On Nov. 22, the governmental panel of experts on upgrading defense capabilities (chaired by Kenichiro Sasae, former ambassador to the U.S.) submitted a report to PM Fumio Kishida calling for a drastic upgrade of Japan's defense capabilities within five years.
The report stipulates establishment of regulations in order for use of airports and ports in the southwestern region, especially the Sakishima Islands, by the SDF and the Japan Coast Guard, etc.

It listed the severe security environment surrounding Japan -- neighboring countries have increased their nuclear missile capabilities, deploying irregular trajectory and hypersonic missiles, etc.
It emphasized that possessing and enhancing "counter strike capability" is essential for maintaining and improving deterrence.
When it comes to counter strike capability, it required to equip a sufficient number of missiles, while taking within five years in mind.
It also noted that "It's necessary to discuss how the political level should be involved" at the time of activation.
In order to upgrade the ability to continue fighting, it advocated the expansion of ammunition and facilities, which have been hitherto insufficient.

It prompted to establish a mechanism to make the government, universities and the private sector be united and work together to proceed R&D that will lead to upgrade defense capabilities, such as space and artificial intelligence (AI).

The government has embedded a drastic upgrade of the defense capabilities within five years in its draft of the basic policy for the 2023 budget too, which was presented on Nov. 22.
