised North Korea and the Kim family.
In December 2001, Pyongyang publishing company published a book named “Sea of Mercy”.
The author is Kim Myong-ho, Takeshi’s Korean name.
In that book, Takeshi wrote that they are not the abduction victims but happily living in North Korea after they ware saved. Moreover “he" denied other abduction case such as Megumi Yokota and Yaeko Taguchi in this book.
Nine months later, Kim Jong-il admitted and appologized for the abduction activities.
But North Korea still denies Terakoshi’s case as abduction and Takeshi and his family cannot say he was abduction victim because Takeshi himself is a hostage.

■拉致問題の解決に向けては、各政党が皆一致している
冒頭に櫻井さんから、「今年もこの大集会を開かなければならない」とお話しがありましたが、私はいつも、この会に出る度に、家族会の皆さんの悲痛な顔を目の当たりにして、「本当に申し訳ない」という気持ちでいっぱいです。
北朝鮮は、具体的には金正恩（キム・ジョンウン）委員長は、間違いなくこの拉致問題の風化を狙っています。私たち拉致議員連盟は、「おっと、そうはさせないぞ。地獄の底まで追いかけていくぞ」で、これが超党派で組織している拉致議員連盟の仲間に共通した覚悟です。
今日は岸田総理も出席されていますが、国会でも安全保障等々の問題では対決していますが、他方この拉致問題の解決に向けては、各政党が皆一致をしています。だからこそこの拉致議連は超党派で、時に政府の動きが緩ければ叱咤激励して背中を押していくのが一つの役割です。
もう一つは世論をしっかり形成していくことです。１２月１８日に飯塚繁雄さんが亡くなりました。本当に残念です。しかし、諦めない。お別れの会のタイトルも「諦めない」でした。
そして世代を超えて今は横田拓也さん、飯塚耕一郎さんがその後を継いで、しっかり地獄の底まで追いかけていくぞとの姿勢を示しています。私たちはその気持ちをしっかり心に刻んで拉致問題を解決していくこと、すなわちすべての拉致被害者に祖国の地に足を踏んでいただくことです。
先週金曜日に拉致議連の総会をしました（この集会は５月２９日に開催）。そして私たちは決議をしました。その内容は拉致被害者の一部５人が帰ってきてから２０年経ったけれども進展がない。その上で、バイデン（Joe Biden）大統領も来日した時、家族会と面会してくれました。
■日・米・韓の連携が拉致問題解決に向けての一歩
韓国も政権が代わりました。尹錫悦（ユン・ソンニョル）大統領も今までの政権とは違うスタンスを示してくれています。日・米・韓の連携が拉致問題解決に向けての一歩と必ずなると信じています。
今後も、この拉致問題は絶対日本国民は許さないという姿勢を示し続けていくことが大切なんです。そのために我々もホームページを作っていますが、大幅に強化して、それぞれの党派の代表の皆さんからもメッセージを出してもらっています。また今後色々な工夫をしていきたいと思います。
■若い世代に関心を持ってもらう
特に中学生、高校生の若い世代がこの問題に対して共通の認識を持って怒りを発し続けることが大切です。そういう取り組みもしていこうと思っています。是非政府や地方公共団体にもお願いをして、地方での映画とか、芝居劇とかを子どもたちに見てもらう。そうすると拉致ってこんなひどいことなのかということを改めて認識していただく。これが北朝鮮にとっては一番してほしくないことなんです。だから私たちはやって行きましょう。
■最後は二国間交渉
そして最終的には二国間問題です。岸田総理と金正恩委員長が向き合って解決をしていかざるをえない。そのために私たちはあらゆる手段で、色々な取り組みをしています。
まだ成果は出ていない。しかし、必ず成果を出すために、私たちは徹底的にこの取り組みをしていくということを全国民にお約束をし、そして私たちの覚悟を引き続き示していきたいと思っています。

国民大集会の開催に当たりまして、一言御挨拶を申し上げます。
昨年１２月に、家族会前代表の飯塚繁雄さんが亡くなられてから５か月余りが経ち、また、来週６月５日には、横田 滋さんが亡くなられてから２年を迎えます（この集会は５月２９日に開催）。
拉致被害者や御家族の皆様が高齢化する中、拉致問題の解決には一刻の猶予もありません。
２００２年に５名の拉致被害者の方々が帰国されて以来、新たな拉致被害者の帰国を果たすことなく、本年９月には２０年の歳月が経過してしまうこととなり、いまだに多くの被害者の方々が北朝鮮に取り残されていることは、本当に申し訳ないことであると思います。
■拉致問題は岸田内閣の最重要課題
拉致問題は、岸田内閣の最重要課題です。拉致問題の解決のためには、国際社会の理解と協力を得ることが不可欠です。
先日来日したアメリカのバイデン（Joe Biden）大統領との首脳会談において、私から、拉致問題の即時解決に向けた全面的な理解と協力を改めて求め、バイデン大統領から、一層の支持を得ました。日・米首脳共同声明においても、拉致問題の即時解決へのアメリカのコミットメントを改めて確認いたしました。また、日・米・豪・印首脳会談でも、同様に、各国から力強い支持を得たところです。
さらに、バイデン大統領には、拉致被害者御家族の皆様と面会し、御家族の皆様を励まし、勇気付けていただくとともに、拉致問題の解決に向け、日・米で緊密に連携していくとの強い決意を改めてしっかりと示していただきました。
こうした国際社会への働き掛けと同時に、我が国が主体的に動き、トップ同士の関係を構築することが極めて重要です。
このため、私は、条件を付けずに金正恩（キム・ジョンウン）委員長と直接向き合う決意です。日朝平壌宣言に基づき、日・朝間の諸懸案を解決し、不幸な過去を清算し、北朝鮮との国交正常化を目指します。そのために、あらゆるチャンスを逃すことなく、全力で行動してまいります。
■一致団結した強い意志が必要
本日、この集会を通じて、日本国民の一致団結した強い意思が示されることは、拉致問題の解決に向けた力強い後押しとなります。その声こそが、国際社会を動かし、北朝鮮を動かすことにつながっていくと信じております。

The GoJ requested that North Korea provide information on this case at the 12th round of Japan-North Korea Normalization Talks held in Kuala Lumpur in October 2002 and all three Japan-North Korea Working-Level Consultations held in 2004. During the third round of consultations, North Korea asserted that there is no evidence that Mr. Tanaka had ever entered North Korean territory.

昭和５２年頃、田中 実さん拉致実行犯・韓竜大（ハン・ヨンデ）が経営する中華料理店「来大」に勤務。
昭和５３年には田中 実さんを「来大」に紹介し、共に働く。
同じ年の６月６日、韓竜大の誘いにより、田中 実さんがオーストリア・ウィーンに出国。その後半年程して、田中 実さん投函によるオーストリアからの国際郵便を受け取る。
その内容は「オーストリアはいいところであり、仕事もあるのでこちらに来ないか」との誘いであった。田中 実さんの誘いを受け入れ、打ち合わせと言って東京に向かったが、以後一切連絡がなく、行方不明となる。
連絡がないことを不思議に思った友人が、この間の事情を知る韓竜大に再三説明を求めたが、「知らない」と繰り返す。

■６月１６日オンライン国連シンポジウムを拉致対公式動画チャンネルで配信
国民大集会の開催に当たり一言ご挨拶を申し上げます。
昨年、飯塚繁雄さんが田口八重子さんとの再会を果たすことなくご逝去されたことに、心よりお悔やみを申し上げます。
昨年１１月のこの集会で、皆様方がお話しされている通り、飯塚繁雄前代表が、「諦めない」と何度もおっしゃられた声が今も心の奥底で響いています。
先日迎賓館で行われました、バイデン（Joe Biden）大統領と被害者ご家族との面会に、私も担当大臣として同席をさせていただきましたが、大統領とご家族の皆様とのやりとりに心を打たれました。
ご家族の思いをしっかりと受け止め、岸田内閣の最重要課題である拉致問題に全力で取組んでいく考えです。
拉致問題の解決には国際社会との連携が重要です。来月１６日には、日本、アメリカ、オーストラリア政府及びＥＵの共催で、グローバルな課題としての拉致問題の解決に向けた国際連携をテーマに、オンライン国連シンポジウムを開催致します（この集会は５月２９日に開催）。同シンポジウムの模様は、国連ＷＥＢテレビ及びユーチューブ政府拉致問題対策本部公式動画チャンネルで配信を致しますので、是非ご視聴いただければ幸いです。
■啓発活動の取り組み
また政府は、拉致問題の啓発活動にも力を入れて取り組んでいます。今回新たに、令和４年度の新規事業として来月より、飯塚耕一郎さんを主人公とした電子版コミック『母が拉致された時僕はまだ１歳だった』を教育現場に無償貸与する電子図書館をスタート致します。
同時に、同電子版コミックやアニメ『めぐみ』等を題材とした作文コンクールにつきましても募集を開始致します。そしてこれらについての動画付バナー広告を各種ＳＮＳに掲載を致します。
すべての拉致被害者の一日も早い帰国実現に向けてご家族の皆様に寄り添いながら、あらゆるチャンスを逃すことなく全力で取組んでまいります。

The GoJ requested that North Korea provide information on this case at the 12th round of Japan-North Korea Normalization Talks held in Kuala Lumpur in October 2002 and all three Japan-North Korea Working-Level Consultations held in 2004. During the third round of consultations, North Korea asserted that there is no evidence that Mr. Tanaka had ever entered North Korean territory.
Since April 2005, when the GoJ officially identified Minoru Tanaka as an abductee, the GoJ has demanded that North Korea immediately allow him to return to Japan and provide a full accounting of his case. North Korea, however, has not responded.

【失踪状況】
金田さんは韓国籍。
田中 実さん（昭和５３年に拉致）と同じ施設で育った。
幼少の折に両親が離婚し、神戸市の児童養護施設に姉と共に預けられる。
昭和４３年に同施設を卒園（田中 実さんも同年卒園、ただし田中さんは高卒で３歳年上）。
昭和５２年頃、田中 実さん拉致実行犯・韓竜大（ハン・ヨンデ）が経営する中華料理店「来大」に勤務。
昭和５３年には田中 実さんを「来大」に紹介し、共に働く。
同じ年の６月６日、韓竜大の誘いにより、田中 実さんがオーストリア・ウィーンに出国。その後半年程して、田中 実さん投函によるオーストリアからの国際郵便を受け取る。
その内容は「オーストリアはいいところであり、仕事もあるのでこちらに来ないか」との誘いであった。田中 実さんの誘いを受け入れ、打ち合わせと言って東京に向かったが、以後一切連絡がなく、行方不明となる。
連絡がないことを不思議に思った友人が、この間の事情を知る韓竜大に再三説明を求めたが、「知らない」と繰り返す。
その後失踪した２人を知る友人たちの間で「２人は北朝鮮にいる」との噂が広まり、韓竜大に近づく者がいなかった。
「救う会兵庫」は平成１４年１０月に韓竜大、１５年７月にその共犯である曹廷楽（チョ・ジョンガリ）についての告発状を兵庫県警に提出している。

The book named “Sea of Mercy”
13-year- old junior high school student Takeshi Terakoshi was abducted in May 1963.
He went fishing with his two uncle, Shoji and Soto-o Terakoshi. The fishingboat named Kiyomaru left for the fishing ground nearby Noto island, Ishikawa prefecture.
Kiyomaru encountered North Korean spy vessel. Spies were afraid of detection.
Soto-o and Takeshi were abducted and carried to Chong-jin city. Shoji was considered to be killed at the site.
Families, fellow fishermen and coast guard searched the area, but they could find only Kiyomaru and Takeshi’s school uniform.
They thought 3 persons were in disress and died. Funeral service was held.24 Years were passed.
In 1987, Soto-o’s sister received the letter from Soto-o and surprised.
Soto-o wrote “Takeshi and I am living in Gusong, North Korea”.
Takeshi’s father and mother visited to North Korea in1988 and met with Soto-o and Takeshi.
But they couldn’t say how they carried to North Korea because NK officials watched them.
North Korea made the story of their shipwreck accident and lifesaving.
Since then, Takeshi’s parents visited to him a lot of times but Takeshi and his family members cannot say that Takeshi and his uncles were abducted.
In 1997, Megumi Yokota case was appeared in the media and the national congress. Terakoshi’s case was also observed as an abduction case. But “he” denied that he was abducted and praised North Korea and the Kim family.
In December 2001, Pyongyang publishing company published a book named “Sea of Mercy”.
The author is Kim Myong-ho, Takeshi’s Korean name.
In that book, Takeshi wrote that they are not the abduction victims but happily living in North Korea after they ware saved. Moreover “he" denied other abduction case such as Megumi Yokota and Yaeko Taguchi in this book.
Nine months later, Kim Jong-il admitted and appologized for the abduction activities.
But North Korea still denies Terakoshi’s case as abduction and Takeshi and his family cannot say he was abduction victim because Takeshi himself is a hostage.
“Sea of Mercy”, the title is a symbol of North Korean regime.
■６月１６日オンライン国連シンポジウムを拉致対公式動画チャンネルで配信
国民大集会の開催に当たり一言ご挨拶を申し上げます。
昨年、飯塚繁雄さんが田口八重子さんとの再会を果たすことなくご逝去されたことに、心よりお悔やみを申し上げます。
昨年１１月のこの集会で、皆様方がお話しされている通り、飯塚繁雄前代表が、「諦めない」と何度もおっしゃられた声が今も心の奥底で響いています。
先日迎賓館で行われました、バイデン（Joe Biden）大統領と被害者ご家族との面会に、私も担当大臣として同席をさせていただきましたが、大統領とご家族の皆様とのやりとりに心を打たれました。
ご家族の思いをしっかりと受け止め、岸田内閣の最重要課題である拉致問題に全力で取組んでいく考えです。
拉致問題の解決には国際社会との連携が重要です。来月１６日には、日本、アメリカ、オーストラリア政府及びＥＵの共催で、グローバルな課題としての拉致問題の解決に向けた国際連携をテーマに、オンライン国連シンポジウムを開催致します（この集会は５月２９日に開催）。同シンポジウムの模様は、国連ＷＥＢテレビ及びユーチューブ政府拉致問題対策本部公式動画チャンネルで配信を致しますので、是非ご視聴いただければ幸いです。
■啓発活動の取り組み
また政府は、拉致問題の啓発活動にも力を入れて取り組んでいます。今回新たに、令和４年度の新規事業として来月より、飯塚耕一郎さんを主人公とした電子版コミック『母が拉致された時僕はまだ１歳だった』を教育現場に無償貸与する電子図書館をスタート致します。
同時に、同電子版コミックやアニメ『めぐみ』等を題材とした作文コンクールにつきましても募集を開始致します。そしてこれらについての動画付バナー広告を各種ＳＮＳに掲載を致します。
すべての拉致被害者の一日も早い帰国実現に向けてご家族の皆様に寄り添いながら、あらゆるチャンスを逃すことなく全力で取組んでまいります。

平成１４年１０月にクアラルンプールで行われた日・朝国交正常化交渉第１２回本会談及び平成１６年に計３回行われた日・朝実務者協議において我が方から北朝鮮側に情報提供を求めたが、第３回協議において北朝鮮側より北朝鮮に入境したことは確認できなかった旨回答があった。
平成１７年４月に田中 実さんが拉致認定されて以降、政府は北朝鮮側に対し即時帰国及び事案に関する真相究明を求めてきているが、これまでに回答はない。
