The following is from the December 2020 issue of WiLL, a monthly magazine featuring a conversation between Masayuki Takayama, the one and only journalist in the postwar world, and Eitaro Ogawa, one of the best literary critics among graduates of Osaka University's Faculty of Letters.

Ogawa 
Yes, the Science Council of Japan symbolizes the "postwar regime" that we have been fighting against. 
In other words, the "University of Tokyo Regime.
In the first place, the highest academic institution has become the gateway to success in the national civil service examinations and the bar examinations.
Government/judiciary, local universities, Japan Teachers Union, textbook companies, major authoritative publishers. Mass media: The network of the University of Tokyo's influential people with left-wing values and their subordinates has permeated there.
Academics have been dominated by democratic centralism for 75 years and monopolized the power structure.  
It cannot be called a very advanced country. 
I thought nothing would change in Japan unless we took a scalpel to the University of Tokyo clique. 
Still, the Suga administration put a bullet in the heart of the matter without hesitation.
Takayama 
It must have been a surprise to the people who were hit (laughs).
Ogawa 
I wondered what the reaction would be, and sure enough, they started saying that it was a violation of academic freedom.
But the Science Council is in the position of a special civil servant appointed by the Prime Minister.
Do we have to become public servants to be able to study?
There is no connection between academic freedom and being appointed as a public servant.
Takayama 
They don't have any other brocade flag to wave. That's a poor word (laughs).
Ogawa 
They won't say anything no matter what, "Don't infringe on our rights."(laughs).
Takayama 
As Yoshiko Sakurai pointed out in the October 15 issue of weekly Shincho, the Science Council was established in 1949, during the GHQ occupation. 
During the war, Japanese scholars, researchers, and scientists were "forced to cooperate with the war effort," The Science Council is positioned as an expert organization that makes policy recommendations independent of the government.
In other words, it was organized with the approval of GHQ.
Ogawa 
It was part of the occupation policy. 
As evidence of this, in 1950, the Science Council issued a statement saying, "We will never follow scientific research for the purpose of war," and then again in 1967, "Statement on No Scientific Research for Military Purposes.
Takayama 
The "Charter of the Science Council of Japan" (enacted in 2008) does not mention any such thing but says "to contribute to the harmonious and peaceful development of the global environment and human society.
So the influence of the GHQ, which dismantled Japan while ostensibly saying pretty things, is still deeply rooted.
Ogawa 
Moreover, while acting as a brake on war studies and war research in Japan, the Science Council signed a memorandum of cooperation with China's Science and Technology Association in 2015.
The core of science and technology in China is, after all, military research.
We cannot deny the possibility that Japan's knowledge research is being incorporated into China's military operations.
Takayama 
It is an extraordinary double standard.
It is known that Toshio Fukuda, a professor at Meijo University and an authority on micro-nano robots and biomimetic robotic systems and a former member, was cooperating with China's Thousand Man Project.
A further 14 members are said to be involved in the Thousand Man Project.

They are hired for huge annual salaries and are kept in complete secrecy.
It is no exaggeration to say that it is a convincing espionage operation.
Former Chairman Takashi Onishi says there is no basis for the allegations.
If that is the case, I would like to see a thorough background check conducted on the scholars pointed out as suspicious.

If they do that, they'll be caught by the authorities (laughs).
It can say that some members of the Academic Council were like the vanguard of the Japanese Communist Party.
Yoichiro Murakami, a former member and professor emeritus at the University of Tokyo, said in an interview, "We continued to be entirely dominated by a specific political party."
That party was the Japanese Communist Party. 
Furthermore, it is said that there are several members who, while holding honorary positions in the national center, are actively cooperating with the Chinese Communist regime to weaken Japan's national power.
That fact alone is an act of treason and significant national damage.
The Curse of the GHQ System
Takayama 
The first members of the Science Council of Japan, which started with the approval of GHQ, included Toshiyoshi Miyazawa, a professor of law at the University of Tokyo.
Miyazawa advocated the "August Revolution Theory" (a theory that the acceptance of the Potsdam Declaration in August 1945 caused a revolution in Japan, shifting the locus of sovereignty from the Emperor to the people, and that the Constitution of Japan was enacted by the people, who became the new sovereign and the constitution-making power was transferred to them).
As a constitutional scholar, he would generally argue that MacArthur rewrote the Constitution of the Empire of Japan and imposed it on the Japanese people. He should discuss The secret of its birth.
However, if he did so, he would be immediately purged by GHQ. 
So, he wants to pander to MacArthur, the authority of the time, and pretend that the imposed constitution is the correct constitution created through the proper procedure.
But they can't cover up the contradiction that the Emperor's sovereignty became the sovereign people's sovereignty, so they pretend that an invisible revolution shifted the sovereignty at the moment of Potsdam's acceptance.
It is typical of prostitution of learning.

Postwar Japan began with mainstream academia's "revolution in the brain," which thoroughly complied with GHQ. 
Takayama 
In the first place, the various national problems in Japan today stem from the seeds that GHQ planted.
For example, it is the declining birthrate.
The GHQ interfered in the national election to elect Shizue Kato and used her and the Socialist Party to pass the Eugenics Protection Law, allowing abortion and sterilization of hereditary "unfit" children. 
When Kato was young, she met social activist Margaret Sanger in New York, who told her that "women have the right to play equally with men. Only women should not be forced to bear the risk of pregnancy.

After returning to Japan, she even began to appeal for the "prevention of the birth of defective offspring.
The GHQ took notice of Kato and passed the Eugenic Protection Law to suppress Japan's population growth deliberately.
Ogawa 
The 22nd general election of the House of Representatives (1946), which was held immediately after the war, also had a considerable amount of GHQ intervention.
Takayama 
Tokuda Kyuichi of the Communist Party of Japan and others who had been in prison until they were all released from jail ran for office on the GHQ recommendation and were elected.
GHQ's interference in the election was so significant that anyone who complained was expelled.
Women were also allowed to run for office, and some 79 women were elected.
These GHQ children deliberated on the new constitution, which GHQ made. 
In addition, Shigeru Nanbara, President of the University of Tokyo and a representative of the prostitution of learning, said, "As stated in the preamble of the MacArthur Constitution, the state does wrong things. If they do something wrong, it should be compensated by the state.
In the United States and other countries worldwide, it is common sense that the nation is not liable for damages executed by the administrative authority. Still, the foundation of the new constitution is that the "government has caused the devastation of war." The preamble says that he is standing in reflection.
In other words, it was a deliberate measure to pit the people against the state. 
MacArthur also created the Labor Union Law.
Japan is one of the few countries in the world where the management and employees work together to produce good products, but this is not the case in Japan.
The intention was to put workers and management at odds with each other and thus make productivity worse. It said to Camille Gorges, the Swiss minister at the time, "I made them form a union so that they would not be able to produce sound, cheap Japanese watches. 
It also weakened Japan's industrial strength.
They tried to reduce Japan's industrial capacity to the point where it could only make pot kettles by implementing a policy of "demontage" (the issue of removing facilities) in which all factories that manufactured weapons and airplanes were cleared. 
In fact, Edwin Pauley, the head of the U.S. mission, even drew up the final blueprints, but the Korean War broke out while he was on his way, and it needed Japan's industrial strength, and Japan came back to life.
It could say that the skin of our teeth saved us. 
There was an NHK radio program called "Farmer's Ikoi" in my childhood.
Initially, Japan was an industrialized country, and its industrial income was much larger than its agricultural income.
It also had the world's leading army and navy.
However, in the "Farmer's Ikoi," they reported harvesting daikon (Japanese radish) as if this was Japan's national strength.
It is precisely like Carthage.
After the defeat of the Roman Empire in the Poeni War, all trade was blocked, and there were no unique products except figs.
That's precisely what GHQ was trying to do.

One of the things they got their hands on was the establishment of the Science Council.

GHQ tried to control even the content of academia.
Franklin D. Roosevelt willed that the Japanese be confined to four islands and destroyed.
Roosevelt's subcontractor was GHQ. 
So it is no exaggeration to say that it carried out the occupation policy of GHQ to destroy Japan.
Ogawa 
It is said that many Soviet spies also entered GHQ.
It is clear that they intended to crush and dismantle Japan thoroughly.
It's the same with the mass media. 
GHQ also interrogated Asahi and NHK, which completely changed their tone of voice.
Asahi, in particular, was ordered to suspend operations for two days when it published an interview with Ichiro Hatoyama criticizing the atomic bombing in the paper and then suddenly became the spearhead of criticism of the warlords the leadership of the Empire of Japan.
Takayama 
Asahi has not been able to break away from the postwar history created by the GHQ, and it can say that the company still maintains the "Pacific War History" view in its mind.
