１２月２３日、衆議院議員会館で国民民主党・特定失踪者家族会・特定失踪者問題調査会の意見交換会が開催されました。

調査会・特定失踪者家族会からは要請文書（下記）を玉木代表に手交しました。
竹下事務局長からは「先日の飯塚繁雄さんのご逝去のみならず、特定失踪者の家族も訃報が相次いでいる。一刻も遅らせるべきではないと政府に求めているが全く進まないし、『認定の有無にかかわらず』と言いながら明確にその扱いに差を感じる。総理自らが政府認定の別なく取り組む姿勢を見せてほしい」と挨拶。
生島幹事も「私の妹（生島孝子さん）のように目撃情報があっても、認定されないとその情報の扱いも違うのではないか。いま政府認定されている人たちはどれほど調べたのか疑問に思う」と思いを述べました。
増元副代表は小泉訪朝以降、再発を防止するための法制度の整備は行われていないとして、再び事件が起きるようにしないための立法を求めました。
調査会代表荒木からは１２月１４日に届いた拉致問題対策本部事務局からの要請文書についての説明があり、「１６年前の細田官房長官（当時）の内閣委での『粘り強く交渉をすることが我々の方針』という答弁から政府の姿勢は何も変わっていない。同じことを続けていても駄目なので、どこかに風穴を開けねばならないと思う。ぜひ力を入れてもらいたい」と述べました。
玉木代表は「今国会では衆参ともに拉致問題特別委員会の開催がなかった。衆議院の長島昭久拉致特委員長にも檄を飛ばしている。特定失踪者ご家族、調査会の皆様から貴重なご意見をいただいた。政府の積極的な対応を求めていくことと同時に、各委員会や党内でも改めて取り組んでいき、拉致問題の解決につなげていきたい」と党として力を尽くすことを約束しました。今後の党としての取り組みに期待しています。

平素の拉致被害者救出のためのご尽力に心より敬意を表します。本日はお忙しい中お時間を作って戴き御礼申し上げます。
さて、１２月１８日には飯塚繁雄さんが逝去されましたが、拉致問題をめぐる状況は岸田政権発足後も動きがありません。私たちとしては一刻も早い救出のため、一つでも現実的な進展をさせるよう各方面に求めております。ぜひ以下の諸点について、ご協力を賜りますようお願い申し上げます。

１．総理と特定失踪者家族との面会を政府は拒否し続けています。ぜひとも総理と特定失踪者家族の面会が実現するようにご協力をお願いします。

２．現在の政府認定・警察断定拉致被害者１９名以外に拉致の可能性がある人が、特定失踪者問題調査会に約４７０名、その大部分を含め警察にも９００名近くいます。この９００名の中には、北朝鮮での目撃・生存情報や、写真等の証拠がある被害者もいます。「日本国民を見捨てない」との思いで、本部長のお立場として北朝鮮に対し「拉致被害者の全員帰国なくして国交の樹立はあり得ないし、いかなる協力もしない」御党として明確に発信して下さい。「しおかぜ」ではこのメッセージを北朝鮮に伝えます。また代表・本部長御自身も可能であれば調査会事務所において北朝鮮に拉致された人に向けて「しおかぜ」メッセージの収録をしていただきたく、お願い申しあげる次第です。

３．拉致被害者救出のために自衛隊に対し任務付与をするよう、ご協力をお願いします。自衛隊法・憲法による制約というのは役所の言い訳に過ぎません。北朝鮮が拉致を認めて５人が帰国してから１９年が経過しても未だに１人の救出も叶わないことは、多数の拉致被害者を見殺しにしているのと同じことであり、実際この１９年の間にも北朝鮮で亡くなった拉致被害者がいる可能性は否定できません。被害者を救出するためには政治の決断が必要です。

４．拉致被害者支援法における拉致認定の対象を「拉致された日本国民」から「日本国内で拉致された者及び国外で拉致された日本国民」へと改正するようご協力をお願いします。また高敬美・剛姉弟については警察が拉致被害者として断定し、当時の対策本部総合調整室長が他の認定被害者と同様に扱うと明言しています。現状でも拉致被害者は１７人ではなく１９人であると明言し、政府広報物もそれにそって修正するようよろしくお願いします。

５．政府（総務省）による短波送信施設の維持・管理を実現して下さい。設備の老朽化、ＮＨＫによる設備削減は危機管理、安全保障の観点から国益を損ねる重大な問題です。これは「しおかぜ」「ふるさとの風」による北朝鮮拉致被害者向け放送のためだけでなく、全世界の邦人が有事の際保護、情報共有を受けられるようにするためであり、アフガンの例を見ても明らかです。なお、本件については幹事長村尾が１１月２９日、「しおかぜ」国内送信の実現に総務大臣当時ご尽力いただいた菅前総理にもお願いをしております。

６．日本政府は、平成１４年に金正日（キム・ジョンイル）が拉致を認めた後も過去国民を守れなかったことについて反省も検証もしてきませんでした。反省も検証もしていないから予防策も取られていません。国として検証し今後二度と国民が拉致されることのないように、国民民主党として「スパイ防止法」等々、法整備を急いで下さい。

７．警察官・海上保安官・自衛官の制服にブルーリボンを付けるようにして下さい。これは国民への啓蒙のみならず北朝鮮と日本国内の工作員にも圧力となると考える次第です。

【失踪状況】
当日は土曜日で会社が休みだったので、午前中に美容院に行って午後から母親と浴衣を買いに行く予定をしていた。
午前中、了子さんは母親が知らない間に家を出ていたが、美容院に了子さんから電話で「今日の美容院はキャンセルしたい。出かけるところができたので母親に浴衣を買いに行けなくなったと伝えて下さい」と言った。
母親は美容院の人から電話を貰い、友達にでも会うことになったのだろうと気にはしなかったが、それから何の音沙汰もなくなった。
７月に初めて貰ったボーナスは手付かずだし預金通帳も置いたまま。
持って出たのは財布とハンカチくらいしか入らない、いつも持っている小さなバッグ１つだけだった。
その後、家にも勤め先にも全く連絡なし。中学や高校の友人も心あたりはなかった。
元北朝鮮工作員の安明進（アン・ミョンジン）氏が、「１９９１年に平壌市内の病院にいた女性と似ている」と証言している。
平成１６年１月２９日、千葉県警に告発状提出。
平成１７年４月１３日政府に対し拉致認定を求め東京地裁に提訴。

【失踪状況】
当日、一日の年休届けを出し勤め先を休む。
朝、同居していた妹に「夕方に電話があったら出かける」と言っていたが、詳しいことは言わなかった。
衣類の入れ替えをし、夕方クリーニング店に衣類を出している。
孝子さんは翌日出勤時に着る服を揃えておいて出かけていた。その夜何の連絡もなく帰宅せず。
翌２日夜、自宅に電話があり、しばらく無言の後、「今更仕方ないだろ」と男性の声とともに切れた。
平成１６年９月２９日、警視庁に告発状提出。

［August 12, 1978: Couple abducted］

Abductees: Shuichi Ichikawa (23, male, Kagoshima Prefecture), Rumiko Masumoto (24, female, Kagoshima Prefecture)
Disappeared after saying they were going to watch the sunset at the beach.
North Korea asserts that the two married in July 1979, that Mr. Ichikawa died of a heart attack in September the same year, and that Ms. Masumoto died of a heart attack in 1981. North Korea has, however, provided no documents or evidence to support these claims.

平成１７年４月に田中　実さんが拉致認定されて以降、政府は北朝鮮側に対し即時帰国及び事案に関する真相究明を求めてきているが、これまでに回答はない。

［In or around June 1978: Former restaurant worker abducted］

Abductee: Minoru Tanaka (28, male, Hyogo Prefecture)
Disappeared after departing Japan for Europe.
The GoJ requested that North Korea provide information on this case at the 12th round of Japan-North Korea Normalization Talks held in Kuala Lumpur in October 2002 and all three Japan-North Korea Working-Level Consultations held in 2004. During the third round of consultations, North Korea asserted that there is no evidence that Mr. Tanaka had ever entered North Korean territory.
Since April 2005, when the GoJ officially identified Minoru Tanaka as an abductee, the GoJ has demanded that North Korea immediately allow him to return to Japan and provide a full accounting of his case. North Korea, however, has not responded.



【ＳＥＡ　ＯＦ　ＭＥＲＣＹ】
The book named “Sea of Mercy”
13-year- old junior high school student Takeshi Terakoshi was abducted in May 1963.
He went fishing with his two uncle, Shoji and Soto-o Terakoshi. The fishingboat named Kiyomaru left for the fishing ground nearby Noto island, Ishikawa prefecture.
Kiyomaru encountered North Korean spy vessel. Spies were afraid of detection.
Soto-o and Takeshi were abducted and carried to Chong-jin city. Shoji was considered to be killed at the site.
Families, fellow fishermen and coast guard searched the area, but they could find only Kiyomaru and Takeshi’s school uniform.
They thought 3 persons were in disress and died. Funeral service was held.24 Years were passed.
In 1987, Soto-o’s sister received the letter from Soto-o and surprised.
Soto-o wrote “Takeshi and I am living in Gusong, North Korea”.
Takeshi’s father and mother visited to North Korea in1988 and met with Soto-o and Takeshi.
But they couldn’t say how they carried to North Korea because NK officials watched them.
North Korea made the story of their shipwreck accident and lifesaving.
Since then, Takeshi’s parents visited to him a lot of times but Takeshi and his family members cannot say that Takeshi and his uncles were abducted.
In 1997, Megumi Yokota case was appeared in the media and the national congress. Terakoshi’s case was also observed as an abduction case. But “he” denied that he was abducted and praised North Korea and the Kim family.
In December 2001, Pyongyang publishing company published a book named “Sea of Mercy”.
The author is Kim Myong-ho, Takeshi’s Korean name.
In that book, Takeshi wrote that they are not the abduction victims but happily living in North Korea after they ware saved. Moreover “he" denied other abduction case such as Megumi Yokota and Yaeko Taguchi in this book.
Nine months later, Kim Jong-il admitted and appologized for the abduction activities.
But North Korea still denies Terakoshi’s case as abduction and Takeshi and his family cannot say he was abduction victim because Takeshi himself is a hostage.
“Sea of Mercy”, the title is a symbol of North Korean regime.

「背乗り」とは国籍を盗用し、その人物に成り代わることです。旧ソ連の情報機関が編み出した手法で西欧や米国に対して古くから使われました。そのソ連が生み出した北朝鮮の情報機関の工作員は、アジア人の容貌を持ち日本語を操って日本に背乗りを仕掛けてきたのです。日本には戦前から朝鮮人が多く住んでいましたし、日本で生まれ自然に日本語を読み書きできる朝鮮人がいても全く違和感はありません。日本やその同盟国米国の情報を収集し破壊活動を行っていく、あるいは世界中で「日本人」として工作活動ができるのです。


■「日本人」になること

いまは随分と少なくなりましたが。高度経済成長期にはビル建設や道路・鉄道の敷設など日雇労働で暮らす人も多く、こうした人たちが過ごす「ドヤ（簡易宿泊施設）街」が全国各地にありました。中には家庭や社会に背を向けて隠れるようにこうしたところに身を投じていった人たちもいました。
こうした人々に北朝鮮は目をつけたのです。正確に言うと彼らの持つ日本国籍に注目しました。いなくなっても誰も気にかけないし探さない。また届け出る人もいないので、調査会や警察も全く把握できていません。つまり背乗りをされたら拉致の事実は全く明らかにならないのです。のちのち本人がひょっこり姿を現すといけないのでその人を拉致する。場合によっては殺害したということだって考えられます。もしそうだとしたら、通常の拉致よりさらに質の悪い犯行です。これが明らかになっても、いまの法律からすると単なる刑事事件の一つとして取り扱われ、「政府認定拉致被害者」とはならないのではないでしょうか。拉致を含む北朝鮮の工作活動が国家主権の侵害であるという認識を国が持っているのかどうか甚だ疑問です。
昭和４０年代に日本海から上陸しようとして捕まった工作員は、「スパイ訓練の際、身分盗用の手法として役所の戸籍係を買収すると教えられた」と自供しています。過去にこうしたことが行われていたとも考えられます。さらには日本人に帰化した在日朝鮮人に成りすましたり、日本人と結婚して国籍を取得する工作員もいました。過去には「カネのために戸籍を売った」なんて話も耳にしたことがあります。北朝鮮工作員にとって日本国籍はそれほど価値のあるものだと言えるでしょう。
政府認定の拉致被害者では昭和５５（１９８０）年に大阪で拉致をされた原　敕晁さんです。北朝鮮工作員の辛光洙（シン・グァンス）は、拉致した原さんの戸籍で運転免許証をとり、パスポートをつくって韓国に渡り、ソウルで逮捕されました。また昭和５２（１９７７）年に石川県から拉致された久米　裕さんも背乗りが目的だったと見られています（犯人が逮捕されたため）。さらに政府認定被害者ではないものの小住健蔵さんも戸籍を乗っ取られたことが明らかになっています。

日本人の戸籍を盗用した工作員は、多くの場合まず運転免許証を取得します。運転免許証は最も多くの日本人が所有する公的な資格です。自動車の運転はもちろん、本人確認のため役所の窓口で、銀行で、レンタカーを借りるとき等々、今日でもあらゆる場面で運転免許証の提示を求められます。つまり免許証さえ持っていれば、日本人として大抵のことが可能になります。あるいは年金手帳をつくって日本人化したケースもあります。こちらは顔写真を貼る必要もないし更新することもほとんどないから、免許証よりもある程度誤魔化しが効きます。事実年金手帳を使って日本人化した中国の工作員が捕まっています。
さらにはパスポートを取得します。海外に渡航できるし、提示を求められても日本のパスポートであれば大きな信用を得ることができます。何より統一を目指す韓国に怪しまれずに入国できます。背乗りをした辛光洙は取得したパスポートで韓国で逮捕されましたが（密告によると見られています）、同様に韓国や世界中の国々に渡航した工作員は他にたくさんいたはずです。
いずれにしても日本人化さえすれば、捜査する側も追いかけていくことが極端に困難になってきます。目立つこともありませんし、たとえ「怪しいヤツだな」とマークされても、証拠がなければ法廷の場に立たせることすらできなくなるのです。また外国人ではないので「外国人登録証」も不要になります。工作員やその協力者がこれを偽造して所持していた例も多数ありますが、そんなことをする必要もなくなるのです。
そう考えると背乗りは明るみになっているほんの数件だけではなく、もっとたくさんあったと考えるべきでしょう。拉致の目的の一つとして、マークされずに工作活動を遂行するために日本国籍の取得することは、大いに考えるべきです。日本人拉致を北朝鮮の工作活動と切り離して全く別のことだと考えるべきではありません。


■デジタル化が「隠れ蓑」になる可能性

昨今は官民ともにデジタル化が叫ばれていて、マイナンバーカードも普及しつつあります。もちろん私たちも手続きが大幅に簡略化されるなど便利になるし、役所も管理しやすくなるから労力や予算を大幅に削減できるでしょう。しかし同時に、そのデータを北朝鮮当局や詐欺師グループが入手できたとしたら…ましてや日本国民になりすまして工作員が紛れ込んでいたら…
そうなると背乗り防止どころか「隠れ蓑」にさえなってしまいます。こうなったら工作員を追いかけることは、いっそう困難になるでしょう。
日本人になりすまして給付金をもらったりワクチン接種をしていたりする工作員も結構いるのではないでしょうか

宮崎県内で発生。
本件については、北朝鮮工作員・辛光洙（シン・グァンス）が韓国当局に対し、原さん拉致を認める証言をしている。
捜査当局は辛光洙について、これまで原さんに成りかわった容疑で逮捕状の発付を得て国際手配するとともに、政府として北朝鮮側に身柄の引渡しを要求してきたが、平成１８年４月には、新たに拉致容疑の主犯として逮捕状が発付されている。
北朝鮮側は身柄の引渡しに応じていないどころか、同人を「英雄」として称えている。
また、捜査当局は原さん拉致容疑の共犯者である金吉旭（キム・キルウク）についても逮捕状の発付を得ており、国際手配を行うなどの所要の措置を講じている。
北朝鮮側は、原さんは１９８４（昭和５９）年に田口八重子さんと結婚し、１９８６（昭和６１）年に肝硬変で死亡したとしているが、これを裏付ける資料等の提供はなされていない。

【荒木和博・特定失踪者問題調査会代表による原　敕晁さん拉致事件の解説】
昭和５５年（１９８０）年６月中旬、当時大阪市天王寺区の中華料理店『宝海楼』に勤めていた原　敕晁（はら・ただあき）さん（当時４９歳）が北朝鮮工作員・辛光洙の主導により、『宝海楼』店主の李三俊らによって宮崎市青島の橘ホテルで飲食させられた後、海岸まで誘い出されて拉致された。
辛光洙は北朝鮮に帰国して工作員の再教育を受けていた際、指導部の幹部から「日本人を拉致し、本人になりすまして在日工作を続けよ」との指令を受け、李吉炳（在日朝鮮人大阪府商工会長）、李三俊（在日朝鮮人大阪府商工会元理事長）らと計画を練り、李三俊が経営する中国料理店『宝海楼』のコックとして勤務していた原さんに対し「良い職場を世話する」とだまして宮崎県日南市の青島海岸まで連れ出し、橘ホテルで飲食させて酔わせ、海岸に連れ出した後、「こどもの国」付近の海岸で工作員らに引き渡し、辛光洙も同行して北朝鮮に拉致していった。
このあと辛は、原さんを監禁した招待所で原さんから本人の経歴、家族の構成、過去の生活から中国料理法までマスター、完全に本人になりすまして同年１１月、再び日本に密入国し、原さん名義の旅券、運転免許証、国民保険証などの発給を受け、韓国へ渡航するなどしてスパイ活動を続けていた。
辛は昭和６０年（１９８５）２月２６日ソウルで逮捕された。同年６月２８日付『朝日新聞』の記事には次のように記載されている。

（国家安全企画部）の発表によると、主犯の辛は北朝鮮の最高首脳から「日本人をら致し、本人になりすまして在日工作を続けよ」との指令を受け、八〇年四月、李三俊・在日朝鮮人大阪府商工会元理事長らと計画を練り、李氏が経営する中国料理店「宝海楼」＝大阪市天王寺区下味原＝に勤める日本人コック原　敕晃（ただあき）さん（四九）が独身で身寄りの少ないことに目をつけた。八〇年六月、原さんを「良い職場を世話する」とだまして宮崎県青島にある李吉炳・在日朝鮮人大阪府商工会長所有の別荘に連れ込んだ。さらに青島海水浴場の児童公園に誘い出したうえ、ここで待ち構えていた北朝鮮工作員四人と力ずくで口をふさぎ、手足をしばった後、袋に入れて八人乗りゴムボートで五百メートル沖に待機していた北朝鮮の工作船に移し、辛が同行して北朝鮮へ連れ去ったという。このあと辛は、原さんの経歴、家族の構成、過去の生活から中国料理法までマスター、完全に本人になりすまして、八〇年十一月、日本に不法入国し、原さん名義の旅券、運転免許証、国民保険証などの発給を受け、韓国へ来るなどしてスパイ活動を続けていたという。

［Mid-June 1980: Sin Kwang-Su case］

Abductee: Tadaaki Hara (43, male, Miyazaki Prefecture)
Disappeared in Miyazaki Prefecture.
North Korean agent Sin Kwang-Su has confessed to authorities in the Republic of Korea that he was responsible for the abduction of Mr. Hara. Japanese authorities issued an arrest warrant for Sin Kwang-Su as the person responsible for the abduction, and listed him with Interpol. The GoJ has demanded that Sin Kwang-Su be extradited to Japan, and in April 2006 issued a new arrest warrant that names him as the main suspect in this abduction case. Showing no willingness to extradite him to Japan, North Korea has instead honored Sin Kwang-Su as a hero. Japanese authorities have also issued an arrest warrant for Kim Kil-Uk, believed to be a co-conspirator in the abduction of Mr. Hara, and are working on the steps necessary to list him with Interpol.
North Korea asserts that Mr. Hara married Yaeko Taguchi in 1984 and that he died of hepatic cirrhosis in 1986. North Korea has, however, provided no documents or evidence to support these claims.

平成１４年１０月にクアラルンプールで行われた日・朝国交正常化交渉第１２回本会談及び平成１６年に計３回行われた日・朝実務者協議において我が方から北朝鮮側に情報提供を求めたが、第３回協議において北朝鮮側より北朝鮮に入境したことは確認できなかった旨回答があった。

Abductee: Minoru Tanaka (28, male, Hyogo Prefecture)
Disappeared after departing Japan for Europe.
The GoJ requested that North Korea provide information on this case at the 12th round of Japan-North Korea Normalization Talks held in Kuala Lumpur in October 2002 and all three Japan-North Korea Working-Level Consultations held in 2004. During the third round of consultations, North Korea asserted that there is no evidence that Mr. Tanaka had ever entered North Korean territory.
Since April 2005, when the GoJ officially identified Minoru Tanaka as an abductee, the GoJ has demanded that North Korea immediately allow him to return to Japan and provide a full accounting of his case. North Korea, however, has not responded.

The book named “Sea of Mercy”
13-year- old junior high school student Takeshi Terakoshi was abducted in May 1963.
He went fishing with his two uncle, Shoji and Soto-o Terakoshi. The fishingboat named Kiyomaru left for the fishing ground nearby Noto island, Ishikawa prefecture.
Kiyomaru encountered North Korean spy vessel. Spies were afraid of detection.
Soto-o and Takeshi were abducted and carried to Chong-jin city. Shoji was considered to be killed at the site.
Families, fellow fishermen and coast guard searched the area, but they could find only Kiyomaru and Takeshi’s school uniform.
They thought 3 persons were in disress and died. Funeral service was held.24 Years were passed.
In 1987, Soto-o’s sister received the letter from Soto-o and surprised.
Soto-o wrote “Takeshi and I am living in Gusong, North Korea”.
Takeshi’s father and mother visited to North Korea in1988 and met with Soto-o and Takeshi.
But they couldn’t say how they carried to North Korea because NK officials watched them.
North Korea made the story of their shipwreck accident and lifesaving.
Since then, Takeshi’s parents visited to him a lot of times but Takeshi and his family members cannot say that Takeshi and his uncles were abducted.
In 1997, Megumi Yokota case was appeared in the media and the national congress. Terakoshi’s case was also observed as an abduction case. But “he” denied that he was abducted and praised North Korea and the Kim family.
In December 2001, Pyongyang publishing company published a book named “Sea of Mercy”.
The author is Kim Myong-ho, Takeshi’s Korean name.
In that book, Takeshi wrote that they are not the abduction victims but happily living in North Korea after they ware saved. Moreover “he" denied other abduction case such as Megumi Yokota and Yaeko Taguchi in this book.
Nine months later, Kim Jong-il admitted and appologized for the abduction activities.
But North Korea still denies Terakoshi’s case as abduction and Takeshi and his family cannot say he was abduction victim because Takeshi himself is a hostage.
“Sea of Mercy”, the title is a symbol of North Korean regime.

北朝鮮による拉致被害者の家族会代表を務めてきた飯塚繁雄さんが、体調不良のために退任したことについて、岸田文雄総理大臣は「回復を心よりお祈りしたい」等と述べました。

「今日まで代表として大きな役割、責任を果たしてこられました。まずは体調が優れないということです。お体を大事にされまして、ご回復、心からお祈りしたいと思います」

飯塚さんは家族会の代表を横田　滋さんから引き継ぎ、１４年間にわたって政府への要請活動等を行ってきましたが、体調不良で退任することが決まりました。
岸田総理は飯塚さんの回復を祈るとしたうえで、

「拉致問題は一刻の猶予も許されない。私自身、あらゆるチャンスを逃すことなく取り組んでいきたい」

と改めて決意を語りました。

李恩恵（リ・ウネ）拉致容疑事案
被害者：田口八重子さん（Yaeko Taguchi）

昭和６２年１１月の大韓航空機（ＫＡＬ）爆破事件で有罪判決を受けた元北朝鮮諜報員金賢姫（キム・ヒョンヒ）氏は「李恩恵（リ・ウネ）」という女性から日本人の振る舞い方を学んだと主張している。この李恩恵は行方不明となった田口さんと同一人物と考えられる。
北朝鮮側は、田口さんは１９８４（昭和５９）年に原　敕晁さんと結婚し、１９８６（昭和６１）年の原さんの病死後すぐに自動車事故で死亡したとしているが、これを裏付ける資料等の提供はなされていない。
平成２１年３月、金賢姫氏と飯塚家との面会において、金氏より田口さんの安否にかかる重要な参考情報（注）が新たに得られたことから、現在、同情報についての確認作業を進めている。
（注）金氏の発言：「８７年１月にマカオから帰ってきて、２月か３月頃、運転手から田口さんがどこか知らないところに連れて行かれたと聞いた。８６年に一人暮らしの被害者を結婚させたと聞いたので、田口さんもどこかに行って結婚したのだと思った」

※「八重子さんが北朝鮮の南浦港に着いたとき、女性通訳に“私には子供が二人いて、どうしても日本に帰らなくてはならないので、返してほしい”と何回も言ってお願いしたそうです。八重ちゃんの思いは最初から最後まで子供のことでいっぱいでしたし、今でも間違い無く“今、彩ちゃんはいくつになって、耕ちゃんはいくつになった”と毎年計算して、どんな大人になったか知りたがっているはずです。すごく会いたがっていると思います」

Abductee: Yaeko Taguchi (22, female, Unknown)
Kim Hyon-Hui, a former North Korean agent convicted of the bombing of a Korean Airlines jet in November 1982, claims to have been trained to blend into Japanese society by a woman named Lee Un-Hae. Lee Un-Hae is thought to be Yaeko Taguchi, a woman reported as missing in Japan.
North Korea asserts that Ms. Taguchi married Tadaaki Hara in 1984 and, soon after Mr. Hara’s death from illness in 1986, died in an automobile accident. North Korea has, however, provided no documents or evidence to support these claims.
At a meeting in March 2009 between members of the Iizuka family, relatives of Ms. Yaeko Taguchi, and Kim Hyon-Hui, important new information regarding the whereabouts of Ms. Taguchi (see note) was gained from Ms. Kim. The GoJ is currently working to confirm this information.
Note: Ms. Kim said: "After returning from Macau in January 1987, I heard from a driver in February or March that Ms. Taguchi had been taken to an unknown location. I'd heard that in 1986 an abductee living alone had been made to marry, so I thought that Ms. Taguchi must also have gone somewhere to get married."

新潟市において下校途中に失踪。

［November 15, 1977: Young girl abducted］

Abductee: Megumi Yokota (13, female, Niigata Prefecture)
Disappeared on her way home from school in Niigata City.
During the third round of Japan-North Korea Working-Level Consultations in November 2004, North Korea claimed that Megumi Yokota died in April 1994 and handed over what it claimed were her remains. DNA analysis, however, indicates that some of the bones from these remains belong in fact to a different person or persons.
Additional DNA analysis conducted in April 2006 by the GoJ indicated a high probability that Kim Young-Nam, a Korean citizen abducted from the Republic of Korea in 1978 when he was a high-school student, was married to Ms. Yokota.

Abductee: Minoru Tanaka (28, male, Hyogo Prefecture)
Disappeared after departing Japan for Europe.
The GoJ requested that North Korea provide information on this case at the 12th round of Japan-North Korea Normalization Talks held in Kuala Lumpur in October 2002 and all three Japan-North Korea Working-Level Consultations held in 2004. During the third round of consultations, North Korea asserted that there is no evidence that Mr. Tanaka had ever entered North Korean territory.
Since April 2005, when the GoJ officially identified Minoru Tanaka as an abductee, the GoJ has demanded that North Korea immediately allow him to return to Japan and provide a full accounting of his case. North Korea, however, has not responded.

The book named “Sea of Mercy”
13-year- old junior high school student Takeshi Terakoshi was abducted in May 1963.
He went fishing with his two uncle, Shoji and Soto-o Terakoshi. The fishingboat named Kiyomaru left for the fishing ground nearby Noto island, Ishikawa prefecture.
Kiyomaru encountered North Korean spy vessel. Spies were afraid of detection.
Soto-o and Takeshi were abducted and carried to Chong-jin city. Shoji was considered to be killed at the site.
Families, fellow fishermen and coast guard searched the area, but they could find only Kiyomaru and Takeshi’s school uniform.
They thought 3 persons were in disress and died. Funeral service was held.24 Years were passed.
In 1987, Soto-o’s sister received the letter from Soto-o and surprised.
Soto-o wrote “Takeshi and I am living in Gusong, North Korea”.
Takeshi’s father and mother visited to North Korea in1988 and met with Soto-o and Takeshi.
But they couldn’t say how they carried to North Korea because NK officials watched them.
North Korea made the story of their shipwreck accident and lifesaving.
Since then, Takeshi’s parents visited to him a lot of times but Takeshi and his family members cannot say that Takeshi and his uncles were abducted.
In 1997, Megumi Yokota case was appeared in the media and the national congress. Terakoshi’s case was also observed as an abduction case. But “he” denied that he was abducted and praised North Korea and the Kim family.
In December 2001, Pyongyang publishing company published a book named “Sea of Mercy”.
The author is Kim Myong-ho, Takeshi’s Korean name.
In that book, Takeshi wrote that they are not the abduction victims but happily living in North Korea after they ware saved. Moreover “he" denied other abduction case such as Megumi Yokota and Yaeko Taguchi in this book.
Nine months later, Kim Jong-il admitted and appologized for the abduction activities.
But North Korea still denies Terakoshi’s case as abduction and Takeshi and his family cannot say he was abduction victim because Takeshi himself is a hostage.
“Sea of Mercy”, the title is a symbol of North Korean regime.

北朝鮮による拉致被害者家族会の代表が交代しました。
飯塚繁雄さんが体調不良のため退任し、新たに横田めぐみさんの弟・拓也さんが就任しました。
田口八重子さんの兄・飯塚繁雄さん（８３歳）は、拉致被害者家族会の代表を横田めぐみさんの父・滋さんから引き継ぎ、１４年間にわたり政府への要請活動等を行ってきました。
飯塚さんの退任の理由は、前任の横田さんと同じく「体調不良」ということで、拉致問題が解決しないまま被害者家族の高齢化が進んでいます。
新代表には、横田めぐみさんの弟の拓也さん（５３歳）が就任し、政府に対し、改めて拉致問題の解決を訴えました。

「横田家の問題ですよとか、飯塚家の問題だから、かわいそうだねということを考えて欲しくない。（日本政府には）北朝鮮政府当局ときっちり話し合いをして、強い交渉をして欲しいなと」

また、シンポジウムに先立って、教師を目指す大学生と松野博一官房長官兼拉致問題担当大臣が、拉致問題について対話しました。
学生たちからは、

といった意見が聞かれました。

昭和６２年１１月の大韓航空機（ＫＡＬ）爆破事件で有罪判決を受けた元北朝鮮諜報員金賢姫（キム・ヒョンヒ）氏は「李恩恵（リ・ウネ）」という女性から日本人の振る舞い方を学んだと主張している。この李恩恵は行方不明となった田口さんと同一人物と考えられる。
北朝鮮側は、田口さんは１９８４（昭和５９）年に原　敕晁さんと結婚し、１９８６（昭和６１）年の原さんの病死後すぐに自動車事故で死亡したとしているが、これを裏付ける資料等の提供はなされていない。
平成２１年３月、金賢姫氏と飯塚家との面会において、金氏より田口さんの安否にかかる重要な参考情報（注）が新たに得られたことから、現在、同情報についての確認作業を進めている。
（注）金氏の発言：「８７年１月にマカオから帰ってきて、２月か３月頃、運転手から田口さんがどこか知らないところに連れて行かれたと聞いた。８６年に一人暮らしの被害者を結婚させたと聞いたので、田口さんもどこかに行って結婚したのだと思った」

Abductees: Hitomi Soga (19, female, Niigata Prefecture), Miyoshi Soga (46, female, Niigata Prefecture)
Disappeared after saying they were going shopping.
Hitomi Soga returned to Japan in October 2002. Her husband (Charles Robert Jenkins, a US citizen) and two daughters arrived in Japan in July 2004.
North Korea asserts that Miyoshi Soga never entered North Korean territory. The Japanese authorities issued an arrest warrant in November 2006 for a person known as Kim Myong-Suk, a North Korean agent believed to be responsible for the abductions, and listed her with Interpol. The GoJ demands that North Korea extradite her to Japan.

DNA analysis, however, indicates that some of the bones from these remains belong in fact to a different person or persons.
Additional DNA analysis conducted in April 2006 by the GoJ indicated a high probability that Kim Young-Nam, a Korean citizen abducted from the Republic of Korea in 1978 when he was a high-school student, was married to Ms. Yokota.

Abductee: Minoru Tanaka (28, male, Hyogo Prefecture)
Disappeared after departing Japan for Europe.
The GoJ requested that North Korea provide information on this case at the 12th round of Japan-North Korea Normalization Talks held in Kuala Lumpur in October 2002 and all three Japan-North Korea Working-Level Consultations held in 2004. During the third round of consultations, North Korea asserted that there is no evidence that Mr. Tanaka had ever entered North Korean territory.
Since April 2005, when the GoJ officially identified Minoru Tanaka as an abductee, the GoJ has demanded that North Korea immediately allow him to return to Japan and provide a full accounting of his case. North Korea, however, has not responded.

The book named “Sea of Mercy”
13-year- old junior high school student Takeshi Terakoshi was abducted in May 1963.
He went fishing with his two uncle, Shoji and Soto-o Terakoshi. The fishingboat named Kiyomaru left for the fishing ground nearby Noto island, Ishikawa prefecture.
Kiyomaru encountered North Korean spy vessel. Spies were afraid of detection.
Soto-o and Takeshi were abducted and carried to Chong-jin city. Shoji was considered to be killed at the site.
Families, fellow fishermen and coast guard searched the area, but they could find only Kiyomaru and Takeshi’s school uniform.
They thought 3 persons were in disress and died. Funeral service was held.24 Years were passed.
In 1987, Soto-o’s sister received the letter from Soto-o and surprised.
Soto-o wrote “Takeshi and I am living in Gusong, North Korea”.
Takeshi’s father and mother visited to North Korea in1988 and met with Soto-o and Takeshi.
But they couldn’t say how they carried to North Korea because NK officials watched them.
North Korea made the story of their shipwreck accident and lifesaving.
Since then, Takeshi’s parents visited to him a lot of times but Takeshi and his family members cannot say that Takeshi and his uncles were abducted.
In 1997, Megumi Yokota case was appeared in the media and the national congress. Terakoshi’s case was also observed as an abduction case. But “he” denied that he was abducted and praised North Korea and the Kim family.
In December 2001, Pyongyang publishing company published a book named “Sea of Mercy”.
The author is Kim Myong-ho, Takeshi’s Korean name.
In that book, Takeshi wrote that they are not the abduction victims but happily living in North Korea after they ware saved. Moreover “he" denied other abduction case such as Megumi Yokota and Yaeko Taguchi in this book.
Nine months later, Kim Jong-il admitted and appologized for the abduction activities.
But North Korea still denies Terakoshi’s case as abduction and Takeshi and his family cannot say he was abduction victim because Takeshi himself is a hostage.
“Sea of Mercy”, the title is a symbol of North Korean regime.

■香川県のマルナカＨＤと山形県の倉庫会社と朝鮮総連

１１月２７日、山内俊夫・元参議院議員が羽田空港格納庫購入をめぐる横領事件で、警視庁に逮捕された。購入費などを用意した地元香川県の不動産会社マルナカＨＤとの、「買って転売すれば儲かる」との企みも、山内容疑者の思惑通りとならなかった結果である。
山内容疑者が世間の注目を集めたのは政治家としての活動ではなく、朝鮮総連本部ビル競売時における不可解な行動である。
２０１４年３月、なぜか香川県のマルナカＨＤが朝鮮総連本部ビルを約２２億円で落札する。翌年の１月、ビルは山形県酒田市の倉庫会社グリーンフォーリストに４４億円で転売される。わずかの期間でマルナカＨＤは巨額の利益を得るが、その仲立ちをしたのが山内容疑者といわれている。
山内容疑者は朝鮮総連トップの許宗萬（ホ・ジョンマン）議長と親しく、最福寺住職の池口恵観（第一回の競売で落札するも、資金が調達できず、競売不成立）の勉強会にも度々参加していた。
２０１５年、特定失踪者問題調査会で現地調査を山形県でおこなった。酒田市の海岸埋め立て地に、ポツンと一つだけプレハブの建物が建っていた。標識にグリーンフォーリストとある。４４億でビルを購入できる会社とはとても思えない。朝鮮総連系の資金が投入されたのであろう。


■田中　実さん拉致事件の犯人が山形市に住んでいた

山形市には、田中　実さんを拉致した「洛東江」のリーダーが長年居住していた。その関係者が酒田市で貿易関係の仕事をしているとも聞く。酒田市は自民党幹事長時代にコメ支援など北朝鮮を利する施策を実行した加藤紘一氏の選挙区だった。北朝鮮の意を受けた者にとり、活動しやすい所なのであろう。
今もなお、朝鮮総連は元のビルに居座り続けている。警察による徹底した真相究明を願いたい。
山内俊夫は、自民党の元参議院議員である。野党のみなさん、国会での徹底した追及を願います。
