Jake, I don't know who wants to reinstitute Japanese imperial year. Few, if any, know and use it. But it is not banned.

日本光学が戦後に試作から初めて製造した「ニコン」(ニコンI型)に始まるカメラの個体に付けられた製品番号(シリアル番号)は、先頭が「6」から始まる。これはI型の出図が皇紀2606年(昭和21年)9月であったことから「609」で始まる番号をI型試作品に付けたことに始まる。[28]
安田生命保険[編集]
安田生命保険が1970年ごろにコンピュータによる個人情報管理のシステムを構築したとき、作業に携わった技術者たちは、1900年を「00年」として年を処理すると、顧客の生年月日など1899年以前の情報の処理に不都合が生じることに気づき、あえて西暦の使用を避けて、皇紀2600年に当たる1940年を「00年」として用い、さらに負の数を100年分(1840年まで)処理することのできるパック10進数を採用することにした。この結果、偶然ではあるが、2000年問題の影響を回避することができたと言われる。実際に2000年問題で安田生命保険の業務になんらかの支障や影響が生じたかどうかは公表されていない

It's been used since
Year 650. I was born in Shouwa era. My grandmother was born in Taisyo era. My nephew was born in Heisei era.
It had been used before WW Ⅱ and it has been used after WW Ⅱ
Let's take Shouwa 40 for instance. That's long after the war. Google 昭和40年

See? "昭和40" is used in Japanese coin.
Have you never used Japanese coins?
Every year Bank of Japan produces coins with Gengo of the year on it.
I remember there was a big controversy when government legislated the Regnal year. People in fact have been using Gengou but there was no legal ground.
However some people like members of the communist party opposed it,
saying that we should use Gregorian calendar because it is the international and that the use of Gengo should not be forced and that Gengo is tied up with the Emperor system in Japan, which the communist party wants to
abolish in the future.
But
Era Name Act was passed in 1975 anyway.
Note that
Nippon Kaigi was established in 1997.
So Nippon Kaigi has nothing to do with the Era Name Act.
